Nicaraguan soldiers retreat from Costa Rican territory

On Thursday, the Nicaraguan government notified Costa Rica that it had withdrawn its forces from Los Portillos lagoon military camp, after being ordered to do so by the judgement issued by the International Court of Justice (ICJ) on February 2.

The notice was received by the Costa Rican Foreign Affairs Minister, Manuel González. "The country withdrew the military camp on the beach of Laguna Los Portillos to the west, on the Costa Rican territory of the beach of Isla Portillos," he said.

"I inform you that on February 3, 2018, the military camp referred to in paragraphs 77 and 78 of the aforementioned sentence was transferred to Nicaragua, thus fulfilling requirements demanded by the High Court," reads the note dated February 12, 2018.

Minister González said, "Costa Rica verified, by means of a flight over the area, that the Government of Nicaragua withdrew its military camp from the Costa Rican territory. We are very happy that the Government of Nicaragua has complied immediately with what was ordered by the International Court of Justice."

The Court issued a ruling on the cases of Maritime Delimitation in the Caribbean and the Pacific Ocean and the border in the northern part of the Portillos Island, in which it determined that, "Nicaragua had violated Costa Rican sovereignty by installing the military camp there."

In addition, Costa Rica got an additional 10,000 square kilometers in the Caribbean Sea thus ensuring access to the terminal dome and extensive fishing areas in the North Pacific area. However, amount of compensation claimed for the environmental damage caused by the construction of a pipe in Isla Portillos was about half of what was requested.

The case against the installation of a Nicaraguan military camp on Costa Rican soil was presented by Costa Rica before the ICJ on January 16, 2017. Nicaragua claimed the entire beach of Isla Portillos between the Los Portillos Lagoon and the mouth of the San Juan river was its territory.

The President of the Republic, Luis Guillermo Solís and Foreign Minister González restated after this ruling that, "the relevance of international law as an efficient mechanism for the resolution of international disputes in a peaceful manner,” can be accomplished.

Government postpones change in public schools meals

Due to confusion and questions from the cooks of the dining halls of the educational centers, the Ministry of Public Education (MEP) decided to postpone the full implementation of the healthy menu program and chose to start the plan gradually beginning in March.

The officials of the institution know that the changes imply modifications that go from technical to cultural aspects.

Those responsible for preparing the food expressed lack of knowledge about the exact recipes they should cook and the portions that students should receive. There was even confusion about which students should receive the new meals.

The Minister of Education, Sonia Marta Mora, explained all this on Thursday at a press conference, and the Ministry asked directors for an implementation deadline before March 31.

The “Healthy Costa Rica Program” consists of giving the students of each public center a meal proportional to the size and age of the student. There are currently only three types of portions, preschool, primary and secondary.

The ministry now plans a schedule of five meals: breakfast, morning supplement, lunch, afternoon supplement and dinner, instead of the two meals that the MEP handled, breakfast and lunch. There will also be portion control based on measurements of each child.

There will be five different weekly menus.

The MEP expected to have the program implemented by February 8 in all institutions, however some parents protested against it because they did not know about it in depth and, in other cases, the directors were new to the centers and did not know the student population adequately, so they did not know how many times per day students should receive meal.

The Healthy Costa Rica program was announced on December 7 and has the collaboration of the University of Costa Rica (UCR). It was born as a result of the census conducted by the MEP, Ministry of Health and the Social Security Fund in 2016, where they found that 34% of the student population was overweight, and 2% of students suffered from malnutrition.

Costa Rica will be present at the Berlin Film Festival

Costa Rica will promote its talents and locations in order to develop ties to the growing film industry at the Berlin Film Festival known as Berlinale, which takes place from February 15 to 25 in Germany.

The event, to which more than 334,000 tickets have been sold, is attended by around 21,000 professional visitors from 27 countries and more than 3,700 journalists.

In the 68th edition of the Berlinale, the Film Commission of Costa Rica will promote the country in two aspects.

The first is to display the film content and talent of more than 93 productions of feature films that have been made in the country in the last 10 years, including 18 feature films released in 2017 (14 fiction and 4 documentaries), 12 series (web, TV and animated), some in post-production, and the 13 projects that are in post-production for 2018. 

The second aspect seeks to promote locations to attract filming investments to the country so that the projects hire local services and personnel.

"The objective of the participation in the Festival is to help market these contents through streaming companies, cable companies, open TV channels or by subscription. In short, every day there are more opportunities to obtain additional returns from audiovisual productions," said the Film Commissioner of Costa Rica, José Castro.

In addition, the Festival will be attended by Alexandra Latishev, film director, Nicolás Wong, director of photography, and Adriana Alvarez, actress and executive producer.

Public policies discourage the use of clean energy, expert says

The lack of clear public policies prevents companies and families from opting for solar energy and slows its development in the country.

"It is important to work hard on the issue of national regulation to favor and support this type of financing. The government has to be clear about the public policies that must be implemented, either from MINAE or ICE, so that each of these projects are easier for people to access," said Gustavo Calderón, expert in loans for eco-friendly projects at Banco Promerica.

He said that Costa Rica is in a boom in the use of solar panels. However, there is a lack of incentives.

This week Calderón took part in an international forum organized by the Dutch company Solarplaza and the Development Bank of the Netherlands (FMO) in the city of Amsterdam.

The intention was to acquire knowledge about the best practices of other entities and countries so tht they can be replicated in Costa Rica and build the nation’s use of clean energies.

Embassy moves forward

The Government of the United Arab Emirates (UAE) is about to open its embassy in Costa Rica.

This is the result of the official meeting held on Wednesday, February 14, by the Minister of Foreign Affairs and Worship, Manuel González Sanz, with his counterpart, Sheikh Abdullah bin Zayed Al-Nahyan, UAE Minister of Foreign Affairs and International Cooperation.

The Costa Rican authorities have already granted their approval to the future UAE resident ambassador in the country, diplomat Jumaa Rashed Khamis Ahmed Alremeithi, who will serve as Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates in Costa Rica.

It is expected that Alremeithi, who graduated from International Relations at the University of Strasbourg in France (1996), will arrive in the country and present his credentials in the short term.

Costa Rica inaugurated its embassy in Abu Dhabi, capital of the Near Eastern nation, last November, the day on which the Emirati Government announced its decision to open its embassy in Costa Rica.

In the meeting between González and Sheikh bin Zayed Al-Nahyan, the leaders discussed subjects such as renewable energy, climate change, trade and investment related to tourism.

The visit of the Foreign Ministry to the United Arab Emirates (UAE) was held as a result of the invitation of local authorities to participate in the World Summit of Governments that takes place annually in the Emirate of Dubai and is led by the Vice President, Prime Minister and Emir from Dubai, Mohamed bin Rashid Al Maktum.

Analysis shows severe contamination
in Desamparados watersheds

The Municipality of  Desamparados carried out a study with Futuris Consulting to determine the degree of contamination existing in the canton's rivers.

The primary objective of the research was to know the quality of the waters in the Damas, Cucubres, Jorco, Cañas, Candelaria, Alumbre and Tarrazú rivers.

The study confirmed that the canton basins have a severe pollution problem due to the presence of wastewater, non-traditional waste, runoff due to deforestation and large amounts of waste of all kinds (washing machines, refrigerators, furniture, dead animals, among others).

The Municipality of Desamparados is one of the few that has carried out this type of study in the country.

Gilberth Jiménez, mayor of Desamparados said that, "this study reinforces what all citizens of the canton know, a problem that is caused by the same lack of interest of all inhabitants. We have to work to lower the alarming levels of pollution that are reflected in our rivers."

In order to carry out this study, several samples were taken from each of the basins that pass through Desamparados with the support of the municipality's staff in each sampling.

High numbers of the insect genus Chironomus have been found at many places in the rivers.  These insects are considered an “indicator species” as they are normally found in polluted water. 

The Municipality has made an urgent call to the population to denounce littering the rivers.

ExpoCafé Tarrazú takes place this weekend

Coffee is undoubtedly one of the favorite drinks among Costa Ricans, but it is also used to prepare eggnog, liquor, and yogurt.

Pople are invited to try these coffee-based recipes when they attend the 3rd edition of the Expocafé Tarrazú 2018 from Friday to Sunday, the 16th through the 18th at the San Marcos de Tarrazú park from 9 a.m. to 9 p.m.

Ana Lorena Rovira, mayor of the Municipality of Tarrazú, said the activity serves as a business platform promoting the exchange of knowledge and building alliances between producers and local and international buyers and sellers.

All of this seeks to help the economic and social development of La Zona de Los Santos.

"Coffee lovers will have the opportunity to learn a little more about this fruit. It is important to mention that we always try to help visitors find the products at a fair price," said Rovira.

It is worth mentioning that this free coffee party will bring together the best 60 small entrepreneurs in the area. Visitors may also find food, crafts, beauty products and jewelry.

This edition of the fair offer tours to learn about the coffee process from sowing to the cup.

"We want all the people who visit us to see that, in Los Santos, we harvest quality coffee and that the work we do every day is reflected in the final product," says Allan Vargas, owner of the FADIVA Microbenefit, which is dedicated to planting coffee and the production of cream, liquor, butter and infusions based on this grain.

By coming to Expocafè Tarrazú 2018, attendees will be supporting the producers of this area, which was severely affected by the storm Nate last October.

"The area was very affected by this weather event. That is why we need Costa Ricans and foreigners to visit us during the three days of the fair. We guarantee that they will acquire different types of coffees, recognized worldwide for their quality standards," said Patricio Sol, manager of COOPESANTOS R.L.

Other activities include conversations with Baristas, Zumba classes, concerts with local bands, and a MTB 3-14 Recreational Race among others.

The band "Son Mayor" will play on Saturday the 17th and "Son de Tiquicia" on Sunday the 18th from 7 p.m.

Visitors can buy other crops in the area such as avocados, apples, strawberries and granadillas and enjoy a beautiful landscape during the trip to the Expo, said the organization on a statement.

Data from the Coffee Institute of Costa Rica (ICAFÉ) shows that in 2016, 84,133 hectares of coffee were harvested in Costa Rica, with Los Santos positioned as the number one producer with 36.6% of the total.

85% of the coffee produced is exported to markets such as the United States, Canada, Europe, Japan, Korea, Australia, and Ukraine, among many others.

Credit card delinquency increased last year

Credit card late payments (over 90 days) increased in the last year going from 4.06% of the total balance in October 2016 to 4.89% in October, 2017.

This represents an increase of ‎₡14,787 million

The data was collected in the last quarterly study of credit and debit cards for 2017, with a cut-off date of October 31, 2017, conducted by the Ministry of Economy, Industry and Commerce (MEIC) through the Directorate of Economic Research.

The report also recorded an increase in the balance of debt of ‎₡119,523 million (11.09%), with respect to one year before.

The total amount is ‎₡1.2 trillion (millions of millions), which represents around 3.68% of the Gross Domestic Product (GDP).

With regard to year-on-year behavior (one year compared to the previous one), cards in circulation increased by 12.60% (294,314 more cards), to account for a total of 2,628,751 plastics.

It is estimated that the balance of average debt per card in circulation is ‎₡455,347.48.

73% of the plastics in circulation have an interest rate in colones of between 40% and 50%.

"Before acquiring a good or service with a credit card, the consumer must be certain that he can pay off the balance. Otherwise, he could assume commitments that will affect his financial balance, credit reputation and even his quality of life," said Erick Jara, director of Economic and Market Research at MEIC.

With regard to cash advances for access cards and unrestricted use, 92.9% of card types charge between 4% and 5% in colones. These same percentages are charged in dollars, which represents 92.4% of the card types.

CIMA Hospital is an institution to be a bit wary of

Dear A.M. Costa Rica:

I have been a resident several times here in Costa Rica. The first time was to develop and manage the Alajuela Racquet Club in La Garita which was in 1974. It is now a major Lain American Business College, INCAE. I am currently comfortably retired in Pozos.


I love Costa Rica and have never used an unkind word about my adopted land. But ... the CIMA Hospital is an institution to be a bit wary of. They do not particularly like to credit your entrance deposits. They requested a 300,000 CRC deposit in order to undergo surgery in their facility this past fall and I obliged with an American Express Card. I have now entered my second dispute with this company or rather American Express has.


This "deposit" is part and parcel of their admittance policy. However, I have been a Gold Card member of American Express since 1981 and American Express is more than a credit card company, it is a bank.

The issue is between CIMA and American Express. CIMA has never acknowledged the deposit but it is in a second category on my card billing.

It is a shame ... such a beautiful facility and such lackluster administration.
