One last push for fiscal reform

The Executive Branch hopes to once again push for fiscal reform after the first round of elections.

On Monday, the Minister of the presidency, Luis Paulino Mora, stated that the executive branch will prioritize the subject from this week forward. 

"We have already gone through the election process, we would hope that we could reach agreements on that issue," the official said.

Mora said that this proposal has the optimal balance between halting public spending and generating new sources of income to overcome the fiscal deficit, which the Central Bank of Costa Rica (BCCR) projected 7.1%  and 7.9% of the Gross Domestic Product (GDP) in 2018 and 2019 respectively.

The proposal presented last Friday also includes a focus on security with initiatives such as the strengthening of traffic police.

  The executive branch seeks to make a final effort on approving the fiscal reform bill.
The executive branch said it will also commit to streamlining the infrastructure by facilitating administrative contracting and procedures for construction of public works.

Mora said that he foresees a good climate to make the transition to the new legislative assembly that will start working on May 1.

The two were far from the 40 percent needed to succeed in the first round and also very far from reaching a simple majority in Congress as the Evangelical National Restoration Party won 14 seats and the ruling Citizen's Action Party only 9, in an assembly of 57 legislators.

The former president of Colombia and head of the electoral observation mission of the OAS, Andrés Pastrana, congratulated Costa Rica on the electoral process in a press conference and analyzed the scenario of division that will take place.

"After a long period of bipartisanship in Costa Rica, new political forces have emerged in the last election. The multi-party configuration of the Legislative Assembly will make it necessary to seek agreements between the different forces to achieve the necessary reforms," said Pastrana.

Aware of this scenario, the two candidates who will contest the second round issued statements calling for dialogue to solve the most pressing problems in the country.

"We are going to enter into a debate of ideas, in a campaign of the highest possible standards. Let us make the effort so that this does not turn into a war of insults, attacks, and disqualifications," Fabricio Alvarado told reporters.

"I make a call because there are people who have attacked us. The idea is to debate and discuss,” said the evangelical candidate.

Fabricio Alvarado, 43, is a journalist and evangelical preacher, who rose from the bottom of the polls to win the first round after exposing his strong stance against same-sex marriage and "gender ideology" and in defense of the traditional family and the established values ​​and principles of the nation.

This is in response to an advisory opinion of the Inter-American Court of Human Rights in favor of the family rights of the sexually diverse community, including equal marriage.

Carlos Alvarado, also a journalist who considers himself "a progressive center," said today in a press conference that he has "open channels of dialogue" to move Costa Rica forward.

"The message is to read the mandate of the people, we believe that there is a call for Costa Rica to unite to move the country forward and we assume responsibility to open communication channels," said Carlos Alvarado.

Carlos Alvarado, a defender of equal marriage, also said that those from his party are "open to discussing" and want to hold a respectful in the debate on important issues for the country such as the economy, education, and security, among others.

The official candidate defended his position of "respect for all without exclusions of any kind" and "love for people, for families and respect for the dignity of all."


"It is a profound message of love for all families, diversity and all the people that make up this country," said the candidate.

On the quality of the debate during the campaign, the observation mission of the Organization of American States (OAS) found that it was "dominated" by the discussion of the Inter-American Court's advisory opinion on the rights of the sexually diverse population.

"Given that we already know the positions of the candidates who will compete in the second round in relation to this issue, it would be important that the campaign can concentrate on the integrity of the government plans," said Pastrana.

Tech high school's students lack enough sleep, says study

A study shows that 87% of students in technical schools sleep a maximum of six hours a day,  36% of them say that the quality of their sleep is quite bad.

Insufficient sleep or sleep of poor quality is detrimental to the cognitive development and mental health of adolescents.

Carolina Ramírez carried out an investigation on the subject as part of her degree studies nursing at the Hispano-American University. The study was called, "Sleep Hygiene in adolescents of 18 years of age within the system of professional technical education in relation to the perception of their mental health.”

She explained that the sleep cycle has five phases, one of which is called “REM sleep” or the dreaming phase of sleep. REM is named for the rapid eye movement of the dreamer. REM sleep appears about 90 minutes after the subject falls asleep. It causes greater brain activity but prevents body movement.
 
"The importance of this phase lies in the fact that memories are stored and stabilized during this stage. It also improves memory since the memories are based on general knowledge. During sleep hours the brain creates a review of the information to use in the future. This stage is essential to develop memory and learning," she explained.

Ramírez indicated that during adolescence, the rest cycle may have variations or changes in routine between school days and days off or weekends.

The specialist said benefits of good sleep include helping memory and learning since the same brain areas responsible for learning are activated during sleep.

In addition, the body has a greater ability to synthesize glucose, decreasing the chances of suffering from diabetes.

Lowering of the body temperature during sleep reduces the risk of heart problems, avoids depression, irritability or anxiety and the person is more motivated and has a better performance in managing stress.

Pressure of technical education might be taking a toll on students.

Ramírez carried out her research during 2017 in a professional school located in San José, where she chose a random sample of 100 young people of 18 These young people were given two questionnaires: the Buysse "Pittsburgh Sleep Quality Index" which includes 10 questions to assess sleep disturbances, use of medications and the repercussions on daily activities, as well as the Goldberg, "General Health Questionnaire," composed of 28 consultations related to somatic symptoms.

Answers to the questionnaires indicate that 35.3% of the students go to bed at 12 a.m., 27.5% at 11 p.m. and 3.9% do so at 10 p.m.

Once they were in bed, 42% indicated that it took them 15 minutes to sleep, 37% 16 to 30 minutes, and 12% needed more than an hour.

"Students who take more than 60 minutes to fall asleep demonstrate a deficiency of both knowledge and habits about proper sleep hygiene. It is recommended that whenever sleep does not arrive within 15 to 20 minutes, people should get out of the room in order to generate a mental restart of the process.”

Drone technology confirms the importance of wildlife refuges

A study that used drones for the first time to analyze sea turtle populations reaffirmed the Ostional Wildlife Refuge as one of the most important nesting sites in the world.

The findings, collected by scientists at Duke University and the University of North Carolina at Chapel Hill, were published on sites such as National Geographic and Scientific Reports.

The study was conducted for 4 days in August 2015. A fixed-wing drone was used and it was established that there are densities of olive ridley sea turtles of up to 2,086 individuals per square kilometer during the peak of the nesting season.

The aircraft was equipped with a high-resolution digital camera and infrared vision equipment. The flights were made 90 meters high, with a position that extended the field of vision to the horizon.

Boats have been used for this type of analysis but they are more expensive and it takes longer to draw conclusions from the data.

The Kemp's ridleys are of vital importance for this type of study since they appear in the red list of threatened species according to the International Union for the Conservation of Nature (IUCN).

"To carry out the recently published study, researchers used a drone equipped with an infrared camera in a 3-kilometer stretch of coastal water," cites a publication by Nicholas Environmental School at Duke University.

This monitoring was done twice a day - in the morning and afternoon - on 4 consecutive days during the mass nesting of August 2015. "When analyzing the captured images, we identified 684 confirmed turtle sightings and 409 probable sightings.”

Monitoring sea turtles has allowed a better understanding of their nesting habits in the country.

"This study provides the first estimates of Kemp's ridley densities near the coast during a mass nesting event. More generally, it illustrates the feasibility of using drones for large-scale population assessments in remote locations," adds part of the study, available in Scientific Reports.

The data collected would assist with the establishment and management of marine protected areas, such as the one that already exists in Ostional.

For the future, scientists point out that long-term studies are required to determine the turtle's profile, how deep they dive and how long they remain underwater.

On average, each turtle that arrives in Ostional deposits 100 eggs.

Business sector urges final candidates to boost competitiveness

Representatives of the business sector of Costa Rica have asked the two presidential candidates who will be on the ballot on April 1, for an agenda to improve the competitiveness and the economy of the country.

In a statement, the president of the Union of Chambers and Associations of the Private Business Sector (UCCAEP), Franco Pacheco, called on Fabricio Alvarado and Carlos Alvarado, to carry out a political campaign "of height" and to "negotiate the best for the country."

"We are willing to work with the new legislators and keep a close relationship in order to develop new projects. In the past, many decisions were postponed and that cannot continue happening," said Pacheco.

The leader of the business union said that the next government should work for economic reactivation, reduce unemployment, improve competitiveness and road infrastructure, as well as reduce public spending and informal employment.

"Costa Rica must look for ways to reduce electricity rates and bet on opening up in the energy market; we cannot continue to pay such high electricity costs. In addition, the high fiscal deficit and the level of indebtedness of the country must be reduced, which is why it is important to know from now on the economic work teams that the candidates have," said Pacheco.

For his part, the president of the Chamber of Industries of Costa Rica, Enrique Egloff, said that Costa Ricans should "carefully analyze the concrete proposals presented by the two candidates."

"For national and foreign investment, the Executive Power directly impacts the competitiveness of the country and the capacity of the productive sector to generate employment and development for Costa Ricans," he said.

The businessman pointed out the challenges of the cost of electricity and fuels, public finances, infrastructure, simplification of procedures, foreign trade, and citizen security.

The president of the Chamber of the Food Industry, José Manuel Hernando, said that the country's productive sector needs "equipment with sensitivity to the major structural problems that exist in terms of competitiveness and business climate.

The business sector required further commitment from the two candidates.

Fabricio Alvarado, of the conservative Evangelical National Restoration Party, won the first round of elections this Sunday with 24.78 percent of the vote, with 86.57 percent of the polling stations counted, while Carlos Alvarado, of the ruling Citizen Action Party, was located second with 21.74 percent.

Fabricio Alvarado, a journalist, and evangelical preacher has not announced members of his economic team.

Its economic proposal is practically unknown and in its government plan, it includes topics such as reduction of superfluous expenses such as investment in consultancies.

Carlos Alvarado has announced some names of his work team and has proposed moving forward with the tax reform promoted by the Government of President Luis Guillermo Solís and with some employment programs and the fight against poverty.

The new president will take office on May 8 for a period of four years.

Three suspects of financial scandal released from jail

On Sunday night, three of the directors of the Bank of Costa Rica (BCR) who are being investigated in the well-known case of Cementazo received a change in the precautionary measures that had been imposed on them.

According to the press office of the Public Prosecutor's Office, five new precautionary measures were requested against them: not communicating by any means with witnesses, impediment to leaving the country, signing on the 15th and 30th of each month in the nearest Prosecutor's Office, payment of a ¢10 million bail and the suspension of the charge.

According to the Prosecutor's Office, the Court ordered to them to maintain a fixed address, attend any appeal made by the police, prosecutors or jurisdictional authorities and not approach within a radius of 1 kilometer from the banking offices where they worked.

Corrales, Barrantes, and Ramírez are currently suspended from their positions without pay, an administrative measure taken by BCR.

After the change of measures, Emilia Navas, Attorney General, assured the public that the decision was made based on evidence collected in the last three months evidence showing that these people could have had a lower participation in the case.

The release of the three suspects took place the same day as elections, which raised suspicion among citizens.


"As far as the evidence has led us at this moment, the probability tells us that the participation of these three accused may have been minor and, in accordance with the principles of objectivity and proportionality, the Public Ministry considered that the change of measures was pertinent,” explained Navas.

Tourism recovers at a steady pace


By A.M. Costa Rica staff

The uncertainty that reigned in the tourism sector due to the impact of the tropical storm Nate and the damages it left on the road infrastructure, as well as the current state of the economy, was offset by the level of hotel occupancy reported in December and January.

Data from the National Chamber of Tourism show that the occupation rate is over 80% in sectors such as the Central and North Pacific and that figures are not entirely negative.

The president of the Chamber, Isabel Vargas, said that there is a sense of satisfaction for the occupation reported so far.

For the next few months, the National Chamber of Tourism will promote more targeted campaigns towards more depressed sectors in tourism and seek greater government support.

National theater becomes an official national symbol

On Monday, the Legislative Assembly approved a bill that declares the National Theater as a national symbol of historical architectural heritage and cultural freedom.

The head of the fraction of the Citizen Action Party (PAC), Javier Cambronero, expressed his enthusiasm for the unanimous vote.

"Within the framework of the celebration of the 120th anniversary of the creation of the National Theater, the Plenary approved the recognition of this jewel as a national symbol, a fundamental action in the construction of identity and a sense of belonging for the Costa Rican nationality," he said.

He added that the law will help to maintain the collective memory of the nation, will strengthen the appropriation of this temple of art as the home of all Costa Ricans and will defend the different cultural manifestations of the Costa Rican people.

Bonds prices decrease after presidential results

The Costa Rican external debt bonds traded in international markets registered a decrease in their price on Monday morning, as investors reacted to the results of the first round of elections.

The Costa Rican Eurobond, with expiration in 2045, the largest term issued by Costa Rica, registered a fall of 3% in its price. Friday closed at 106 and today they were trading at levels around 103.

With this movement, the yield of the bond approaches 7%. Another important bond of reference of Costa Rica is the one that expires in 2025, which fell from the 96 registered on Friday to 94.5 registered today.

"The economic visions of the candidates who go to the second round are antagonistic. It could be expected that this uncertainty could further affect the performance of bonds in international markets,” experts said.
