Carlos Alvarado, former journalist and rock singer, becomes Costa Rica's new president

With 97.13 percent of the voting polls reporting, the candidate of the Citizen Action Party, Carlos Alvarado, appears to have won the second electoral round in Costa Rica with the support of 60.67 percent of the voters.

The candidate of the evangelical conservative National Restoration Party, Fabricio Alvarado, won 39.33 percent of the votes.

The announced was made by the Supreme Electoral Tribunal (TSE) of Costa Rica when it delivered a first report of the results about two and a half hours after the closing of the polling stations.

The president of tribunal, Luis Antonio Sobrado, solemnly read the first results in an election with an abstention rate of 33.51 percent.

"It's time for humility, generosity and respect. The winners must have the humility to anticipate that it will be impossible for them to make good government without the participation of other political forces. They cannot get drunk with triumph," Sobrado said.

The tribunal president said that "those who suffer the disappointment of defeat must have the generosity and nobility to put Costa Rica above all."

Ernest Hemingway and Pink Floyd are among Alvarado's role models, but it was his experience as a former minister in Costa Rica's outgoing center-left government that shaped the political career that led him to become the newly elected president.

His work as labor minister made him known inside the party and gave him the credibility to triumph over his rival in the run-off, the ultra-conservative evangelical preacher.

Promising continuity and with a message of national unification, Alvarado managed to attract various political parties to support him.

The 38-year-old former journalist and political analyst put his experience in public office to the fore, but his artistic merits as a thrice-published novelist and one-time singer in a progressive rock band helped color his profile.

The second child born to a middle-class family, Alvarado grew up to study journalism at the University of Costa Rica and married his high school girlfriend, with whom he has a son.

It was at university where he developed his musical passion as the leader of a band called Dramatika.

He told the Teletica channel in an interview that he decided to leave journalism after interviewing a woman in a poor neighborhood whose mentally troubled son had been murdered.

"I remember seeing this woman crying with such helplessness, and I was capturing this moment of inequality, of injustice. I was going to share this with a lot of people but without being able to change this inequality. That was the end of my life as a journalist because I understood that one has to be involved in changing things," he said.

Alvarado studied political science at the University of Costa Rica and then got a scholarship at Britain's University of Sussex.

When he returned to Costa Rica, he married his high school girlfriend, Claudia Dobles, now an architect, and both then moved to Panama due to her work.

In Panama, Alvarado wrote what he considered his best novel: "Las Posesiones" (The Possessions), about the confiscation of German and Italian properties in Costa Rica during World War II.

He returned to Costa Rica and joined the electoral campaign of Luis Guillermo Solis, the country's outgoing president who was constitutionally barred from seeking a second term, as communications coordinator.

When Solís won the presidency in 2014, Alvarado was named minister for social development. Two years later he was appointed as labor minister, a post he left when he started his quest for the presidency.

As the candidate of Solís's Citizens' Action Party, Alvarado had to share the burden of a scandal of influence peddling and the government's inability to prevent a rise in violent crime.

The ruling party did not do so well in poorer zones of Costa Rica despite Alvarado helping to bring down poverty while he was development minister.


Highly controversial elections caught world's attention

The presidential election Sunday had a higher profile than usual as major international news outlets paid close attention.

The BBC correctly said that the campaign has been dominated by the debate over legalizing same-sex marriage. The story was featured for much of the day on the BBC World Service.

There was local interest in Britain because Citizen Action Party candidate Carlos Alvarado took courses at the University of Sussex, England.

The Associated Press noted that National Restoration Party candidate Fabricio Alvarado went from an almost unknown to the leading candidate in the first election round after he came out strongly against a call by the Inter-American Court of Human Rights for Costa Rica to allow same-sex marriage.

Neither news outlet made any predictions about the outcome, but the BBC said that there have been a number of other key issues, including fears about the national deficit and the country's murder rate jumping to its highest-ever level last year. The BBC predicted a close race.

The BBC characterized the race as the novelist vs. the preacher.

Both outlets outlined for international listeners and readers why the two men ended up in a runoff because no one won the initial February vote outright.

Except for sports results, Costa Rica is seldom in the international spotlight. The issue of same-sex marriage seems to have snagged the attention of the major international news outlets.

The second electoral round takes place since 6:00 a.m. to choose either Carlos Alvarado, from the Citizens Action Party or evangelical preacher Fabricio Alvarado, from National Restauration Party.

Guanacaste will become even dryer, according to the U.N.

The U. N. Development Program said data shows that as a result of global warming rainfall will be reduced in Guanacaste by up to 35 percent of the annual average.

In the longer term, the decrease per year will be up to 65 percent by 2080, it added.

These conditions will cause a scarcity of water, possible desertification of the land and will mean an economic impact in the most affected areas

The director of the Neotropical Foundation, Bernardo Aguilar, said that in order to reduce the dark panorama that the water resource in the country faces, it is necessary to advance new tariffs for consumption, agreements with the environmental and productive sectors and do even more to modernize the law.

In Costa Rica, according to data from the Water Directorate of the Ministry of Environment, 22 percent of the water is used for human consumption while 21 percent is for agricultural activities.

The director of the Aqueduct and Sewage Water Laboratory, Darner Mora, said that in order to avoid the gray landscape that the country is facing, a long-term policy must be established not only for water quality but also for water service.

Rainfall will be reduced in Guanacaste by up to 35 percent of the annual average.
The Executive Branch said that more than 392 million colones were invested in management and infrastructure projects by this administration after the drought that affected Guanacaste in 2014-2015.

Water scarcity is an ongoing problem in the northern province of Guanacaste.



Plants and turtle eggs among most stolen species,
authorities say

The latest reports from the environmental ministry said that visitors to conservation areas mostly steal plants like orchids and bromeliads, turtle eggs and parrots.

The national coordinator of wildlife of the ministry, Angie Sanchez, said that the wildlife conservation law stipulates up to a three-year prison sentence if there is theft of an endangered species.

The wildlife conservation law also incorporates penalties that go up to six base salaries, that is, about 2.5 million colones in case any plant or animal removal occurs without authorization from the ministry.

There are inspection controls in place to detect any plant or animal thefts up to and including the right of police and the Ministry of Environment officials to stop and inspect vehicles.

Indoor - Outdoor II

Remember my promise to offer more advice on indoor gardening? Here we go.

Anyone who lives in an apartment with a balcony can grow vegetables in pots, hanging baskets with flowers or herbs in a hanging shoe organizer.

Shoe organizer? You bet! Get yourself a plastic shoe organizer, fill it with soil, and put your herbs in each shoe holder. Be sure to poke some holes in the bottom of each of the holder or, if they are open, use landscaper fabric to hold the soil.

Would you rather have fragrance on the balcony? Great plants are the gardenia and the jasmine. They will thrive in nice big pots with just a little pampering.

Keep them well fertilized and watered with lots of sun for best results. Climbing jasmine will twine around an open railing on the balcony making you the envy of your neighbors (who will wonder where the perfume is coming from).

Don’t neglect the bathroom. No light at all in the bathroom? There is even a plant for that, the Golden Pothos Vine, Epipremnum pinnatum, which will thrive in very low light and even grow in the dark, although, if you will be away for an extended period, it is best to move it from a dark to a low light area. As a bonus, the vine is an air purifier.

Bored with growing green things like philodendron, ferns, ivy, indoor palms, spider plants and lucky bamboo?  Not that they aren’t great plants for the home, but there are any number of vibrantly colored plants you can grow indoors.

Take, for example, the peace lily (Spathiphyllum). My garden has a lot of these lovely plants in white, pinks, reds, and purples. There is even a peace lily so dark it looks black. Great indoor color.

You might also try the Chinese evergreen (Aglaonema commutatum) with its white flowers and bright red berries or any of the flowering bromeliads which adapt very well to indoor situations.


Gloxinia (Sinningia speciosa), are great flowering plants for the house and the new hybrids come in a variety of colors.

But don’t ignore the coleus with its wonderful year-round leaf colors. Just remember to snip off the flowers when they bloom. Coleus are easy to start and easy to care for. The begonia also makes a great addition to the indoor garden and flowers very well.


If you can find one, the Columnea (Columneagloriosa) is a fantastic low light plant with trailing foliage and exotic red and yellow flowers.

So, bring greenery and color into every room of the house with these plants and don’t forget to check the web for others.

Another great plant for the house or the shaded balcony is the caladium (Caladium bicolor) a native of South America and easily available at nurseries (or from your neighbor).

The plant comes in different variegations of red, white, and green, including one that appears to be purely white with red veins – the edge of green is difficult to see. Buy several varieties and mass them together for an amazing display.

 Nine people died during Holy Week

A total of 65 emergencies due to water-related accidents were taken care of by the Red Cross during the Holy Week. As of Saturday nine people had died.

The most recent event was the death of two girls, ages 5 and 7, who drowned while bathing in the San Isidro River, in Yolillal de Upala, according to Jim Batres, spokesperson of the organization.

Batres said they are two cousins, but other sources said they were sisters.

The emergency alert was received at 2:23 p.m. Saturday. When the relatives heard about the disappearance, they began to look for them.

An 11-year-old boy found them and took them out of the water and took them to a house, but they had no vital signs.

"The minors were declared lifeless inside a house where they were kept," said Batres, who called on adults to never neglect the younger children.

Another tragedy occurred at Tronadora de Tilarán of Lake Arenal, when Juan Carlos Lezama, known as "Chas" disappeared Friday.

Marlon Soto, the operations coordinator of the Red Cross in Tilarán, reported that Lezama was last seen on Good Friday at 3 p.m. They received the report of the disappearance and immediately coordinated the search.

"We stayed at Lake Arenal with a search, we had collaboration with divers, private boats and the air watch service," said Lezama.

Five divers of the Costa Rican Institute of Electricity and 22 people took part in the search, all of them worked together with five officers of the Fuerza Pública and private vessels.

Apparently, the victim was in a kayak with a friend when they overturned into the water. The friend was rescued by people who were on a boat, but Lezama disappeared. The survivor was taken to Tilarán's clinic in stable condition, but very scared, officials said.

On that same lake, but in the area of Viejo Arenal, Nelson Alvarado Durán, 52 and a native of Bagaces, Guanacaste, died Friday afternoon.

Alvarado's body was found that same day at 10:30 p.m., after he had being missing for six hours. According to the authorities, a friend of the victim discovered the body.

The authorities indicated that on Friday afternoon, Alvarado was diving and fishing, but at 4 p.m. people saw a diving suit floating.

The victim left behind three children.

The fifth victim was a female foreigner whose identity and nationality are not known. The woman lost her life when she was dragged under the water by the waves in Jacó beach in the central Pacific of the country. Alexánder Porras, from the Central de la Cruz Roja confirmed that the body was found at 9:30 a.m. Saturday.

The woman was in the company of other relatives.

Judicial police also reported the death of an unidentified man at Caldera beach, in Esparza, Puntarenas.

Avy Elizabeth Torrentes Marín, 41, drowned Wednesday night at Puntarenas beach.

Wednesday, Esteban Rivera Pérez, 17, also died when he went to a pool in San Gerardo de Irazú in Cartago.

Finally, Luis Salazar Zamora drowned in Quepos, the Judicial Investigation Organization said.

Emergency services restored
after hospital fire in Ciudad Cortés

Emergency care has been reestablished at the Tomás Casajús Hospital in Ciudad Cortés, after the fire that affected the general services, laundry and maintenance departments March 28 at that health facility, located in the south of the country.

Maria Eugenia Villalta Bonilla, medical manager of the Costa Rican Social Security Fund, said that although all patients who arrive at the emergency department are being treated, hospitalizations are being made in other hospitals in the Brunca region.

The health area of Osa will work until Saturday and the Manuel Mora Valverde hospital will be the reference hospital. In more complex cases, the Escalante Pradilla Hospital in Pérez Zeledón and San Juan de Dios Hospital in San Jose will be used.

Such provisions, according to Villalta, were adopted because they are still working on the normalization of the electricity and water network that is required for the hospital to work normally. The goal of local and regional technical teams is to restore all services starting on Sunday.

As part of the measures taken to avoid saturating the Escalante Pradilla Hospital, other health facilities located in the area, such as Manuel Mora Valverde Hospital in Golfito and Ciudad Neily will take cases normally seen at Tomás Casajús Hospital.

ICE revamps the electricity and
telecommunications agency in Monteverde

The electricity and telecommunications clients of the Costa Rican Electricity Institute have a revamped agency in Monteverde in the canton of Puntarenas.

The facilities, 50 meters north of the Santa Elena Monteverde Professional Technical College, serve an average of 90 clients per day. Nearly 15,000 people live in the area.

The agency was practically rebuilt. Today, it offers an area for customer service that is 60 percent larger than the previous one. The furniture was replaced by new equipment and parking is available.

At the same time, facilities for people with disabilities and an electronic security system were installed, the state telecom agency said.

"The previous building did not have the necessary conditions as it was a house that had been adapted. Now the staff feels satisfied because they have comfortable facilities, and customers congratulate us and tell us that the space is in line with the quality of the service," said César Cabezas, manager of the Monteverde agency.

15,000 people will benefit from the new facilities.


This remodeling is part of the efforts to optimize resources and improve work spaces and customer care executed by the electrical utility.

At the end of 2017, the Institute opened a new integrated electricity and telecommunications agency built by its own staff in San Vito de Coto Brus, and is currently building two more, one in Golfito and another in Aguas Zarcas de San Carlos.

Cooperation project trades trash for computers

Basureconómica is a project created by Daiki Nagao, a volunteer of the Japan International Cooperation Agency. The project has supported the municipality of San José, specifically the Department of the Environment, since January 2017.

This project promotes the exchange of recyclable waste for products or services in order to help motivate, promote and encourage the culture of waste separation and recycling.

This is the first year in which the project has been carried out jointly with the municipality of San José, the Juan Rafael Mora Porras School and the GBM Co. Students, parents, teachers and administrative staff of the school have collected recyclable materials which the municipality transfers it to its collection center for processing.

Ryozo Hanya, resident representative of Japan International Cooperation Agency in Costa Rica said "it is vital for us that the work of our volunteers leaves a mark. It is gratifying to see the commitment and support of the Municipality of San José, as well as of GBM with this project, and we thank our volunteers, since thanks to his initiative today more than 900 children of the Juan Rafael Mora Porras school benefit."

This project also seeks to train more than 1,000 people with children and young people from educational centers in the province of San José being the priority. In this first stage more than 90 kilos of recyclable material has been collected. The the project hopes to continue with the process and include more schools.

Johnny Araya Monge, mayor of San José, said the delivery of computers to schools contributes to improving the options of social mobility and economic progress of the San José population.

The fruit of what the Basureconómica project seeks and encourages today is a reality at the Juan Rafael Mora Porras School as it receives 20 computers from GBM for the computer lab.

"In GBM we seek to generate integral and sustainable actions in favor of different social groups, through technology. With this donation of equipment and technical support, whose investment is close to $ 8,000, we hope to benefit 900 children in the first and second grades of this school," said Rubén Rivera, general manager of GBM Costa Rica.

The project was jointly developed between the Municipality of San José and the Japanese government.


Prior to this donation the school received training in the separation of waste and waste management by the Japan International Cooperation Agency volunteer. The municipality, for its part, has been responsible for collecting the waste, and GBM donates the equipment. In addition to equipment, the program provides training to students in cyber - bullying and the correct use of applications and information security on the internet.

"For JICA it is vital to continue contributing through its volunteers. That is why every year we provide volunteers in different areas, so far JICA has provided to the Municipality of San Jose four cooperators who have worked specifically in the area of environment since 2009, "added Hanya, using the acronym of the Japanese agency.
