Parents take over 16 schools
to fight sexual education programs

Sixteen educational centers are closed due to parent opposition to the programs for affectivity and integral sexuality mandated by the Ministry of Public Education (MEP). Twelve of the schools are located in San Carlos.

At noon Thursday, the Department of Communication of the MEP confirmed that the centers could not open their doors to begin the school year.  Earlier on Thursday, Minister Sonia Marta Mora confirmed that groups of people had blocked access to four centers with their presence and used chains and locks on the gates of the buildings.

The canton to the north of Alajuela is the one that shows the greatest resistance to the introduction of the sexual education program for tenth year students.

The affected schools in San Carlos are: Garabito, Puerto Escondido, Cerro Cortez, Santa Fe, La Lucha, San Francisco, Viento Fresco, Mario Salazar, Vuelta de Kooper, San José, El Futuro and Aguas Zarcas.

In addition, the educational centers of Daytonia de Limón, El Porvenir and Peñas Blancas de Pérez Zeledón remain blocked, while social networks identified the closing of the Liceo de La Uvita, in Osa, Puntarenas, for the same reason.

"It is affecting 15 educational centers of the five thousand that we have in the country, a quite significant concentration in the San Carlos area," said the Hierarch after a press conference held at the Ministry's headquarters.

"There is an interdisciplinary team that is on the way. I have given them instructions to go to the area to meet with the teachers and with the parents who need it so that, in an atmosphere of great serenity and tranquility, we can explain what is necessary and answer the questions as we usually do," added Mora.

Asked if MEP will request that officers of the Public Force appear in the different locations, the Minister stated: "I do not foresee circumstances that require that action, but I can say that we in the government have been instructed by President Solís to open a dialogue and have a conversation. That is the Costa Rican way of doing things, but we will not allow students to be deprived of the right to education."

The school in Pithaya, also in the North Zone, is another one that remains closed as the Human Resources Department studies a disagreement with the community director of the center. The same situation occurred in Gandoca de Limón and La Cruz de Peñas Blancas in San Ramón, the latter case with a teacher, according to the report.

"We have been lowering the conflict for different reasons of human resources, or infrastructure, that is good news, we are taking care of things in a more Costa Rican way, through dialogue and timely preparation," insisted the Minister.

Despite a prohibition issued by the government, authorities found that a company imported 4,200 kilograms of the herbicide Bromacil on September 13, 2017, three months after the decree had been published.

This is shown in one of the documents issued by the State Phytosanitary Service of the Ministry of Agriculture and Livestock.

An Executive Decree, #40423, issued on June 5, 2017 prohibited the importation of Bromacil, an agrochemical used in the agricultural industry, which has been declared to be a toxic substance.

"Those 4,200 kilograms are meant to cover more than 1,000 hectares of agricultural area. We then demonstrated that use did take place," said Fabián Pacheco, of the Costa Rican Conservation Federation (Fecon), the organization which filed the complaint.

Due to its physical and chemical characteristics, Bromacil has a high potential to contaminate aquifers, even if good agricultural practices are used. In Costa Rica, it was originally registered to be used in pineapple and citrus crops.

The Minister of Agriculture and Livestock, Felipe Arauz, said that he was not aware and that the State Phytosanitary Service is making a technical report on the matter.

The State Phytosanitary Service was also consulted. However, the press officer explained that the officials are making a technical response to "justify" the import of the agrochemical.

Requests to change gender on identity cards are on the rise

An average of about four people per day approach the Civil Registry to request a change of gender in their identity cards.

Since the Inter-American Court of Human Rights issued the advisory opinion about ‘gender identity’ on January 9, the registry has an increase in these requests. By Friday, February 2, there were 93 requests.

"Before the pronouncement of the Court we had 17 and after the pronouncement we have 76 more. That is to say that together they add 93 requests,” confirmed the spokesman of the TSE, Gustavo Román.

Everyone who comes to the office requesting a gender change receives the appropriate forms required for the change, but are notified that requests cannot be processed yet, due to complication in the legal system.

A commission has already been created in the TSE to analyze the advisory opinion and give recommendations on a solution.

The president of the LGTBI Costa Rica Diversity movement, Marco Castillo, explained that they, as a group, urge people to present themselves at the Civil Registry and enforce the opinion of the Inter-American Court. They also offer advice to people who require it.

They suggest that individuals who wish to make a request do so by letter so that due diligence is recorded and they are sure that it will be processed. In the letter they must indicate the current name and the name and the sex they want to make official. When they take the letter to the Civil Registry the official who attended them signs the sheet.

The requests were previously implemented in the "AKA" space of the identity card.

"We have told them to do it in writing for the record, we have indicated things that they should say and that they do not need a lawyer to do the procedure, because that is what the IACHR says so clearly," explained Castillo.

Of the total number of requests, the requested changes that predominate are those of men to women, a total of 69, while requests to change from female to male total 24.

The opinion issued by the Inter-American Court explained that the state had to guarantee equal access to marriage for all people and non-discrimination in terms of gender.

Creative enterprises called to make part of SME's fair

The 2018 edition of the EXPOPYME will include the participation of entrepreneurs and SMEs from the Costa Rican creative and cultural economy. The call for proposals, which opened on February 5 and closes on the 23rd, will accept the participation of four subsectors: design, crafts, audiovisual and editorial.

EXPOPYME is an initiative of the Ministry of Economy, Industry and Commerce (MEIC). It allows entrepreneurs and SMEs to access existing programs and lets them take actions to support the growth of their companies in areas of innovation, advice, financing, and other support. It is also a showcase where their products can access new markets.

On this occasion, the Ministry of Culture and Youth (MCJ) will be in charge of the call for entrepreneurs and SMEs. There will be space for 95 enterprises or companies that have achieved quality in the presentation of their products and services. These products or services must already be marketed in the local, national or international market and must meet certain requirements indicated in the call.

Entrepreneurs and SMEs must belong to sub-sectors in the field of design, crafts, audiovisual and publishing production - in the latter SMEs dedicated especially to promotion and commercialization are invited.

General criteria for assessment and selection of participants:

-Business development: innovation, corporate image, registered trademark, web presence and social networks.

-Presentation of the product or service: finishing of the products or services, presentation of facilities or explanatory brochure for clients, in case of service.

-Priority will be given to projects that are responsible in any of the economic, social, cultural or environmental spheres, and that contribute to the construction of identities and the country brand.

-A project can be discarded if it is estimated that its price is disproportionate or on the grounds that its dimensions exceed the space capabilities or interfere totally or partially with the circulation of visitors.

-Exchange or integration between sub-sectors of the creative and cultural economy: designer-craftsman integration, audiovisual integration-editorial proposal, editorial proposal integration-design objects, and others.

The reception of proposals closes on February 23, 2018.

Legislators strengthen measures against human trafficking

On Tuesday, the Legislative Assembly unanimously approved a bill that seeks to strengthen the fight against human trafficking in Costa Rica.

The initiative was promoted by the legislator of the National Liberation Party (PLN), Sandra Piszk, and ex-legislator Antonio Álvarez Desanti.

With the proposal, articles of the penal code and the law against human trafficking would be reformed and a National Coalition against the Illicit Trafficking of Migrants and Trafficking in Persons (CONATT) created.

These actions would harmonize Costa Rican law with international jurisprudence in the matter, especially with the Convention against Transnational Organized Crime.

Piszk said that the proposed reforms harmonize Costa Rican legislation in fighting this international scourge by providing broader legal categories that will facilitate the work of specialized agents in the field.

Human trafficking will be further punished under the new laws.
This will make it possible to fight activities related to organized crime, illegal capital and corruption, as well as other criminal actions that derive directly from human trafficking, such as transfer, illegal recruitment, accommodation, transportation, reception or delivery of victims of that crime, so none of the people who are part of these criminal networks go unpunished for gaps in the legislation.

There will be a second vote on the initiative next Tuesday.

San José will host conference on climate issues

San José will host the IX Meeting of the Negotiating Committee of the Regional Agreement on Access to Information, Public Participation and Access to Justice in Environmental Matters in Latin America and the Caribbean, which will take place from February 28 to March 4, 2018.

The objective of this meeting is to conclude the negotiation of the regional agreement on climate issues that has been developing since a declaration was adopted in 2012 at the United Nations Conference on Sustainable Development.

The declaration reaffirmed the commitment of the signatory countries and expressed their willingness to move towards a regional model that would promote its full implementation.

Costa Rica has shared the presidency of the Negotiating Committee with Chile with the support of the Executive Board and the Technical Secretariat of the Economic Commission for Latin America and the Caribbean CEPAL.

This regional agreement seeks to guarantee the exercise of access rights that deepen and strengthen environmental democracy, and which are linked to the protection of the environment and human rights.

Central Bank rejects gossip about a possible recession

On Thursday, the Central Bank of Costa Rica rejected some rumors circulating in social networks and instant messaging groups about an imminent economic recession in the country.

That information was attributed to the economist Gerardo Corrales Brenes, ex-manager of BAC bank, but he denied having started the rumor.

In the Macroeconomic Program, published on January 31, the Central Bank projected that the Costa Rican economy will grow 3.6% and 3.9% in the years 2018 and 2019, respectively.

"Due to the above, the assertion that the national economy is on the verge of an imminent economic recession is totally false and tendentious," said the bank, adding that "on the contrary, the country maintains macroeconomic stability that is confirmed by a low and stable inflation, a level of exchange rate consistent with the variables that determine it, and without pressures on the external sector of the economy that are reflected in the balance of payments, among other indicators."

The Central Bank says the economy of the country is quite stable, except for the fiscal deficit.


Despite this, the Central Bank did warn about the complex fiscal situation of the country and "the urgent need" for Costa Rican society to take action to solve this problem.

Criminal gang specialized in robbing tourists dismantled

On Thursday morning the Judicial Investigation Organization (OIJ) arrested several people linked to an organization dedicated to robbing tourists.

In a series of raids in Heredia, agents detained subjects who are suspected of being part of the band known as "Los Pinchonazos".

Gang members targeted vehicles rented by tourists that were parked on lonely stretches of road.

They punctured the tires of the vehicles and and assaulted and robbed the tourists who tried to change the tires.

Some of the crimes took place at the Plaza Real Cariari and La Aurora in Alajuelita.

The agents hope to confiscate evidence that will help in the investigation. At present, it is unknown how many people are detained.

Taming Anxiety

Anxiety demands our attention because it feels so uncomfortable. Anxiety is fear that something might happen in the future. Fear is different. Fear is the feeling that danger is happening right now. But the core of anxiety feels very much like fear even though the danger is not imminent.

The experience of anxiety is very common. Most of us have it from time to time. In my work I have learned that anxiety is often rooted in unresolved inner conflict. There is some feeling or problem going on in your life that wants your attention. Something that wants to be known. This calls for you to pause and spend some time with you, asking inside what this might be about.

Often the anxiety will release if you can get to the truth of what is really bothering you. “Why do I feel this way about the situation? Why does this scare me?” It is not enough to get to know what the situation was that upset you. The release comes when you reach insight into what it is exactly about the incident that causes you to be bothered. This is a Focusing way of discovering and releasing tension.

Focusing Exercise—Focusing means slowing down and paying attention inside where your own body knowing lives. We have an emotional vocabulary in our bodies, but we can’t make meaning of it without some way of symbolizing it in words or images. Focusing links the body knowing with the mind knowing.

Focusing begins with a kind of zooming in on the sensation that comes in your body. You may feel it more in your chest or stomach. After each step take a pause.

Now, if you are feeling anxious right now then go ahead with the following. If it isn’t happening now, think of the last time you had a serious worry. Can you feel or remember what that feels like in your body? I can. For me it most often comes in my stomach, a sense of unease, with a painful tightening and even a slightly nauseated sensation. Your experience will probably be different of course.

Now, try zooming your awareness right into the sensation. Sometimes it helps to put a finger on the place in your body where you feel it as a marker. This may take a minute or two. If it is too strong, and feels overwhelming imagine stepping back slightly from the sensation so that you are sitting on the edge of the feeling. The goal is to be able to feel the whole thing but not be so flooded that you can’t stand it.

Now, sit gently and quietly with the sensation just as it comes. Pause. Notice all the thoughts that want to come. Let the sensation bring the thoughts. This means letting thoughts come directly from the sensation. This seems very different from our usual way of thinking and it is. Pause.

Now, you allow thoughts to flow from the feeling and you wait for a single word, a few words, or an image to come that seems to fit exactly with the feeling. Each thought is for you to consider so take time to check the words with the feeling. Pause.

Now, if we are lucky finally comes a word or words, or an image that fits perfectly with the feeling. You will know. A feeling of release and relief will come. A sort of letting go of the tightness, or dissolving of the tension, along with a sense of recognition. Stay with that for a few minutes. If the fit is right then a feeling of soothing and comfort will spread. Your body recognizes your truth.

This is an example of the Focusing way of working through and resolving issues in your life.

If you can’t resolve the issue and you continue to suffer you probably need to see a therapist. You may need medication. Anxiety is a symptom of stress. If you try to ignore it and the issue remains unresolved, the symptoms will persist and can turn into irritability, anger, headache, stomach distress and many other somatic symptoms.

After months or years chronic anxiety causes a breakdown in your health. First you might notice more frequent headaches or tension related muscle pain. Then it can cause sleep disturbance and increased or decreased appetite with weight loss or gain. Some people go into a state of anxiety that makes their stomachs feel so tight and full of fear that they cannot eat.

When anxiety is severe it manifests in what are called anxiety attacks or panic attacks. Anxiety attacks are moments of severe anxiety that feel like hours. In an anxiety attack you feel very strange and frightened. They don’t last long, maybe 3-4 minutes, but they are very uncomfortable.

Panic attacks, the more extreme form, are the most severe. They are episodes of severe discomfort characterized by rapid heart rate, shallow breathing and often a sensation of tightness in the chest so extreme as to make you think you are having a heart attack. It can also manifest in a sensation of falling. The fear is so intense that it brings you to a flight or fight reaction. It comes with a feeling of naked terror. Panic attacks demand immediate action.

Many folks go to the ER when a panic episode frightens them. In the ER heart attack is ruled out and most often some kind of a tranquilizer is administered.

We used to think that anxiety and depression as two separate disorders. Now most mental health professionals believe that anxiety is the child of depression. As a result antidepressants are usually prescribed. Some antidepressants are more calming and some are more stimulating.

Every client has a different response to the medication. Some patients find it calming to take the medication at bedtime; others find it stimulates them in the morning. Some patients need additional anti-anxiety medication. I advise caution in using them because some of them are addictive.

If you have panic or anxiety attacks I think you are a candidate for therapy. As with any psychological problem, drugs alone are not considered the standard of care. With meds alone the underlying reason for the anxiety can go on festering unresolved. You need more than a band aid. You need support to look into the nature of the problem, and to heal.

Daily flights to Europe start in October

On October 28, 2018, the Air France-KLM group will operate a daily flight between Costa Rica and Europe during the winter of 2018-2019.

Air France opened its Paris-San Jose route with two weekly flights on November 2, 2016. Since then, the airline has increased it services, first for the current winter (three weekly flights) and then for the March to October 2018 period when the airline will add two flights.

Now Air France will increase its weekly flights to four for the winter season 2018-2019.

KLM, which opened its Amsterdam-San Jose route in October 2017 with two weekly flights during the winter, will increase its offer to 3 flights starting next winter season 2018-2019.

"This increase in capacity of the Air France-KLM Group, an additional 24% for the next winter season, responds in the most appropriate manner to customer demand and demonstrates our desire to expand in Costa Rica and the Central American region," said Henri Hourcade, Executive Director of Air France - KLM for Latin America, the Caribbean, and the Indian Ocean.
