Drone operators challenge new rules issued by government

The Costa Rican Association of Drone Operators (ACODRON) has filed an appeal before the Contentious-Administrative Court to halt the regulation of these devices, which goes into effect today.

On Monday, the president of the organization, Roberto Gallardo, said the rules fail a series of parameters of legality, rationality, proportionality, and equality that put the companies that are dedicated to the activity in a delicate position.

The main claims of ACODRON have to do with the guidelines of the International Civil Aviation Organization (ICAO) that require operators to obtain a certificate by taking courses and passing medical tests.

Gallardo also claimed that the cost of this process is expensive for the users of drones. In addition to the $1,874 the certificate costs, they must invest money during the whole accreditation process, a process which may cost up to $4,000.

"We got tired of asking for authorities to include the observations we have made," argued the president of ACODRON.

The director of the General Directorate of Civil Aviation (DGAC), Ennio Cubillo, said the guidelines for the regulations come after a review of technical criteria that seek to guarantee the safety of Costa Rican airspace.

The official rejected the idea that the process has been whimsical and said that five years of international comparative studies have been carried out to guarantee the best regulations for Costa Rica.

Cubillo indicated that there had been enough time for operators to catch up with the ordinances and even regulation that came into effect on August 13, 2017.

The Executive Power made the exception so that the small and medium enterprises registered in the Ministry of Economy, Industry, and Commerce (MEIC) have three years to pay the cost of certification.

The certificate only applies to the use of drones for commercial or institutional purposes but the regulation establishes a series of guidelines for all, including those who use drones for recreational purposes.

Even the casual user cannot fly the drone more than 120 meters high, near manned aircraft, or have it fly out of the operator's visual range. Devices weighing more than 25 kilograms are forbidden.

Drone use is also restricted within a radius of eight kilometers from areas like an aerodrome, prisons, or the Presidential House and users cannot venture into places where the privacy of people is affected.


Judicial pension reforms remain in a limbo

A series of reforms to the pension schema of the Judiciary Power are stuck in the Constitutional Chamber, after being approved in the first vote by the Legislative Assembly.

On November 1, the project, which seeks to cut public spending on judicial pensions, was sent to a constitutional consultation by legislator Jorge Arguedas, with the support of 11 other legislators.

Since then, a study of the proposal by the Constitutional Chamber has not been possible since members are not permitted to see a proposal that will directly affect them.

Magistrates Fernando Castillo, Paul Rueda, Nancy Hernandez, Ernesto Jinesta, Fernando Cruz, Luis Fernando Salazar and Jose Paulo Hernandez have requested to be replaced by their substitutes in regard to this matter.

On November 7, their arguments were accepted and the Presidency of the Court held a lottery to replace the seven magistrates. After the raffle substitutes Enrique Ulate, Carlos Estrada, Ricardo Madrigal, Jorge Araya, Alicia Salas, Aracely Pacheco and Ana Maria Picado were selected.

Five days later, four of them had already presented requests to be excused from participation in the decision. There was a second drawing and the substitutes Yerma Campos, Anamari Garro and Rosa María Abdelnour were chosen to analyze the appeal.

However, the three lawyers also asked to withdraw from the case.

"This is unprecedented. I had never seen anything similar in all my years of working for the judiciary," said Nancy Hernandez, magistrate of the Constitutional Chamber. Hernandez explained that this chain of judicial recusals occurred because the designated substitutes are judges.

The pension system reform of the Judicial Power was approved in the first vote on October 30. For the changes to take effect, the Constitutional Chamber must determine whether or not it has constitutionality problems and if the process was appropriate.

Subsequently, it must be approved in the second vote by the plenary, be signed by the President of the Republic, and published in the newspaper La Gaceta.

Law-makers approved increasing the contribution of the employees from the Judicial Branch from 11% to 13% of the salary and the fixing of a cap of 4 million colones.

Under the proposal, the ordinary retirement age would be increased from 60 to 65 years, and retirement could only be taken after 35 years of continuous work, not the current 30 years.

Those who have pensions over 4 million colones, will be taxed at a rate of between 35% and 55% of the amount that exceeds the cap. The reform also places the pension at 83% of the average of the last 240 monthly salaries. Currently, 100% of the last two years are granted.

85,000 people without water today

Acueductos y Alcantarillados (AyA) informed residents of Desamparados that they will not have water today from 7:30 a.m. at 6:00 p.m. About 85,000 residents are affected.

The interruption in the service is due to preventive maintenance work, including the change of a hydraulic valve and the washing of the La Pelota storage tank.

The places that will be affected are: San Miguel, La Capri, Los Guido, San Antonio, Fatima, Patarrá, Dos Cercas, Porvenir, Gravilias, Desamparados center, Metropolis, Colonia del Sur and San Jerónimo.

Water will also be unavailable in Monte Claro, La Florita, Calle Fallas ,Damas, La Constancia, The Totondas, Cucubres, Cartonera, El Diamante, Villanueva, El Cruce, La Guaria, El Bambú and surrounding areas.

AyA entity reported that the service may be restored before the stated time.

Education Ministry meets parents protesting over sex guides

The Minister of Education, Sonia Marta Mora, is in San Carlos to try to resolve some of the parents' issues concerning the Affectivity and Integral Sexuality programs. She was received by an excited group of protesters.

On Monday noon, Mora arrived at the Regional Office of San Carlos as part of Friday’s agreement between authorities of the Ministry of Public Education (MEP) and representatives of the 15 schools that were closed last Thursday and Friday due to parental opposition to sexual guides.

Although the educational centers opened on Monday as usual, some parents chose to take advantage of the visit of the Ministry and made clear their refusal to have teachers address issues of sexuality in the classroom.

With banners carrying messages such as “MEP, do not mess with my children,”  “I educate my children,” at least 100 people are waiting for a response from the minister.

The MEP said it respects the position of parents who are opposed to having their children take the class but stated that they will not eliminate the classes as MEP considers it a duty of the state to teach these topics.

Works around the airport kicked off

On Monday, construction of a "loop" that will link the General Cañas road with the route 3 (Rio Segundo) and the connection of the cantonal street with the radial Alajuela was officially begun. The work is designed to improve the fluidity in the Juan Santamaría Airport area.

German Valverde, Minister of Public Works and Transport (MOPT) said that these would be the first two fronts of work. Later work will focus on building a road from Invu Las Cañas to the Airport and an expansion in front of the Fiesta Casino to create an additional lane.

Finally, road modifications will be made for the transit between General Cañas, and those who come from the airport and go to Heredia, via Río Segundo.

In the first case, a new road section will be built on the Ministry's land, near the Río Segundo cemetery. The second includes the cantonal street connection that passes in front of the Catholic Church of INVU Las Cañas.  Neither road is expected to cause a significant problem for traffic.

The Municipality of Alajuela will be in charge of making the improvements and expansions in this cantonal route, while the MOPT will provide support with materials.

By April, all work should be finished.

Currently, enormous traffic jams trap drivers coming from and to the Juan Santamaría International Airport

According to the minister, the creation of a lane in front of the Fiesta and the modification of the transit from General Cañas to Río Segundo, in the direction Aeropuerto-Heredia Casino will require some traffic management.

The designs aim to modify the intersections at the airport, eliminate traffic lights, and increase lanes.

Currently, drivers sometimes take up to an hour to cross that point during peak hours.

Works are expected to reduce the time of drivers on the road by 60%.

Dance Festival will take San José over

To spread the dance and generate sensitivity in the population, is the goal of "Chepe Dance", an initiative of the National Dance Company (CND) in partnership with the Municipality of San José (MSJ).

The partnership will offer choreographic shows in different points of the capital city, between February 14 and May 3, 2018.

The Central Avenue, the Chinatown, the Coca-Cola Market, the Boulevard de la Corte, among other San José sites, will be the stage of the dancers in "Chepe Dance".

The shows begin on Wednesday, February 14, at 4 p.m., in the vicinity of La Gloria store, on Central Avenue, where the performance "UNO" will be performed.

According to the CND, this initiative seeks to reach people who for various reasons can not attend shows.

Adrián Figueroa, director of the National Dance Company, said that "Chepe Danza" aims to bring the public closer to common artistic spaces.

"We hope people receive the dance in a gentle way and at the same time identify with it, with what they are seeing. They will be performances that seek to interact with the public, so we hope that people identify and want to participate, "said Figueroa.

All activities of "Chepe Dance" are free and open to all public.

Surgeons will train on Minimally Invasive Surgery

Costa Rica will have a laboratory specialized the training of surgical techniques in Minimally Invasive Surgery, with the aim to study and provide early diagnosis of cancer.

The laboratory is currently being built at the University of Costa Rica (UCR).

With this new place, the Costa Rican population will have the opportunity to perform studies for early diagnosis in different types of cancer such as breast, prostate, colon, thyroid, gastric and uterine cervix, which today are the highest incidence according to the National Center for Cancer and Tumors of the Ministry of Health.

The building will also strengthen the training of medical specialists and promote research in the field of surgery and cancer. The aim is to improve, through diagnostic support, the treatments currently being developed in the country and achieve minor side effects in the patient with rapid recovery.

Besides, it will have an auditorium that will be used in conferences and in the broadcast of surgeries and procedures, whether they are carried out in national territory or abroad, to promote the international exchange of knowledge.

With this new contribution, the UCR comes to expand the work that the Laboratory of Training and Research in Minimally Invasive Surgery (Leicimi) of the UCR has been doing for five years.

"For us, it is fundamental to provide the opportunity to facilitate learning and skills in professionals. Through the surgical simulation procedures, they prepare themselves to perform both the early diagnosis of oncological pathology and the techniques required for their treatments, "said Marco Antonio Zúñiga, Leicimi coordinator.

Students and active doctors will train in the newest methods to diagnose cancer and tumors.


The building will consist of four floors in a construction area of 2,850 m² and will have a significant wastewater management following the sanitary regulations of the Ministry of Health. It is contemplated that said waste be incorporated into the sanitary sewer that the University has in order to purify the water. Likewise, there will be no waste or toxic substances or radiation emissions.

The Laboratory of Diagnostic of Cancer and Minimally Invasive Surgery began its construction in October 2017 in the Research City of the Rodrigo Facio Headquarters, and it is projected to be ready by the end of September. The investment is close to $4,750,000, financed by a World Bank loan.

Amazon expands its operations in the country

On Monday, Amazon opened a new service center that will provide customer care to small businesses that sell under its platform.

This new support center is located in the El Tobogán corporate center and will allow the creation of 350 new jobs, as announced by the government and the Development Initiatives Coalition (CINDE).

Amazon already has more than 6500 employees in our country and expects to create more than 1500 new jobs for this 2018, according to Miguel Mojica, representative of Amazon in Costa Rica.

President, Luis Guillermo Solís s, said that this new investment proves the strength of the country in attracting new jobs.

According to estimates released during the opening activity, Amazon invested at least $10 million in the construction of the new building. Also, specialists in technical support and people with a bachelor's degree in secondary education will be required.

Windy days are not going anywhere

Prepare for a windy week, the advice provided by the National Meteorological Institute (IMN).

The entity explained that a high-pressure system in the Atlantic Ocean continues to extend over the Caribbean Sea, thus accelerating the trade winds in Central America.

The winds bring higher humidity from the sea to the regions of the North Zone and the Caribbean, facilitating the formation of cloudiness and the occurrence of short-duration rains during the afternoons.

Part of this cloudiness will reach the Central Valley, leaving drizzles in the mountainous sectors.

On the Pacific, there will be little cloud cover for much of the day, with the possibility of rain near the Central Pacific and South Pacific coast due to the entrance of the sea breeze.
