American health organization seeks
240 Ticos to test their zika vaccine

The U.S. National Institute of Allergy and Infectious Diseases, the agency responsible for the development of a vaccine to fight the zika virus, is looking for Costa Rican residents from the metropolitan area and Santa Cruz de Guanacaste, who have not been affected by the disease.

The search for volunteers to test the vaccine will start in April. As of now, more than 50 countries are affected by the virus.

The recruitment would begin in San José, according to Gisella Herrera, director of the Costa Rican Center for Medical Research, which will conduct the study for this area.

According to the specialist, the recruitment of volunteers will be done through media publications and announcements in the surroundings of the CIMA Hospital in Escazú, where the medical research center is also located.

In the case of Guanacaste, the investigation is headed by the Costa Rican Agency for Biomedical Research.

Carolina Porras, who will lead the trial in that province, said that her organization estimates starting the recruitment in May. There, the recruitment will be done house by house in the entire canton of Santa Cruz.

"We choose blocks, and we go house by house, seeing if there are people in the age range, and we give them an explanation of the study, and if they are interested we give them an appointment and for a more detailed talk," said Porras.

In both cases, participants must be healthy people between 18 and 35 years old, who have not had zika, and who commit to stay in the study for two years.

Both specialists said that, at this moment, they are fine tuning the last details in the laboratory to comply with all the requirements established by the National Institute of Allergy and Infectious Diseases.

Volunteers will receive three shots of the vaccine during the first three months of the study.

Half of the participants will receive the vaccine and the other half will receive a placebo since the study is meant to check both safety and effectiveness.

Since this is a double-blind study, neither the participant nor the staff will know who will receive the placebo and who will receive the vaccine.

After each injection, the participant must keep a diary recording their temperature and any discomfort they feel. They also have to report any change in health at all times.

During the 96 weeks of the study, urine tests will be done every 15 days.

Women in the study should avoid becoming pregnant for at least 12 weeks after the last injection, the researchers said.

For the director of health surveillance of the Ministry of Health, Daniel Salas, the study is safe since it complies with all protocols and because it is also carried out simultaneously in other countries.

The study will run for 96 weeks.

Volunteers will not receive any payment for participating, but will be reimbursed for their expenses for attending meetings, and expedited medical attention will be provided in case they become ill during the period of the investigation, said Herrera.

"People are… naturally exposed to zika, and we are going to see those people in the measurements we do every 15 days in which zika tests are done," said Herrera.

For the specialist, the fact that Costa Rica was included in the list means that the National Institute of Allergy and Infectious Diseases believes in the capacity of the country to carry out a research.

In addition to seeing the immune response of people, the U.S. institute seeks to delve into the history of the disease, analyzing its behavior.

Initially the study was going to carried out in the canton of Puntarenas. However, since it is one of the places where a large part of the population had the virus, it was more difficult to find a population that could be studied since zika affects only once in a lifetime, and there is no way to know who had it previously.

The vaccine will also be tested in the United States, specifically in Houston and Miami, as well as in Guadalajara, Mexico, San Juan in Puerto Rico, Iquitos in Peru, and in the Panamanian capital.

A total of 2,490 people will participate, distributed proportionally to the population of each city, the researchers said.

The research that began in 2016 is in phase II and has a cost of $100 million.

The vaccine must be ready in about three years, according to Herrera.


The government will buy 10 new trains
to improve the transportation network

The Costa Rican Railway Institute announced Monday that it is in the process of purchasing 10 units of diesel trains that will be used to transport passengers.

The process for the acquisition of the units is done through the special contracting scheme, explained a representative in a statement.

The scheme allows the rail institute the authority to carry out more expedited hirings for reasons of complexity or high specialization, such as rolling equipment, the agency said.

The trains will have an approximate capacity of up to 400 people, and the investment is $52 million.

The institute already has 40 percent of that money in its 2018 budget, and 20 percent more will be included in 2019, and the remainder will be paid from the 2020 budget, says the institute in a press release.

The contract for the purchases of the trains will also include the maintenance of the units, training of transport and garage staff, tools and spare parts to optimize the useful life of the railway equipment.

"It includes the acquisition of a modern train control center to improve safety in the service," added the institute.

Once this process is completed, the units are expected to be delivered to the country within a two years, said Elizabeth Briceño, president of the rail institute.

As of now, the Institute has 11 Apollo trains and four additional locomotives with a total of 24 wagons that offer services to Pavas, Cartago, Heredia and Alajuela.

Left-wing legislators file an electoral appeal
against the evangelical party

The Frente Amplio legislator Patricia Mora and the legislator-elect of that party, José María Villalta, filed an appeal for electoral protection against the National Restoration Party before the Supreme Electoral Tribunal.

The possibility of filing the complaint had been analyzed for several days, according to Mora. The decision to file was made Tuesday when it became public that evangelical pastors were requested to ask the parishioners to vote for Fabricio Alvarado and asked for their financial help.

"We consider that our political Constitution and our electoral code have been violated. Maybe that was the trigger because there has been a repeated violation of our political Constitution that establishes that necessary separation of religion and politics," said the legislator Mora.

Mora added that, "I think it is a terrible thing to break that healthy tradition that our country has."

The complaint also includes Fabricio Alvarado personally and his candidates for vice-presidents, Ivonne Acuña and Francisco Prendas, the 14 elected legislators as well as lawmakers Mario Redondo and the president of the congress, Gonzalo Ramírez, because they were reported also to be present at the meeting of the pastors.

The initiative seeks to connect students

The Promotora del Comercio Exterior de Costa Rica launched the Conecta Academia - Industria program in order to strengthen the links between universities and Costa Rican companies.

Costa Rican exports increased by 7 percent

Costa Rican exported products worth $1.7 billion during the first two months of the year, according to the Foreign Trade Promoter.

This figure represents a growth of 7 percent when compared with the same period of 2017, driven mainly by an increase of 11 percent in sales of the food industry, 9 percent in manufacturing and 3 percent in the agricultural sector.

Regarding the share of total sales, agricultural products add up to 27 percent, followed by precision and medical equipment with 26 percent, while the food industry added 15 percent.

In the case of the fastest growing food industry, sales of syrups for beverages (41 percent), palm oil (108 percent) and sugar (135 percent) rose up for this two-month period. China was the country that increased its purchases from Costa Rica the most, totaling $16 million when compared to 2017.

Among the destination for Costa Rican products, Asia was the fastest growing, with an increase of 65 percent, followed by Central America with an increase of 13 percent and South America that increased 6 percent.

Association of Psychologists demands an
emergency decree due to hike in femicide rates

The Professional Association of Psychologists of Costa Rica is demanding that the government issue a national emergency decree due to the wave of femicides that have occurred in 2018. In addition, the professional organization requested that all possible measures be taken so that no more cases happen this week, which is Holy Week for Christians.

"The institution is committed to the development and integral well-being of all people, as well as to the construction of a more solidarity, egalitarian, and safe society that respects human rights. We wish to publicly express our repudiation of femicide as the ultimate and lethal expression of violence directed against women," said Waynner Guillén Jiménez, president of the association.

The commitment to society and the Costa Rican institutions, from the perspective of psychological science, is to support any effort seeking to prevent violence against women and to promote their right to live free of all forms of violence, the statement adds.

In the last 10 years, there have been 292 femicides in Costa Rica, with 2011 being the most violent with 42 deaths.

"Since June 22, 1995, the Inter-American Convention on the Prevention, Punishment and Eradication of Violence against Women, Convention of Belem do Pará, has been ratified by Law No. 7499," said Guillèn. "The convention is an international legal instrument that responds to the specific need to protect women from violence and obliges the state to act with diligence to prevent, investigate and punish violence against women. Today we demand its enforcement,” said Guillén.

Violence against women is a violation of human rights and fundamental freedoms and an offense against human dignity, the association says.

Femicide is a special kind of murder in which the victim die because they are women and the killers usually are relatives, spouses or former partners.

Neo-Pentecostal party delivers its first donations
report but fails to include complete financial statements

The Supreme Elections Tribunal confirmed Tuesday that the National Restoration Party presented a report of donations and some accounting data but did not provide the financial statements that the electoral code required be submitted by March 15.

Representatives of the party backing Fabricio Alvarado for president went to the election tribunal to deliver the documents. However, once reviewed, the Tribunal staffers said they found the paperwork did not include the financial statements for February.

This was confirmed by Rónald Chacón, head of the Department of Political Parties Financing of the tribunal.

At 5:30 p.m. Tuesday, the party informed the press that it had delivered the financial statements.

What they delivered, however, did not allow tribunal to see a complete income report and did not include how the money was spent which should be broken down into items like advertising, professional fees, salaries, rents, special services, fuels, external signs, organizational expenses, and other services, such as Internet marketing strategies, Chacón said.

What they delivered, said Chacón, was information on donations and some information related to fixed assets and accounting assistants.

"The respective financial statement of February 2018 was not presented," said the election official.

The financial statement is a general balance that allows you to see the result between liabilities, assets and net worth of the party, which also shows all the income and expenses, exposing the flow of money.

"In short, it should reveal the origin and spending of funds of a political group," explained Chacón.

The Supreme Electoral Tribunal granted 10 business days to the party to deliver the complete financial information.


Regarding the origin of the money, the report must include, in addition to the donations, how much money has entered through other means such as the sale of bonds, credits and trusts, he said.

"There is some accounting information, but the regulatory requirement was not complied with," he added.

The obligation to provide this data is established in Articles 132, 133 and 134 of the electoral code.

As Restoration did not fully comply with the requirement, the tribunal sent a warning to the party and allowed it to deliver the missing information in 10 working days, in other words three days after the elections that take place this coming Sunday.

Police deploying officers in Santa Cruz
to avoid traditional crocodile hunt

Police and authorities of the National System of Conservation Areas will join forces to prevent the illegal practice of catching crocodiles, a tradition locally known as lagarteada.

The activity, which was traditionally carried out in the community of Ortega de Santa Cruz, Guanacaste, cannot be carried out this year according to the most recent amendments to the wildlife law, where the activity is considered as animal abuse.

According to the information provided by Milton Alvarado, operations director of the Public Force, officers have been working with the Ortega Community Development Association to raise awareness among the locals about the prohibition of this practice.

However, in case some people try to revive the lagarteada, the police staff will be alert to avert it. The tradition includes a hunt for a croc, which is then bound and displayed in the community before being set free. Sometimes the croc dies.

Quick pass service will be unavailable as of Thursday

The Quick Pass payment system will stop working Thursday at the toll booths on Route 32, which connects San José and Limón, and on the Cartago highway known as Florencio del Castillo. The stoppage will last for three months.

According to information released by the company in charge, ETC, the suspension is due to the termination of the current contract signed by the National Road Council with the service provider.

The measure applies to the devices issued by all banks that pays the toll automatically as a vehicle passes by the collection points.

It is estimated that the service will be re-enabled again within 90 days when a new company starts its operations, and new equipment and systems are installed.

The suspension does not affect the tolls on Route 27, which is managed by Globalvía Ruta 27.
