An academic alliance to dig into voter's minds

Specialists in cognitive sciences, psychology, political science, statistics, and philosophy of the University of Costa Rica (UCR) will gather their knowledge about the 2018 presidential election to try to understand the decision-making process of Costa Rican votes.

Experts will look for new paradigms that help them understand the behavior of voters, which according to surveys is increasingly volatile, that is, their decisions are not definitive and can change at any time. How do people make a decision in a scenario like this? What elements does someone take into account? These are some of the questions that a team of researchers is trying to answer.

Dr. Felipe Alpizar, director of the Center for Research and Political Studies (CIEP), recognizes the need to undertake new studies since all known models have fallen short of understanding the behavior of voters in what he calls “a liquid era,” an era in which the historical referents of the traditional political parties have been set aside.

Dr. Ronald Alfaro Redondo, the coordinator of the CIEP Opinion Survey, said that measuring the intent to vote has become increasingly complex so they face the need to look for other methodologies and non-invasive ways to ask people about their voting intentions with the aim of obtaining more accurate answers.

One of the main limitations to measuring the intention to vote is that voters can give an answer that does not match their final decision. It is suspected that the face-to-face interview could be affected by factors such as social desirability and other associated phenomena that prevent the person from expressing a true opinion.

Dr. Mauricio Molina will conduct an experiment to measure the effectiveness of different methodologies used to ask about the intention to vote. A random sample will be chosen at the exit polls and will be assigned (equally randomly) to various methodologies (including the face-to-face interview and the simulation of the ballot boxes).

The above will allow measuring the differences between these methodologies, as well as the differences regarding the result of the elections.

In order to investigate the changes of opinion of the voters, a longitudinal or panel-type study is being carried out. This consists of consulting the same people from time to time to see how their position or perception changes on various topics.

Within the CIEP Opinion Surveys, is a module with questions about factors that affect the electoral campaign.

The results of a January 2018 survey indicated that news and debates are aspects that most influence the decision to vote, while surveys, family, political campaigns and social networks have little or no influence on the decision.

  Understanding how emotions and rationality correlate when making an electoral decision is one of the objectives of the study.

The report indicates that these factors have the same intensity of affect in the different population groups. There are no significant changes among those who consider a particular medium is influencing their decision to a greater or lesser degree. 

The psychological tools that come into play and how they interact when the decision is made to vote is still unknown

Disciplines such as political science, social psychology or philosophy of mind, have developed to explain the decision of a voter, and one of the main questions to be answered is whether a rational process occurs when people decide who to vote for.

According to Mauricio Molina, director of the Institute of Philosophical Research (INIF), we cannot separate reason from emotion when we make these decisions: "when we see that in an election people seem to vote irrationally for candidates who appeal to emotionality more than the reasons, in reality, what we see is a rational way of deciding, so that emotional aspects are actually part of the tools available to human rationality," he explained.

Social psychologist Dr. Rolando Pérez agrees. He adds that beliefs (values ​​and ideology) and emotions (fear, pleasure, etc.) are present in the different levels of the cognitive processing of each person and determine to which topics he or she will give greater importance and to which discourses he or she will be more receptive.

Pérez is responsible for analyzing the role played by some psychological variables related to voting. The specific objective is to understand how authoritarian attitudes and discourses that promote racism, xenophobia and homophobia, which have influenced electoral processes in other countries such as the United States, Great Britain or Colombia, influence the electorate.

According to the most recent opinion polls, they are also influencing the decision of Costa Ricans.

Notaries await Civil Registry's green light
to perform same-sex marriages

The National Directorate of Notaries expects the Civil Registry to give the okay for the registration of marriages between same-sex couples.

This would give notaries the green light to carry out these ceremonies and was stated in an agreement of the Superior Notarial Council. The agreement states that permission to perform the marriages in not dependent on the Constitutional Chamber or a legislative reform alone, but on the Civil Registry as well.

"The document explains we are not making any assessment, we have to comply with the order and with all the rules that exist," said Juan Carlos Montero, representative of the Ministry of Justice in the Superior Council of Notaries.

Montero said that a prior agreement was presented on January 19, in an attempt to prevent notaries from committing errors, since they did not have a platform previously defined by the Civil Registry.

The new agreement, which was expanded following a request from Marco Feoli, Minister of Justice, clarified that the Civil Registry is the entity that must issue the guidelines that allow the registration of marriages between people of the same sex.
 
"The new agreement is much more prudent than that of last week, and the Council understands that the adjustments must be made and value the advisory opinion of the Inter-American Court, which recognizes its legal effectiveness. The first thing is that the Civil Registry defines the new registration rules."

Due to the opinion of the Inter-American Court of Human Rights, the Supreme Electoral Tribunal (TSE) decided to set up an institutional committee that will study and report on the marriage criteria and define the guidelines for applying the process.

Notaries will likely implement same-sex marriages after the elections are over and the Civil Registry, which belongs to the Supreme Electoral Tribunal, makes further analysis on the matter.


The TSE stated that it will work on these guidelines until after the elections. As long as instructions are not issued by the Civil Registry, notaries must adhere to the Family Code.

According to Marvin Carvajal, legal director of Presidential House, the new agreement provides greater peace of mind.

"The first agreement left many doubts, it seemed to establish an absolute prohibition, a few days after such an overwhelming advisory opinion, which seems to be more reflective and recognizes that it is a highly complex issue that must be implemented gradually and progressively," Carvajal said.

In-Vitro Fertilization to be publicly implemented in September

The Costa Rican Social Security Fund (CCSS) and the couples waiting for the In-Vitro fertilization (IVF) process have exhausted their negotiation process so the institution has committed to carrying out the procedures as soon as possible.

On December 2018, the lawyer for the plaintiff couples, Hubert May, delivered a proposal to put an end to more than 40 administrative litigation proceedings against the State and CCSS.

On Wednesday, January 24, the lawyer and the technical-legal team reached an agreement that allows an end to the long process.

According to May, medical attention and diagnosis will be given to 35 couples in September at the latest.

In addition, he said that in the next few days the agreement would be taken to the Board of Directors of the CCSS for its approval and subsequently to Administrative Litigation.

May explained that the coming months will see the beginning of the application of protocols of CCSS involving medical examinations to determine the problem of infertility in couples.

In March 2016, the Inter-American Court of Human Rights endorsed the decree issued by the government to allow the In-Vitro Fund.

Legislators approve the reduction
of time between electoral rounds

With 39 votes in favor and none against, the Legislative Assembly a constitutional reform that would allow a shorter period between the first and the second electoral rounds whenever they are necessary.

Proposal #19116 was first presented in 2014, by the legislator of the Citizen Action Party (PAC), Ottón Solís, who regretted that the Assembly has taken such a long time to process the initiative.

"The initiative was presented on May 1, 2014, but the laziness of some legislators and the veiled opposition of others halted its approval,” he said.

With the amendment of Article #138 of the Constitution, the term is reduced so that the elected President has more time to finish shaping his cabinet.

The amendment will also reduce campaign expenses and accelerate the electoral resolution.

If this initiative becomes law, an eventual second round would not be held on the first Sunday of April, but on the Sunday a month after the Supreme Electoral Tribunal (TSE) made the official declaration on which parties occupied the first and second places in the first election.

The new reform seeks to reduce campaign expenses, among other objectives.

Because it is a constitutional reform, the file was sent to the Constitutional Chamber of the Supreme Court for consultation and the next legislature will give the final vote.

Ministry of Economy warns about new fraud scheme

It all begins with a telephone call, supposedly on behalf the Ministry of Economy, Industry and Commerce and the Ministry of Finance, where information about  the user’s electronic invoice data and digital signature is asked.

Then the caller offers advice and request access to the site and tells the victim to complete a series of procedures, including entering their personal usernames and passwords.

The site created is not an official one and no institutions are making calls of this nature.

MEIC called for users not to fall into the trap and asks that anyone receiving such a call report it at once.

MEIC also reminds the public that the official pages of  are those ending in go.cr and asked users not to provide personal or company information.

In the case of bank scams, data from the Judicial Investigation Organization and the Financial Consumer Office show that a telephone call is the preferred tool used by fraudsters.

Tek Experts expand its operations in Costa Rica

The multinational company Tek Experts announced the opening of 100 new employment opportunities in Costa Rica, as a result of the expansion of its activities in Torre Condal in San Pedro and Terra Campus in Tres Ríos. This new expansion will be made during the first quarter of 2018.

Requirements for the positions include an intermediate or advanced level of English and Japanese and a related degree.

Authorities analyze changing the location of Puntarenas Ferries

On May 2019, ferry services could be moved from the terminal of Barrio El Carmen in Puntarenas.

The study to determine where to place the  terminal is part of the commitments acquired in the National Transport Plan 2011-2035.

The study is funded through loans by the Inter-American Development Bank.

The analysis will allow planners to determine if the operations at Naviera Tambor and Coonatramar are should be partially or totally moved.

The General Director of the Port Maritime Division, Jorge Hernández, explained there are many options to consider when thinking about  the change.

One possibility is leaving part of the operation of each company in place and moving one part to another site, just one of the variables that must be defined in the field work. Not transferring any operations at all is also a possibility.

The study will take into consideration all the variables including social, environmental and logistical issues, as well as the economic impact of an eventual transfer on the community and the effects on those who live in the Peninsula and work in Puntarenas.

The analysis should define the best option for all parties, whether users, merchants or neighbors, Hernandez explained.

Although Puerto Caldera is spoken of as a possibility, it could be any other point in that area of ​​the Central Pacific to which the service could be transferred, even in the same canton of Puntarenas.

Hernandez urges those interested to approach and talk with the authorities so that they can know the real progress of the initiative and not fall back on speculation and rumors.

The Puntarenas Ferry station has no more space to expand its infrastructure as is needed, according to authorities.


The shipping company moves about one million people and Coonatramar up to 300,000 annually and figures increase every year.

The problem of road congestion in the Puntarenas sector is now tangible, and it is common to observe the users parking in the public roads in the neighborhood of Barrio El Carmen, while waiting to enter the ferries, reducing an efficient circulation of road traffic.

The current terminal of the ferry has also exhausted spaces for new infrastructure.

The current facilities join the Puntarenas estuary to the north, where it is impossible to build additional landfills for new infrastructure.

The other possibility is to expropriate the land of a significant portion of the population in the vicinity of the terminal, but this has considered unviable socially and economically.

Costa Rican proposal against snake bite poisoning
gets international support

During its 142nd meeting, the Executive Committee of the World Health Organization (WHO) analyzed the proposed resolution led by Costa Rica to solve the problem of snakebite poisoning, which mainly affects rural populations in conditions of poverty in Africa, Asia and Latin America.

The Executive Committee unanimously agreed to recommend that the 71st World Health Assembly adopt a resolution that was presented jointly with Colombia.

The resolution is supported by more than 35 countries from all regions of the world.

The adoption of this resolution by WHO constitutes a historic milestone in the global efforts to reduce the impact of this neglected tropical disease that causes so much pain in the world.

Snake bites cause the death of more than 100,000 people each year and leave some 400,000 people with permanent physical and psychological consequences.

This resolution urges member countries to establish programs for the surveillance of this problem and to guarantee access to anti-venoms, promote cooperation and scientific and technological exchange, improve the training of health personnel in the treatment of snake bite and promote prevention of these accidents.

The proposal was prepared after much work that involved the participation of international experts in the subject as well as non-governmental organizations such as the Global Snakebite Initiative and Health Action International, and representations of many countries under the coordination of the Government of Costa Rica through its Permanent Mission to the United Nations in Geneva, the Foreign Ministry of the Republic and the Ministry of Health, with the technical support of the Clodomiro Picado Institute of the University of Costa Rica.

The government and the University of Costa Rica expressed their great satisfaction for this achievement that has a global impact, which has been promoted by Costa Rica with the participation of many other nations.

The adoption of this resolution by WHO, which had the full support of the Americas region and the African Union, is a fundamental step in the global efforts to reduce the suffering and anguish caused by snake bites.

New website on Costa Rican cultural scene launched

The National Museum of Costa Rica has launched the website: www.confluencias.go.cr with the aim of giving people a way to get to know the activities offered by museums, galleries, parks and cultural houses and their activities.

The site shows the cultural and artistic offerings of national and regional museum spaces.

"This is a portal for museum spaces in the country. It seeks to generate links of work and collaboration between specialists and those responsible for the protection of the different art assets," explained Olman Solís, coordinator of the Regional Community Museums Program.

The site presents the directory of the museums, and each one has information so that people can visit them and know them.

It provides a general description, schedules, services offered, contact information and location.

It also has a news section and a cultural agenda for its different audiences.

According to Solís, this is part of a bigger project, which will grow in stages. "In its first stage it is as an important informative window on the novelties of the work in the museum's spaces," he said.

In later stages in 2018 and 2019, it is intended to stimulate the exchange of knowledge with the participation of professionals and people interested in the subject of museology in Costa Rica.

The new platform has an emphasis on visual arts and museology.


In a third phase it is expected that the platform will be compiled in a specialized journal on the subject of museology, aimed above all at professionals and people linked to culture and museum spaces, who in addition to promoting research, offer online training in different fields of museology in order to improve the quality of services.

Costa Rican gastronomy will show off in Spain

Spain will taste the delights of Costa Rican gastronomy through the National Association of Costa Rican Chef (ANCH) and the Costa Rican Gastronomy Foundation (Fucoga), both of which are invitees at the Xantar 2018 Fair.

This is the nineteenth edition of the fair and will take place from January 30 to February 4, 2018.

This initiative is born of the ‘National Plan for Sustainable and Healthy Costa Rican Gastronomy’ that is promoted here in Costa Rica.

"This event will exhibit us in Galicia, which we consider to be a Spanish gastronomic power. In Costa Rica we have a gastronomic history to be proud of, we have a country well known for its products and human resources, so we promote our own and differentiated gastronomy, with differentiating elements in sustainability and health," said Alejandro Madrigal, Director of ANCH and Fucoga.

Costa Rican gastronomy is a cultural aspect to being boosted by the tourism authorities.


In
total, 3 demonstrations of sustainable and healthy Costa Rican cuisine will be prepared and products from our culinary culture will be used.
