U.S. report points out the 'Cementazo corruption'
case in Costa Rica

"A scandal of corruption and influence peddling that reached the three powers of Costa Rica." That's how the International Drug Control Strategy 2018 described the case of illegal loans for the importation of Chinese cement, locally known as El Cementazo.
 
The report also pointed out the good work on the part of the Costa Rican authorities in the fight against drug trafficking during 2017 due to the large amounts of confiscated drugs and even the conviction of a member of the Sinaloa cartel. However, in the section about corruption, the report says that in Costa Rica there are cases at a low and high level.

"A corruption scandal and influence peddling that erupted in July 2017 triggered investigations and suspensions of officials in all three branches of the state and a state bank, which may have helped a cement importer obtain large. unsecured loans and receive import permits. among other benefits," the report says.

In November the case of the Chinese cement caused the arrest of importer Juan Carlos Bolaños, as well as that of six managers of the Bank of Costa Rica, who are being investigated for crimes going from influence peddling to embezzlement in the granting of a line of credit for $30 million.

Investigations related to the case also included the legislators Victor Morales Zapata and Otto Guevara, as well as the magistrate Celso Gamboa, whom the Supreme Court requested be dismissed from his post after concluding that he committed serious offenses due to his relationship with  Bolaños.

According to the report, there is a growing presence of transnational criminal organizations in Costa Rica, and the damage they cause to society, including corruption, worries the U.S. authorities.

"The government generally implements a 2006 law that criminalizes corruption. However, there are frequent reports of low- and medium-level corruption cases,  less often high profile cases," the study adds. “The Costa Rican government estimates that about 7 percent of the Gross Domestic Product  of the country is lost in corruption,"

The State Department concluded in the report that Costa Rica made an important step forward in 2017 in its efforts to strengthen its capacity to fight drugs.

The creation of a section against organized crime in the Judicial Investigation Organization, the increase in the budget for the Ministry of Public Security, the hiring of 1,500 officers of the state police and the acquisition of boats and technological equipment has made the United States consider that there is progress in security matters.

However, the report also mentions the record number of homicides that occurred in 2017, when, for the first time in history, 600 murders were recorded, a rate of 12 homicides per 100,000 inhabitants.

"Costa Rica must continue to strengthen its cooperation with regional partners. The agreements with Panama and Colombia, for example, have already yielded results," the report adds.


CRUSA Foundation and government will provide solar energy in Guanacaste and Chira Island

A total of 124 solar panels have been installed in eight rural communities in Guanacaste and Chira Island.  The panels will reduce the electric bill for pumping water, which is one of the biggest expenses incurred by the communal water systems during water distribution.

The project is said to benefit more than 4,000 people thanks to the support of the Center for Environmental Law and of Natural Resources and the Costa Rica-United States Foundation for Cooperation, known as CRUSA.

The communities benefiting from the program are: La Montañita, Las Pozas, Dulce Nombre, Cuajiniquil, Corral de Piedra, Los Hondores, La Flor, El Piave and Isla de Chira.

Sunday the inauguration of the photovoltaic systems was held in the community of La Flor.  The event was attended by representatives of the communities, the environmental law center, CRUSA  and the Costa Rican Institute of Aqueducts and Sewers.

"The reduction in expenses is equal to or greater than 50 percent, so these economic resources may be reinvested by the community aqueducts in maintenance, such as a new pipe, a supply tank, among other options for the benefit of the community," said Virginia Reyes, coordinator of the project in the environmental law center.

Michelle Coffey, executive delegate of the CRUSA Foundation added that, "with this project we seek to improve the management of water resources. Drinking water is a determining factor in the development of communities. At CRUSA we have supported rural aqueducts on their way to be more environmentally and economically sustainable in order to be more efficient and provide a better service to their subscribers."

The 124 solar panels will power the water pumps required to distribute the water.

Olga Zárate, president of the aqueduct Gigante said that before the installation of the solar panels she paid almost 100,000 colones a month for electricity, but nowadays that amount has decreased, and this month, the electric bill paid by the aqueduct is just 13,500 colones.

United Arab Emirates waves visa requirements for Costa Rica

Any Costa Rican planning to travel to the United Arab Emirates as of May 16 will not require an entry visa, according to information provided by the Foreign Ministry Monday.

The agreement was effective on March 15 via a diplomatic note sent by the Ministry of Foreign Affairs and International Cooperation of the United Arab Emirates to the Costa Rican diplomatic authorities.

The exemption was made after diplomatic efforts were made by the Ministry of Foreign Affairs and Worship and the Embassy of Costa Rica in the United Arab Emirates.

The Ministry of Foreign Affairs issued a reminder that the migratory income requirements can be expanded in accordance with the regulations of each country and urged travelers to contact the respective consulate accredited in the country before organizing a trip.

Former symphony director, Irvin Hoffman, dies at 93

The director emeritus of the National Symphony Orchestra, Irwin Hoffman, 93, died Monday.

The musician, who directed between 1987 and 2001, died as a result of health problems, the National Music Center reported in a press release.

Hoffman was considered one of the most important directors of the orchestra in its 77-year history. According to the musicians, it was under the leadership of the American that the orchestra gained international recognition.

The musician was preparing to lead the IX Official Season Concert along with his son Gary Hoffman as a guest soloist. In addition, there were plans for the scheduling of a special concert for string instruments at the end of September.

Hoffman was born in New York and began his musical studies of violin and piano when he was only 6 years old. He later studied as a violinist and director at the prestigious Juilliard School of Music.

While he was at the head of the Costa Rican Symphony Orchestra, he toured Florida, Hungary, Germany, Czechoslovakia and Spain.

His extensive career includes over three seasons as the director of the Colombian Symphony Orchestra and the directorship of the Santiago de Chile Symphony Orchestra. He also conducted the Flagstaff Festival in Arizona in his home country.

He founded the Florida Orchestra in 1968 and was its principal conductor until 1987 when he was named music director laureate.

Hoffman was invited to conduct by the BBC symphonies of England, Wales and Scotland, the New Philharmonic of London, the National Orchestra of the ORTF in France, the French Symphony Orchestra of Paris and Radio of Strasbourg.

In Costa Rica, Hoffman directed the National Symphony Orchestra from 1987 to 2001.

He also conducted in Canada for the CBC orchestras of Toronto, Winnipeg and Kitchener, in Israel for the Philharmonic and the Israelite Chamber Orchestra, in Hungary for the MAV Symphony Orchestra and for the Belgrade Orchestra in Serbia.

In his native country he led orchestras in St. Louis, Pittsburgh, Dallas, Denver, New Jersey, Honolulu, Phoenix, Buffalo, New Orleans, Grant Park and at the Ravinia Festival.

The music took him to the East where he worked with the Symphony Orchestras of Beijing, Taipei and Taichung.

In Central and South America he led orchestras in Brazil, Uruguay, Peru, El Salvador, Mexico, Venezuela and Colombia.

San José inaugurates its new crafts market

Monday the Municipality of San José made the official presentation of the Municipal Craftsmanship Market which houses about 80 artisans.

The market is now, in front of the Garantias Sociales park at 6th Avenue & 5th street , San Jose downtown.

The authorities of the municipality and the Catholic Church participated in the activity.

Johnny Araya, mayor of San Jose, said that, "It is no exaggeration to say that today we are writing a new page in the history of the capital city. This act marks the end of a conflict and the beginning of a dream. It is the beginning of a project that we have been working together to achieve for a long time in the midst of a difficult environment."

A few weeks ago, Juan Rodríguez, who, in addition to working in crafts, is one of the organizers and coordinators of the project, said that there were 60 artisans in the program and that 28 more were still thinking about moving. The total now has been brought to 80 participants.

"We could build a great dialogue that we see reflected in these facilities so that San José can have a real crafts market," said Rodríguez.

The municipality invested ¢2.4 billion in this new space that has 88 sales locations of which 80 are already occupied.

The new market allows more space and safer conditions for both visitors and salesmen.

The market project was carried out in two stages. In the second phase remodels and extensions were carried out because of some observations of the vendors.

A room for the internet was built as well as space where a restaurant of typical foods will soon be operating.

$100 minimum monthly fine set
for foreigners overstaying their visas

Monday immigration authorities announced that as of April 20, the office will charge fines to foreigners who exceed the length of stay they were granted upon entering the country.

The authorities plan to establish a fine of $100 for each month that the foreigner remains in the country after a visa expires. If the person does not want or cannot pay, immigration will prohibit entry for a period equivalent to triple the time of the irregular stay.

The director of immigration, Gisela Yockchen, announced the measure at a press conference in which she called on people to legalize their situations in the country and to respect Costa Rican legislation.

"The institution calls for people with an expired migrant status to try to renew as soon as possible, not only so that they are not subject to fines in case they have to leave the country, but so that they can have access to health, educational services, financial and others," said the official.

The fines apply both to non-residents and to resident aliens who have overstayed their visas in Costa Rica and not renewed them.

Daughters of a woman killed Sunday
are relocated to a family member in Siquirres

The two daughters of Kimberly Barrantes Pérez, the woman murdered Sunday are in the care of a relative in Siquirres de Limón.

The spokesperson of the National Children's Trust. Fanny Cordero, said that in the face of what happened, the tots, both 2 ½ years, were welcomed by someone close to them.

The children are receiving support from specialists of the Children's Trust because it is not known if there was an episode of aggression that they witnessed before their mother’s death. Judicial agents have detained the woman’s partner.

In cases where parents die, children are placed with a relative or, if that is not possible, an adoption process is initiated.

The femicide occurred early this Sunday when a man forced his way into the house and killed the 20-year-old woman. He also shot her mother in the mouth.

The older woman was in critical condition at the Guápiles hospital and later went the Hospital Calderón Guardia.

The suspect was arrested Sunday afternoon at the home of a relative in Indiana de Siquirres, where he was hiding.

The woman joins the list of 12 femicides that occurred in the first quarter of this year.


He is now being investigated by the Public Prosecutor's Office, which is expected to request preventive detention.

Presidential candidate Carlos Alvarado
signs agreement with grassroots movement

The Costa Rica Coalition movement was created to support Carlos Alvarado for the second electoral round. As of now, there are around 270,000 people that make up the group, which asks citizens to exercise a responsible vote.

Monday in the presence of about 50 people in the Moravia Park, the Citizen Action Party candidate signed an agreement with this association which includes programmatic proposals and gives an official voice to this movement.

"We have been characterized as recruiting support based on documentation and shared agreements, as well as generating a communication channel to have a constant dialogue," said the presidential candidate.

With the agreement, Alvarado is committed, if he is elected president, to recognizing the legitimacy of the Costa Rica Coalition as an organized movement.

Among the main projects the coalition has asked the candidate to endorse is the fight against gender violence.

In the first three months of this year, the country has seen 12 femicides.

Environmental sustainability is another issue on the coalition’s agenda along with an opposition to trawling.

This week the Constitutional Chamber struck down the decision of the board of directors of the Costa Rican Institute of Fisheries and Aquaculture to issue more trawling licenses. Alvarado has opposed the technique.

Another commitment is to improve the competitiveness and non-devaluation of the colon.

More than 90,000 residents of Alajuela
will not have water services today

The Institute of Aqueducts and Sewers reported that today it will suspend potable water services in several sectors of Alajuela, affecting 91,000 people.

The suspension is due to maintenance work that will be done by the Costa Rican Electricity Institute in the power network of El Cacique area.

The well that supplies water to the El Pasito line, will be out of operation between 8 a.m. and 8 p.m.

The places most affected are: Monserrat, Villa Bonita, San Antonio, El Roble, Montecillos, Barrio San Jose (partially), El Coyol (partially), El Coco and Rincón Herrera.

"It is important to note that the aforementioned schedules are for closing and opening the systems. However, users will get water as the pipes and storage tanks are filled. In the higher sectors it will take a little longer to arrive, because in the lower parts they use water first," says the press release.

The state water agency calls for using water properly and responsibly and storing only for basic needs.
