DEA will work closely with Costa Rican authorities

On Monday after a visit to the United States, Gustavo Mata, Minister of Public Security, announced a series of grants, donations, and acquisitions as well as the unconditional support of relevant international organizations, such as the DEA. 

Mata said 48 Coast Guard officers receiving training in Baltimore, United States, will take full control of the boats that will arrive in our country in April.

The arrival of two 12 passenger airplanes will reinforce aerial surveillance throughout the national territory.

"We met with leaders of agencies such as the Drug Enforcement Administration (DEA) who expressed their satisfaction with all the work that the Costa Rican police forces have been doing in anti-drug matters as well as the amounts of seizures achieved."

The DEA could be deploying more officers in Costa Rica to fight organized crime groups operating in the whole of Central America.

"The planes, boats, radars and other important investments that we are making this year, will sustain a permanent fight against crime in its various manifestations," added the Minister.

The DEA shares jurisdiction with the FBI and it focuses on the fight against smuggling and drug use in the North American country. It has 227 field offices and 86 offices abroad in 62 countries.

With a budget of more than more than $2.4 billion, it has more than 10,800 workers and 5,500 special agents.

  The United States will be sending more special agents to the country in order to fight drug smuggling.

Mata confirmed the acquisition of four new vessels for the Coast Guard, one large and three smaller.

In addition, he announced the purchase of a small jet which is already in construction and which will include modern equipment and radars "that will give us the ability to structure all operations without relying on aid from other countries," he said.

"All this armoring work that we encouraged gave us the possibility of having more DEA agents to do more work in Costa Rica and, thus,  have a greater flow of intelligence information that allows us to hit these criminal groups more accurately, "said the Minister.

Poás Volcano businessmen keep pushing
for the re-opening of the park

The trade near the Poás Volcano, which has been dramatically affected by the closure of the National Park that began in April 2017, is putting a lot of pressure for a reopening endorsed by the National Emergency Commission (CNE) before Holy Week.

The purpose is to recover part of the losses, which amount up to 90% in some cases. However, the National System of Conservation Areas (SINAC) does not yet have a defined budget or re-opening date.

According to Mario Coto, director of SINAC, as soon as the official communication from the CNE is received, the required works will be analyzed in depth and companies qualified to complete the work will be defined.  Re-opening also requires the placement of surveillance cameras in strategic sites, as well as new easily understood signs in both Spanish and English.

The SINAC leader said that an early reopening of the National Park benefits not only the merchants but also the state itself, given the income produced by visitors.

Data of the institution shows that during 2016, more than 326,600 tourists visited the park. And while it was open in 2017,  more than 143,900 people arrived.

The reopening of the Poás Volcano National Park will mark some differences since the visits will be in groups and for defined times slots.

The quest to understand the shark populations at Coco's Island

Scientists from the University of Costa Rica (UCR), along with a group of divers and photographers, undertook a study of the populations of tiger sharks (Galeocerdo cuvier) in Coco's Island National Park.

The primary objective of this research is to have greater certainty about the size of the current population of this species, its distribution, and its behavior and to develop better safety protocols for those diving in the waters around Isla del Coco.

"We do not know if the sharks are there all year long or if they migrate to other places, but we know that Coco's Island is an ecosystem so rich in diversity, that it has food all year round and they would not have the need to leave," explained Mario Espinoza, scientist at the Center for Research in Marine Sciences and Limnology.

Currently, the team in charge of the study is preparing a database of photographs of the tiger shark to analyze the individuals that reside in the waters of Coco's Island. Additionally, they will mark some specimens to track their movements.

The tiger shark was in the media spotlight last December due after an American tourist was killed by one while diving off Coco’s Island.

The most common accidents with sharks occur with surfers and swimmers, as animals confuse the silhouette of the board or the bather with their prey. It makes an attack or a test bite that, in many cases, can be lethal.

"It's unlikely to happen with diving. The incident in December was a rather isolated event. The tourist companies have more than 25 years of taking thousands of tourists to dive among hundreds of sharks, but we must remember that they are sharks they are not ducklings or butterflies," said Espinoza.

The tiger shark is a top predator. Shark species control the populations of other smaller predators in its ecosystem by feeding on them. Espinoza said that when this type of species is scarce, the ecosystem begins to collapse.

Calderón Guardia Hospital still at war with bacteria

The Calderón Guardia Hospital reported more three babies have been found to be infected with the bacterium Serratia liquefaciens, which caused the maternity neonatal areas to be shut down in December 2017.

The newborns are stable and isolated in a special room conditioned for this type of patient.

The reappearance of the microorganism in the facilities was detected through the routine evaluations carried out by the staff.

Serratia liquefaciens can cause moderate to severe infections if not treated properly.

The medical center announced that it would bolster protocols and other measures to prevent the spread of the bacteria.

However, specific departments are closed, since actions were taken immediately and in a more efficient way than the first time, according to Taciano Lemos, Director of the health center.

"The whole health sector is already meeting with the directors and leaders of the main divisions since we have new cases of newborns infected with Serratia. What I think is very positive is they are detecting the cases on time," explained Lemos.

The doctor added that the different technical teams of the hospital continue to meet with the purpose of reviewing all actions taken since December 2017. The actions were supervised and endorsed by the Ministry of Health and the investment exceeded ¢300 million.

The medical management of the Social Security Fund, María Villalta, said that a commission of specialists will monitor the presence of the bacteria. In addition, cross-checks of all tests will be carried out in other laboratories, both institutional and private, and tests will be applied to all workers who have been in contact with minors in recent days.

Cultural party at Barrio Amón starts on March 3

The Festival Amón Cultural returns in 2018 to provide access to cultural and artistic activities for San José residents.

This is one of the essential urban festivals and has already had three consecutive editions. The idea is to expose one of the most emblematic and historic areas of San José.

Last years the offerings included more than 120 free activities that showcased the charms of the historic Barrio Amón. Concerts, architectural tours, artistic exhibitions, urban picnics, dance and video mapping entertained more than 8,000 people.

Barrio Amón is defined as an inclusive and diverse area. Its richness is not only in the beauty of its architecture or nostalgia for its stories but in how its inhabitants take advantage of their roots.

This is precisely why the Technological of Costa Rica (TEC), through its Culture and Sports Unit in San Jose, is a facilitator of this process, acting in close alliance with the Association for the Conservation and Development of Barrio Amón and the multiple agents and local cultural entrepreneurs.

"The richness is in making visible the differences, in valuing the memory and in empowering the creative potentials that emerge from the patrimonial zones of Amón and Otoya," said Alexandra de Simone, coordinator of the Amón Cultural and Memoria Urbana projects.

For this year's edition, the festival will be dedicated to the Costa Rican Center of Film Production which has been an important agent and diffusion of culture, art, and memory since the 1970s.

 Barrio Amón is one of the best-preserved neighborhoods in San José.

The 25th anniversary of the Barrio Amón Neighborhood Association will also be celebrated with a concert by the Big Band of Costa Rica starting at 4:00 p.m.

At 7:30 p.m. on the facade of the Green House (Casa Saborío González), a Video Mapping contest will be screened.  It will be the first of its kind held in the country.

Among the activities, the XI Festival Intersedes de Danza Contemporánea is scheduled, along with guided architectural tours, discounts and exhibitions in restaurants, galleries, and independent bookstores, as well as concerts with national artists, stage shows, artistic interventions and appropriations of public space throughout Barrio Amón and Otoya.

Security devices will be installed in 91 train tracks

On Monday,  the Ministry of Public Works and Transport (MOPT) gave  the order to start the project to install security devices in 91 railway intersections located between Pavas-San Jose-Curridabat, Heredia-San Jose, and San Jose- Cartago.

According to German Valverde, Minister of Public Works and Transport, it is expected that drivers will be more respectful of the priority the train has and see it coming. This will reduce the risk of traffic accidents between the train and other vehicles that share the tracks.

"The project aims to significantly improve the road safety conditions that operate the train service in the city, to intervene in conflicting points because they are crossings with national routes," explained Valverde.

The works envision the supply and installation of 42 traffic lights in the corridors of Pavas-Curridabat and San José-Heredia, and 49 other devices on the train route that goes from San José to Cartago, in addition to the placement of safety barriers (needles), vertical signs and the removal of existing signs at intersections.

The new devices seek to decrease the number of crashes between trains and other vehicles.

The total investment of the project is ¢4,500 million, resources provided by the Road Safety Council (COSEVI) and executed by the General Directorate of Traffic Engineering of the MOPT.

The company granted the work is Fapcom-Electran, which, as of Monday, will have 270 calendar days to complete the project.

Fraud scheme using soccer team T-shirts dismantled

By A.M. Costa Rica staff

The Fiscal Control Police (PCF) from the Ministry of Finance, in coordination with the deposit area of ​​Aduana Caldera, seized more than 7,200 units of counterfeit T-shirts from the National Soccer Team of Costa Rica. The shirts came from China.

The products were impounded for apparent infringement of the Intellectual Property Law. Once the cargo was detected, the PCF officers contacted the New Balance brand representative in Costa Rica, as well as the Costa Rican Football Federation. The New Balance representative went to the cargo holding area and determined that the products were fakes.

Once the report is finished, the case will be transferred to the Public Prosecutor's Office.

"We managed to detect this cargo on the dock, keeping it from reaching its final destination, which are consumers, who continue to acquire this type of product, without knowing that it is a forgery," said Irving Malespín, director of the Fiscal Control Police

Japan will donate medical equipment to fight cancer

The Minister of Foreign Affairs, Manuel González, and the Ambassador of Japan in Costa Rica, Yoshiaki Ito, signed an Exchange of Letters, which allows the donation of medical equipment for the early detection of abdominal cancers.

The agreement is part of the technical cooperation, donations and soft loans in different areas that Japan has put in place to improve the quality of life of Costa Ricans and advance the development of the national health system.

The donation consists of 300 million Japanese yen (approximately US $2.7 million) for the improvement of medical equipment and services of the Costa Rican Social Security Fund (CCSS).

"Costa Rica recognizes, not only the numerous cultural donations but also many years of technical cooperation, through experts, volunteers and specific missions; as well as the reimbursable financial cooperation for major projects, and the unparalleled contribution of the APC program of Assistance for Community Projects and Human Security," said González.

"Costa Rica has high levels of human development and has improved the per capita income levels, but it also has serious structural gaps in strategic areas that impede long-term national development, which requires consolidating the progress made, promoting others and settling for a truly sustainable development path," he added.

Ambassador Ito said that "according to the report" Structural Gaps Approach: Analysis of the Costa Rican Case "From the Economic Commission for Latin America, published in November 2016, Costa Rica is a country of medium income but still has various challenges including social and regional inequality. For this reason, the assistance of the international community is required. "

Heredia pipes will be replaced in the coming weeks

The inhabitants of the central town of Heredia will have to deal with some inconveniences in the coming weeks as construction in the streets seeks to replace 3,000 meters of sanitary pipes.

The work will be concentrated in the area of ​​Fatima de Heredia, where 300 meters of pipes have already been replaced.

The reason for the change is that the pipes in several areas of the center of the province are between 60 and 70 years old and are made of a material known as alcarraza, which gradually deteriorates and causes leakage of residual water.

The replacement works are under the responsibility of the Public Services Company of Heredia (ESPH). The system is being replaced by eight-inch Novafort tubes, which are made of a material much more resistant to deterioration and which allows a better flow of wastewater.

Once the work is finished in each of the zones, it will be covered with a cement base, and after two weeks, the asphalt layers will then be applied.
