Pro footballer expelled after marijuana found at airport

National Football League player  was arrested in Costa Rica Friday and then expelled from the country after being accused of attempting to enter the country while in possession of marijuana, the Ministry of Security reported.

A statement from the ministry said that 58 grams of marijuana, three pipes with marijuana oil, and four glass containers with compressed marijuana were taken from the U.S. citizen.

The agency said that the drug was seized and the athlete was returned to the United States. The football player arrived in Costa Rica from Fort Lauderdale, Florida.

The temporary detention occurred in the afternoon hours after a routine check of suitcases for flights from the United States. During the check, fiscal control agents reported they found the drug hidden in a soda can.

"This involved a professional NFL player who tried to come into the country carrying marijuana," said Irving Malespín, director of the Fiscal Control Police. "We have sent him back to U.S. territory.  We want to prevent undesirable people from entering the country."

"We are aware of the situation involving Duron Harmon Friday night in Costa Rica," the Patriots said in a statement. "He has since returned to the U.S., and we are seeking to gain more information. At this time, we have no further updates."

The athlete posted an apology to the Patriots and his family on social media, saying "I apologize with all my heart."

The Ministry of Public Security released this photo of the contents it said the player tried to smuggle.

"What happened on Friday does not represent who I am or the person I strive to be," he said,  "I am committed in doing everything within my power to regain the trust and respect of everyone who believes in me as an athlete, role model, person and friend."

The 27-year-old football player had four interceptions and 23 tackles last season.

He has been with the Patriots for his entire five-year NFL career.


Supreme Electoral Tribunal orders evangelical candidate
to stop using religion to attract voters

The Supreme Electoral Tribunal issued an injunction against the National Restoration Party and its presidential candidate Fabricio Alvarado Monday for invoking religion to gain the support of voters.

The order was sent to Alvarado, Carlos Avendaño and the Superior Executive Committee of that party.

The measure was presented after the tribunal received at least 86 complaints related to an event that  took place March 16 at the Tibás International Biblical Temple.

Apparently evangelical pastors were asked to have parishioners vote for Alvarado and provide financial aid for the party’s expenses, according to the complaints.

The order issued by the tribunal demands that the parties, "refrain from taking any action seeking to influence the free will of the electors based on their religious beliefs or invoking reasons of religion, in accordance with Article 28 of the Political Constitution and Article 136 of the Electoral Code."

In addition, the tribunal asked party authorities, "to refrain from executing actions contrary to the general principles of publicity and transparency and to the specific regulations of the financing of political parties."

"The Electoral Administration body warned that failure to comply with the order in this precautionary measure could constitute the crime of disobedience detailed in the Criminal Code which might imply imprisonment from six months to three years," says the resolution.

Tourism sector shows public support for Carlos Alvarado

Chambers and entrepreneurs from the tourism sector publicly announced their support for the presidential candidate of the Citizen Action Party, Carlos Alvarado.

So far, there are 27 businesswomen and tourism entrepreneurs who have decided to support the candidate in the second round of elections to be held Sunday.

Among them are: Daniel Chavarría, president of Pro Imagen and a member of the Board of Directors of the National Chamber of Tourism, Marieloz Bonilla, tutor in sustainability and evaluator in Marca País, as well as Fressia Mesén, entrepreneur, tourist promoter and general manager at Discovery Travel Costa Rica.

Pablo Chacón, tourist entrepreneur from Dota said in his town 90 percent of the population lives on tourism, which is their engine of wealth distribution.

"We support Carlos Alvarado because we believe that tourism is fundamental for women, social development and diversity. We want a country that respects human rights and is attractive to tourists while it continues to be a leader in sustainability and responsibility," said Raquel Castro, Pedro Belmar and Rafael Arguedas, Monteverde tourism entrepreneurs.

Alejandro Madrigal, co-founder of the Costa Rican Gastronomy Foundation said that Carlos Alvarado's government plan guarantees him support.

"I see hope to continue improving and keep growing," added Mauricio Aymerich, tourism consultant and owner of a tourism training company.

So far, Carlos Alvarado has gained the public support of 27 tourism figures, including: María Amalia Revelo, secretary of the Board of Directors of the tourism chamber, Jackeline López, president of the National Chamber of Ecotourism and Sustainable Tourism, and Sylvia Sáurez, vice president of the Costa Rican Association of Tourism Professionals, among others.

The candidate of the Citizen Action Party asked all his supporters not to stop working for a government of national unity, although at the same time he asked his party to respect the electoral ban.



Amon Solar building owner calls graffiti artists
to express contempt for violence

Dozens of graffiti messages expressing disapproval of sexist violence decorate the Amón Solar cultural building in Barrio Amón, San José.

Individually or in groups, people came to the building where concerts, cultural exhibitions and parties take place to post the graffiti which is a protest against machismo and in defense of freedom of expression.

The gates for visual artists have been open 24 hours a day since March 22, and its sole purpose is to give voice to women, encouraging them to report abuse and demand the respect they crave, according to the owner of the place, José Mario Alfaro.


The response of the people has been positive. Alfaro says people show up at any time to leave their messages both on the main facade and on the walls of the gates.

This kind of performance occurs in the midst of a wave of deaths of women shaking the country.

The doors of Amon Solar will be open all day until Sunday

Anyone can approach and post their message.

Machismo is defined as exaggerated masculinity.

Fungus outbreak is affecting coffee
production at a national scale

Monday authorities reported an new outbreak of the coffee fungus, locally known as Roya, which is affecting 40 percent of plantations in the south of the country. Experts seek to prevent it from spreading to other places.

The Ministry of Agriculture and Livestock, the Costa Rican Coffee Institute and the Inter-American Institute for Cooperation on Agriculture warned of the situation and issued recommendations to producers.

The affected areas at the moment are Pérez Zeledón and Coto Brus in the south of the country, as well as Turrialba in the east, where there are 29,000 hectares planted with coffee. About 40 percent have the presence of rust, a fungus that weakens the plant and causes the fall of the leaves and the fruit.

The authorities recommend that producers protect the healthy leaves and leaf buds by the use of specific fungicides for the control of the outbreak, approach the Phytosanitary Service and the coffee institute for assistance, and maintain a strict surveillance in their plantations.

The director of  the coffee institute, Ronald Peters, said in a press conference that the atypical rains of the last months have favored the development of the fungus in these regions and that those conditions still remain.

"The humid climate, warm temperatures and the permanence of spores of the disease in the coffee plantations at the end of the year 2017 increased the possibility that the new leaves that are being formed today have a high risk of getting sick," Peters said.

The minister of Agriculture and Livestock, Luis Felipe Arauz, said that technical support will be provided as a priority to all producers in the areas involved, in order to control the levels of the fungus, stop the fall of the grain, decrease the rates of affectation and to motivate the producers to  provide integral management.

The last great outbreak of this fungus in Costa Rica occurred between 2012 and 2013 when it affected 60 percent of the 93,000 hectares of coffee that the country had planted by that date.


The specialist in agricultural health of  Inter-American Institute for Cooperation on Agriculture in Costa Rica, Sacha Trelles, also offered the help of the institute to control the outbreak and avoid major damage to agriculture.

"IICA makes all its technical resources available to promote this prevention campaign against a disease that generates high impact in the social and economic sector of family farming," said Trelles.

University studies how foreign cultures
are modifying the Costa Rican identity

The University of Costa Rica created a new international forum whose main theme will address what is being called information literacy and inter-culturality.

Its objective will be to identify and study in depth the intercultural dynamics that arise from the interaction among people from different cultures from a current, technological and global perspective, an announcement said.

This new area responds to the need to improve information education in order to approach this topic from a multicultural perspective, as well as the way in which the vision of an individual in Costa Rica can be modified by consuming materials from other cultures, the announcement added.

The forum will seek to understand how that interaction changes the individual identity when it connects to other cultures.

The project is coordinated by Kattia Pierre Murray, professor at the School of Communication.

"There is a need to be aware of this change in our culture, that is, to identify how language characteristics, artistic visions, precepts and ideologies foreign to the Costa Rican are assumed.” the professor said. “The ethical identity is being transformed, and if the Costa Rican people are aware of this change, a bridge is created towards the empowerment of new tools and information."

Another goal pursued by the new forum will be to investigate the dynamics of interaction of certain individuals with what is called otherness and the way in which knowledge and communication technologies are used in a globalized context.

Among the objectives of the new program is to determine if Costa Rican citizens are aware of the cultural shift that may be taking place.


During 2018 the forum will be developing two general projects on communications and inter-culturalism: Information literacy with teachers of the university and internationalization in higher education, the announcement said.

Almost 1,000 women filed judicial complaints
about sexual abuse in the last two years


By A.M. Costa Rica staff

Some 975 women reported being victims of sexual abuse in the last two years.

The information was provided by the Judicial Investigation Organization, which counted 1,017 reported sexual abuses, of which 96 percent occur against women.

Natalia Vargas, agent at the sexual crimes department of the judicial agency, said that the majority of victims are minors.

She also said that in almost half of the cases, the abuse is committed by people known to the victim or relatives left in charge of the minors.

The official explained that abusers take advantage of closeness and victim vulnerability. In most cases they threaten the victims or convince them that nothing unusual has happened, she said.

So far in 2018, only 68 abuse complaints have been reported in San José of which 53 cases involve victims under age 17.

The official said that many cases of abuse in the country go unreported and the only way to stop these crimes is by filing the required police reports.

Coast guard rescues Brazilian citizen in Flamingo, Guanacaste

Officers of the National Coast Guard Service saved the life of a tourist in danger, a Brazilian whose life was at risk when the strong winds pushed him out to open sea.

The case occurred Friday when personnel from the coast guard Station of Flamingo, canton of Santa Cruz, Guanacaste, assisted a Brazilian tourist identified as Andre Delgou, 38.

The tourist was on a paddleboard when he was caught by a strong wind current and dragged about three miles off the Flamingo beach, the agency said.

As is usual in many cases where coastguard intervention is necessary, the Brazilian did not carry any means of communication or a life jacket. His ultimate rescue was due to the vigilance and constant preventive patrols carried out by the officers of the coast guard station, the agency added.

Last week, a Canadian and a Costa Rican tourist were rescued by crew members from the coast guard station at Caldera after a current dragged them into Doña Ana Beach at Esparza, Puntarenas.

Unfortunately in the same time period, coast guard staffers had to recover two bodies of people who were victims of water accidents.

To prevent cases like these, the coast guard has prepared for an effort for Holy Week with the help of 232 officers belonging to the nine stations placed in the Pacific and Caribbean coasts. The operation is designed to care for tourists by land and sea.

The staff has 35 boats, 14 patrols, three quads and six jet skis.

Authorities recommend surfers not to surf alone but at least with another person.

Some tips delivered to tourists include:

- Do not surf alone.
- Do not approach reefs.
- Wait about two hours after eating to enter the sea.
- Do not enter the sea after consuming alcohol or other drugs.
- If you do not know the beach, ask the locals about the existence of risks.
- When hiring the services of a boatman, make sure that he has up to date documentation and that he carries communication instruments and lifejackets.

ExpoPYME, the small and medium entrepreneurship fair,
starts April 6

The Ministry of Economy, Industry and Commerce organized ExpoPYME this year under the motto: Businesses that Transform. About 260 entrepreneurs will exhibit their products and services April 6 through 8 at the National Stadium.

In this sixth edition, the National Learning Institute, becomes a key ally to promote this process through the resources of the system of banking for development, the ministry said. The Ministry of Culture and Youth assumes a relevant role, since in conjunction with the economics ministry, it will be developing the second Regional Forum on Creative Industries with the collaboration of the Inter-American Development Bank, the ministry added.

The activities will include talks and workshops delivered by international experts.

A cultural pavilion, with a broad participation of small and medium enterprises from the creative and cultural economy sector, will be included. Some of them are initiatives in the audiovisual, publishing, artisanal and design sectors.

"In this new edition there is a significant commitment from the government to incorporate more innovation in SMEs and achieve more access to markets," said Geannina Dinarte, minister of Economy, Industry and Commerce, referring to small and medium enterprises.

"We thank all the allied partners and sponsors who have believed in this project and who provide their input year after year, to generate business opportunities for this important engine of the economy," the minister added.

ExpoPYME 2018 has the support of the the state university for distance education as co-organizer of the activity, in addition to the following sponsoring institutions: Costa Rican Radio Network, National Bank of Costa Rica, Bank of Costa Rica, INS Group, BAC Credomatic, Kolbi, La República, Banco Popular and Community Development, the educational loan agency, Tigo, Millenium SME magazine, CONICIT, SBD, Banco BCT, Cooperservidores, Correos de Costa Rica, Central American Bank for Economic Integration and Fundecooperation.

During the three days of the fair, visitors can enjoy the following free activities:

* SME market: In the northeast park of the National Stadium, there will be 300 stands of small and medium enterprises and entrepreneurs who will show their goods and services.
