U.S. businessman David J. Patey denies
his involvement in money laundering scheme

Monday David Patey categorically denied being a drug trafficker or being involved with money laundering. Patey is well known in the country as the president of the Club Sport Herediano, one of the oldest soccer teams.

The statements came due to an investigation that is currently being carried out by the Attorney General’s Office. The investigation is into legitimizing capital, considered money laundering, and alleged drug trafficking.

The president of the soccer team explained that the investigations against him for both crimes began in April 2016.

Patey said that during the development of the investigation Attorney General Emilia Navas has contradicted herself while dealing with the media.

The American business man broke into tears after explaining the investigation changed his life and has changed the people look at him.

"Yesterday I was greeted with pity, people see me and turn their back on me, they see me with pity," he said, crying.

Patey also denounced agents of the Judicial Investigation Organization saying that weeks ago they tried to sell his judicial file.

"They brought forward an accusation about me that was not grounded in facts. If they have the crime, I am here. If they do not have it, they should not say it."

"I have no problem with an investigation. I want only one thing. If you are going to judge me for something, do it in the courts of this country, in the Office of the Prosecutor," Patey added.

Finally, Patey said that he will stay as the head of the team. However if the board or the fans request his departure he will leave.

Attorney General Navas confirmed these investigations Friday in an interview with a Spanish media outlet.

"I must say to Emilia Navas that it was irresponsible to go to Channel 7 and say my name. It is an investigation that has not had opportunity to catch up. Mrs. Navas was wrong," Patey said.

Patey denounced former agents from the Judicial Investigating Organization who tried to sell him information about his file and sell Spanish media outlets his judicial record.

According to the businessman, judicial agents tried to sell his file to Diario Extra, one of the biggest Costa Rican newspapers.

Patey said he was accused of drug trafficking and money laundering in 2015, but later officials found no evidence to charge him. He claimed to have found out through a judicial agent who tried to get money in exchange for information.

"You cannot imagine how hard this has been for my family. They told me that you cannot beat the judiciary, I cannot throw myself on Channel 7, that I cannot beat politicians. But what happens when you are accused? In 2015 and in August of 2016 they could not find a crime, but agents of OIJ seized the information and sold it to the media," he added, using the Spanish acronym for the Judicial Investigating Organization

At the time, authorities arrested two judicial agents who apparently tried to sell criminal information to third parties for $15,000.

According to Wálter Espinoza, judicial police director, the suspects were part of the Police Collection Unit of the organization’s Office of Plans and Operations of OIJ. The subjects had more than 10 years of working in the judicial police.

 Business sector claims that fiscal reform
is a mere patch on a bigger issue

After a meeting with legislators of several factions, representatives of the business sector showed their dissatisfaction with the draft Law of strengthening public finances, which they said they see as just a patch for the fiscal deficit.

The main complaint of the employer sector is that the initiative contemplates a very low percentage of spending cuts.

"What is being negotiated here is a palliative measure, which is not even going to cure the ‘patient’s fever,’ since this bill government will only collect 1.9 percent of the GDP, so we do not solve the primary deficit, which requires 3 percent," said Franco Pacheco, president of the Union of Chambers and Associations of the Sector Private Business.

"We are concerned that of that 1.9 percent that is being collected, only 0.39 percent is related to spending. 1.6 percent is related to income," added the business chamber representative.

In his opinion, the project is very heavy on consumers, because the proposed value added tax would be the one that hits the pockets of the Costa Ricans.

For this reason, the chamber representatives proposed a series of changes but did not provide any details.

The legislators Paulina Ramírez of the National Liberation Party and Marco Redondo of the Citizen Action Party opened a space for dialogue.

"They bring a reasonable approach that we can negotiate. There are some observations from employers, but their strongest oppositions are related to the value added tax. They would like to mitigate the effects of taxes converted into costs in essential products and some elements of capital gains, so that the approach is reasonable," said Redondo.

in two weeks.

"They make a new proposal because of the basic nutritious basket, also known as canasta básica. It is a group of products and services considered to be essential for basic living. It includes food, such as rice and beans as well utilities such as electricity and water.”

“Those products are tax exempt, which causes taxes to be assumed by producers as costs that cannot be transferred. Due to that, a proposal is being made to analyze a solution for that distortion," Redondo explained.

Ramírez accepted that the proposal for fiscal reform barely affects 2 points of GDP, which is very little for what the country needs, but he said that is what the legislators have been able to negotiate so far.

A value added system levies a tax at every stage of the production process. It would replace the current sales tax.

Country will have first medical unit
to isolate infectious-contagious patients

Costa Rica will have for the first time a unit for patients who, due to their condition, need to remain isolated for some time.

This service will be available in the tower that the Calderón Guardia Hospital builds to replace the infrastructure that was destroyed in the 2005 fire.

The director of the Medical Center, Taciano Lemos, indicated that the unit will have 13 beds with exclusive equipment.

In this unit, patients with infectious-contagious diseases can be treated in order to avoid the spread of viruses or bacteria, very common in health facilities, the official said.

It will also be useful for patients who, due to some situation, cannot be in contact with others as that contact would affect their condition.

At present medical centers usually place the patients in need of this special attention in a separate room however, these rooms lack the required containment measures.

The Social Security Fund will invest $83 million in building the new unit.

The new tower of the Calderón Guardia Hospital will have seven floors where gynecology and obstetrics, medicine, surgery, radiology and medical imaging will also be located.

The project costs of $83 million and, according to the work schedule, it will be ready in 2019.

Laser surgery for prostate problems is the new service provided by the Pérez Zeledón Hospital

The hospital Escalante Pradilla began a surgery plan to treat enlarged prostates with laser technology without any incision in the skin.

This technique seeks to reduce hospitalization time and eliminate the use of a catheter for several days, as happens after conventional surgery.

After the success achieved in the first week of eight surgeries, the procedure will be used on more regular basis in the coming months. The patient checks in the morning and returns home in the afternoon, with a prescription for rest and an authorization to return to normal activities in 72 hours.

This is the first time that this hospital has used laser technology for the treatment of the benign prostate problems. The institutional authorities will follow up the results to know the scope and benefits of the intervention, which is considered a novelty in the surgical approach.

Urology surgeon Steven Durán said that, "the procedure raises the capacity of the hospital, by using one of the most modern techniques worldwide for this condition. It has everyone in the Brunca area very proud of the achievement and for being pioneers in the country."

In the Brunca region there are records of 235 men diagnosed with obstructive growth of the prostate who are in need of surgery. However, not all patients qualify for the procedure. Conditions of the various prostate disorders allow only 40 percent of them, about 94 in the area, have an option for that surgery.

Prostate conditions are a common problem in men over 65 years of age. Without science knowing why, the prostate grows with age and can obstruct urination. Sometimes, the prostate also suffers irregular growth, but this is usually due to cancer. The diseases may have common symptoms, but they are totally different.

Drug treatments often solve the problem of benign growth, but surgery is chosen when the response to treatment is reduced.

The operation is done to improve the flow of urine through the urethra, the tube that carries urine from the bladder out of the body, because the patient reports difficulty in beginning to urinate, discomfort, feeling of not emptying the bladder, infections or, as in more serious cases, the retention of urine.

The laser technology vaporizes the benign tissue instead of cutting it, meaning minimal invasion and immediate results. Among the advantages for the patient is possibility of avoiding hospitalization.

The National Technical University graduated 20 persons who were in the 10th edition of the practical training program in market-oriented innovation.

The 20 people were from private companies and universities, as well as entrepreneurs and government employees.

This program has been in operation since 2011 through a strategic alliance with the German University of Leipzig and certifies the participants who pass the theoretical-practical training modules.

The main objective is to provide the country with resources for the insertion of innovation as a tool for the improvement of productive activities in companies and institutions.

During this edition, topics such as the management of the early phase of innovation and the management of innovation in the company were developed.

According to Luigi Longhi, coordinator of the program, the participants of this edition were able to develop a model of innovation management in their companies, and those who already had one such a program managed to strengthen the system.

"In addition, they implemented an adequate application of the tools seen in the program, which has allowed companies to develop a focus on the client with an interaction of relationships between the actors. Also, the exchange of knowledge that was presented in this edition allowed sharing the experiences of each of its participants," said Longhi.

Changes in Juan Santamaría Airport’s
surrounding traffic lights start tomorrow

By A.M. Costa Rica staff

Government workers will reset the traffic lights located in the sector and regulate the entrance to Río Segundo and Alajuela.

The work consists of removing the poles that hold the traffic lights because the improvements require part of the land where they are currently located.

The work will be carried out from 9 a,m. to noon.

The work does not require closures in the route, and transit police will support by regulating the traffic flow.

Diego Rugama, head of the Traffic Lights Department, said that in a period of no more than three hours workers will disconnect the systems, eliminate the poles and place signal lights supported by cables.

"The overhead operation of the devices will be temporary. Once that area work is completed, we will relocate the poles. However this is a necessary measure to achieve progress in the work and keep the road safe in the sector," said Rugama.

Although there will be no closures on the route, the public works ministry asked users to proceed with caution due to the presence of equipment and workers on the road.

Three women killed in the last week

A woman surnamed Arias is the third victim of femicide in the country in just one week.

This is a 26-year-old girl who died Saturday after her partner hit her on the head with a metal pipe, according to investigators.

According to information provided by the Judicial Investigation Organization, she and her partner had lived together for five years in a Palma Tica farmhouse in La Amapola de Puerto Jiménez. They had a 4-year-old daughter.

The aggressor was arrested by the Public Prosecutor's Office, which will determine his legal status.

In addition to Arias, two other women died at the hands of their partners in recent days. The first occurred in San Carlos where the victim, Maritza Vargas, 25 years, was found in a river March 5. The woman was four months pregnant.

The suspect named Guadamuz, who lived with her, was arrested and will be in custody for four months.

The day after this incident, a man identified as Sequeira Duarte surrendered to the authorities after his wife was murdered in Liberia. The name of the victim was Mariana Leiva Fernández, and she was 36 years old.

In addition to these three cases, an attempted femicide occurred in Grecia when a subject tried to kill his wife by setting fire to a gas cylinder. He had threatened to kill her with a knife minutes earlier, investigators said.

The suspect with the last names Matamoros Arias will remain in preventive detention for two months.

According to sociologist and academician from the University of Costa Rica, Montserrat Sagot, it is worrisome that this type of event are going unnoticed and are overshadowed by other incidents of lesser relevance.

According to the academic, this situation causes the normalization of violence in society, putting the lives of many more women at risk.

"The only way to make people pay attention to these deaths is by means of great social condemnation, support of both neighbors and family victims, so that people do not consider this as a passing issue and make it evident," said Sagot.

According to data from the Gender Violence Observatory of the judiciary, so far in 2018, 15 women have been victims of femicide. The figure is alarming considering that last year closed with 26 deaths due to domestic violence.

1,000 hectares lost to huge forest fires in Escazú and Guanacaste

By A.M. Costa Rica staff

A fire in the hills of Escazú has already destroyed 10 hectares of forest, while in Guanacaste a fire continues to devour forest areas between Playa Hermosa and Playa Panama.

The high temperatures were the direct cause of these fires which are not yet controlled.

The director of fire fighters in Guanacaste, Jhonny García, explained fire started in the Panama beach sector and has already consumed more than 900 hectares.

García explained that at the moment fire fighters are working on four different fronts in a private area that is difficult to access.

During the course of this year the forest fires already consumed 120 hectares of forest.

The National Meteorological Institute forecasts very high levels of sun and heat that could exceed 36 degrees C in Guanacaste and 31 degrees C in Alajuela

The institute specialist, Juan Diego Naranjo, explained that the eventual presence of a phenomenon such as a cold front should not be ruled out completely, but the tendency is for this time to be one of the warmest phases of the year.

The National Meteorological Institute in conjunction with the Ministry of Environment emphasize that March is the most critical month for the risk of forest fires, even more so this year as Holy Week is celebrated at the end of the month and actions such as burning or throwing out increased amounts of garbage raise the possibility of this type of fire.
