The “undecided,” the biggest electoral group so far

The Center for Research and Political Studies and the School of Political Sciences of the University of Costa Rica, released the data of its last two surveys of the elections of 2018 on Wednesday morning. The surveys revealed that in the last 30 days, 60% of Costa Ricans have changed their voting intention at least once.

The surveys were taken in response to a sense of uncertainty regarding the upcoming election and the limitations of traditional opinion studies in a context of high volatility. They included the a panel type survey and a random sample.

The main finding in both surveys reaffirms dynamism in the intention to vote. There is a great deal of uncertainty about Sunday’s elections as a large number of voters are still unsure as to their choice of representatives. 

According to the CIEP, "the dispute for first place is not only between two candidates but among five, because the percentages are very close to each other, which suggests an unprecedented electoral campaign scenario in Costa Rica."

In the panel study, the perceptions of the same group of people were measured from October 2017 until January 2018, to know the changes that occur in their preferences as the electoral campaign progresses. In the randomized study, a completely randomized sample was used to measure the intention to vote within 10 days of the election and thus complement the complex analysis of the current electoral campaign.

The main results of both studies show similar general trends, although some specific data are different.

"The random-type opinion study is like an instant photograph that measures a specific moment, which is useful for measuring the intention to vote, but in a highly volatile political scenario such as this one, it is insufficient to understand how this election campaign works, how could the electorate behave February 4, that's why we decided in addition to the snapshot, to make 4 samples that can be understood as a video of 4 shots in which these movements are captured and variations in the intention to vote can be understood, " said Ronald Alfaro, coordinator of the Public Opinion Unit of CIEP.

Volatility. The panel shows how the percentages of support have changed between one candidate and another and where the voting intentions have moved in the last 4 months.

For the CIEP, the changes in the preferences have intensified in the last months and this has happened to all the candidates and to the group of indecisive people.

The undecided voters have been very variable throughout the campaign. With just a few days before the election, “undecideds” have actually increased their percentage in the last measurement.

The randomized study puts in the first place, with a technical tie to the candidates Fabricio Alvarado (17%) and Antonio Álvarez (12%), while the second place is also in dispute between Antonio Álvarez, Carlos Alvarado (11%), Juan Diego Castro (9%) and Rodolfo Piza (8%), since there are no substantial differences between their minimum and maximum levels of support.

  The latest report of the University of Costa Rica sheds light on how people decide to choose a candidate.

In this case, there are no significant difference between the minimum and maximum support levels of the first 5 candidates, which means that there is a technical draw in for first place.

In this January measurement of the panel study,  the lead candidate was Fabricio Alvarado (17%), followed by Antonio Álvarez (15%), Carlos Alvarado (15%), Rodolfo Piza (13%) and Juan Diego Castro (11). %).

Less than a week before the elections, the percentage of indecision to elect deputies is so high (48%) that it becomes impossible to predict the conformation of the Legislative Assembly.

In the intention to vote, the National Liberation Party (13.%) is the one that obtains the most support, followed by the Citizen Action Party (8%), National Restoration Party (8%), Christian Social Unity Party (7%) and the National Integration Party (4%).

The Supreme Electoral Tribunal remains an institution with high credibility among Costa Rican citizens, in the midst of a panorama of great uncertainty.

Some 61% of the people trust in the transparency of the electoral process, while 69% believe that the result will faithfully reflect the popular will.

Additionally, 59% state their confidence in the impartiality of the Court, while 57% trust in the elections.

Television is the informational media most used in Costa Rica, as 64% of the people interviewed said they rely on it for news, while 28% mention social networks and 10% the other traditional media.

Young people with university educations report relying on social networks and television about equally (46% to 47%).  As age increases, television becomes more important.


Country takes a step further to the OECD membership

The Committee of Insurance and Private Pensions of the Organization for Economic Cooperation and Development (OECD), issued a favorable opinion for Costa Rica’s entry into the Organization.

The decision was made after a technical review of the regulations in the insurance and private pension sectors (obligatory and voluntary supplementary regimes, both individually funded).

The country demonstrated adequate supervision and can guarantee the rights of consumers of private insurance and pension services, as well as promote market development and effective competition.

The review found that after the market opened in 2008, a solid regulatory and supervisory regulation has been developed.

The OECD issued a series of recommendations for future improvements related to the implementation of risk-based supervision, promoting more insurance companies to participate in the market and supervising financial groups.

Regarding complementary pensions, the OECD found that Costa Rica complies with the Fundamental Principles of the Private Pension Regulation. This is a legal instrument that gathers the best practices of the OECD countries and provides a high-level guide on the design and operation of private pension systems.

The Organization issued a series of recommendations for future pension improvements related to the implementation of the corporate governance regulations, to seek that private pension schemes be similar for all workers and to implement changes in the form in which the superintendence is financed.

Former Colombian president leads delegation
that will observe the elections

The Organization of American states has already begun meetings with different presidential candidates, including Carlos Alvarado and Antonio Alvarez. The electoral oversight mission is led by the former president of Colombia,
between 1998 and 2002, Andrés Pastrana.

Pastrana, who made a strong call to vote, mentioned that he will seek meetings with the 13 presidential candidates and that on Friday he will hold a meeting with Luis Guillermo Solís.

The former president of Colombia pointed out that part of his mission will be to urge voters to vote and to address some concerns, especially on the subject of polls.

The OAS has deployed over 200 electoral observation mission designed to seek equity and transparency in election processes.

Education authorities failed to comply
with deadline to hire 1,000 teachers

The Ministry of Public Education (MEP) failed to complete the appointment of teachers for a thousand vacancies in all educational levels of the country before the start of the school year on February 8.

According to Julio Barrantes, head of the Department of Human Resource Allocation, the thousand vacancies are due to resignations. Some teachers who were already hired have declined their positions due to assignments far from home, personal issues, or new status as a pensioner.

"We started with the process of interim appointments for this school year, in order to cover the largest number of vacancies generated by pensions, resignations, transfers and other movements,” said Barrantes.

It is no surprise that each year, before the beginning of the school, the MEP must face last-minute changes, however, the authorities trust that the classes will start without any delay.

Bus services will be monitored with GPS devices

The installation of GPS navigation systems is one of the steps taken by the Public Services Regulatory Authority (Aresep) in order to have real-time information on bus routes.

With the endorsement of the operators, the regulator installed 254 devices in buses serving 10 different routes in the country, including those that provide services in Coronado, Pavas, Quepos, San Vito, Turrialba and Guápiles.

According to the data, it was detected that some routes have buses whose mileage is up to 117% higher than the rest of the units, while in other cases the percentage was 70% or 13%.

The director of the Intendant of Transport, Mauricio González, explained that the analysis also allowed them to detect deviations of the authorized routes and monitor the speeds at which the buses travel.

The study indicated that, on average, travel times increased up to 30 minutes on average during peak hours, mainly on the El Roble de Alajuela, Coronado and Ciudad Colón routes.

According to González, a total of 280 thousand trips were analyzed.

José León Sánchez, author of the emblematic Costa Rican novel, The Island of the Lonely Men and the novel Tenochtitlán, along with the composer of the famous calypso song “Cabin in the Wata,” Walter Ferguson, were awarded the Magón prizes and the National Prize of the Immaterial Cultural Heritage Emilia Prieto Tugores 2017, respectively.

The awards were granted as tributes to the cultural work of a lifetime and the contributions that have strengthened the cultural development of the country.

After the announcement, Sanchez thanked Mexico for "feeding me when I was hungry," and where he was treated as a citizen. "To all those who are in the jails of the country I send a greeting, for their pain and anguish," he added.

Sanchez expressed feeling happy and proud to receive the awards.

"I want to say, also, that I hope that the prize in the near future will be given to Miguel Salguero, that great Costa Rican journalist,” he said.

The judges for the Magón prize unanimously selected Sánchez from among three finalists.

"It is a tribute to one of the most important personalities of the literature in the country and it is a debt that the country had. As a great writer, he has put the name of Costa Rica on the international stage," said the writer and 2016 Magón Prize winner, Ronald Bonilla, who was one of the judges.

According to the decision of the judges of the 2017 Tugores Prize presented to Calypsonian, Walter Ferguson Byfield, the work of the composer from Limón is characterized by the presence of Afro-Costa Rican culture in its masterful composition, interpretation and musical transmission. In the piece, he highlights his creativity and social sensitivity, becoming an outstanding narrator of the feelings and stories of his people.

In his compositions he brings to life the Creole English of Limón, a language that characterizes the Caribbean culture of the country, the judges explained.

The judges of the Emilia Prieto Tugores Prize also considered its musical and cultural trajectory in the regional, national and international scope, a reference to the Afro culture of a multi-ethnic and pluri-cultural Costa Rica.

Road closure over Virilla River will take place on Friday

This Friday, February 2, the south pillar of the new two-lane bridge will be placed on the Santa Ana radial of the Virilla River.

Traffic will be halted through the site from 3:00 a.m. to 7:00 a.m.

The Ministry of Public Works and Transportation (MOPT) informed public that if the works are completed earlier than expected, the area will be opened immediately.

On January 11, the first pillar was placed in the north sector.

At 17 meters in length, this piece has a weight close to 60 tons and is made out of steel.

Given the dimensions and its weight, it is necessary to close the road through the current Virilla Bridge, with the aim of carrying out the task safely.

Authorities of the National Council of Roads (Conavi) recommend that drivers take the work schedule into account when planning early morning trips this Friday.

The project is 50% complete. Work on the project is currently underway at the construction site and at a welding workshop located in Orotina.

It is estimated that the superstructure, or upper portion of the bridge, will be in place in June. 

The construction has a cost of $ 8.5 million.

Electoral Tribunal rejects appeal
from Catholic and Christian churches

The Supreme Electoral Tribunal (TSE) rejected two appeals filed by the Catholic and Evangelical Church against the precautionary measure of January 24, in which they were prohibited from continuing to use religion to influence the vote of their parishioners.

This is stated in two resolutions, issued Tuesday afternoon by the judges of the Court.

Mauricio Granados Chacón, the legal representative of the Episcopal Conference of Costa Rica, filed an appeal to revoke this precautionary measure, while Juan Carlos Retana, special representative of the Evangelical Alliance Federation, filed a request for clarification.

The Episcopal Conference argued that the measure violated the right to freedom of opinion, expression and worship, however, the Court recalled that according to Article 103 of the Constitution and Article 11 of the Law of Constitutional Jurisdiction, no there is legal recourse that can be filed against judgments, or orders that have been issued by the TSE, so the appeal for revocation "is inadmissible by regulatory rule."

The Evangelical Alliance raised a series of questions about the scope of the precautionary measure, which were answered by the electoral magistrates.

First, the Court recalled that, while it is true that the Constitution establishes the right to freedom of expression, that right is limited by Article 28 of the Constitution, which explicitly prohibits clerics or laymen from making any kind of political propaganda by invoking motives of religion or using, as a means, religious beliefs.

This prohibition established in the Constitution, as recalled by the Court, seeks to avoid invoking religious reasons to influence the will of citizens in the political-electoral sphere and affect the free exercise of suffrage, directly or indirectly.

The TSE determined that the churches can take a position on the social problems of the country, express their position on specific issues of the national reality, publicly express the axiological framework that corresponds with the ideology of their particular religious creed, preach faith with freedom, teach their social doctrine, exercise Earthly mission without any hindrance and give moral judgment, even in matters relating to public order and others of their interest, without this constituting a transgression of the constitutional restriction of Article 28.

However, the Court noted that the law does not allow actions that influence the freedom of the vote of its parishioners, because if complaints are received - such as the appeal filed against both organizations - each specific case will be studied.

Although the Episcopal Conference and the Evangelical Federation said that they had no jurisdiction over what the priests or pastors did to influence the vote of their parishioners, the Court recalled that such order was issued in the precautionary measure, and that both organizations must comply with it through internal channels that they believe are appropriate, even if this implies transmitting the information to the Bishops or Evangelical Associations that comprise them.

Roche pharmaceutical inaugurates Global Service Center

The firm Roche Farma inaugurated the new Global Center for Shared Services in Information Technology in Costa Rica.

This unit will provide technical support to the Roche Pharma and Diagnostic divisions in the United States and Canada.

The company invested about $1.5 million in infrastructure and equipment.

Roche is the largest biotech company in the world and a leader in vitro diagnostics.

The capital investment included infrastructure, high technology equipment, as well as the hiring and training processes of the employees.

The company opened the facilities in Escazú and already has 100 employees to work in the positions of service, management and training agents.
