Drugs are now coming from the north
to Costa Rica as final destination

Members of organized crime are importing marijuana from the United States and Canada into the country, taking advantage  of the legal status of the drug in several states in those countries.

The country is also the destination for synthetic drugs from coming from Europe.

This has been confirmed by the Minister of Public Security, Gustavo Mata, who is said to be surprised by the opening of new routes that place Costa Rican citizens as targeted consumers.

This week police arrested an U.S. Citizen man who tried to introduce drugs into the country. The subject came from California with 991 grams of marijuana in 282 electronic cigarettes.

"We are really surprised that a market line is opening directly from an American state to our country. It is legal there but it is not in our country," said Mata.

According to him, the case has caught the attention of the authorities because the normal movement of drugs indicates they come from South America and have the United States as a destination.

"We stopped being a country for crossing drugs and became an important consumer of cocaine and marijuana. The same happens in the case of synthetic drugs brought from countries like Germany and the Netherlands," added Mata.

“This phenomenon shows that Costa Ricans are becoming important consumers. It is worrisome because a different line of drug trafficking to Costa Rica opens up. It is not only the countries of the South, but we see drugs from the US,“ explained Mata.

  Costa Rica seems to have become a destination market for cocaine, marijuana and synthetic drugs.

The Ministry of Security said local authorities are analyzing the situation with their US counterparts to assess whether there is already a market line from the states that legalized the use of marijuana.

In 2018, international authorities expect that drug trafficking will continue to increase. South America has doubled production and those drugs are targeted to reach Europe and the United States.

Mata said they are dealing with the issue by purchasing of ships, radars and planes that will arrive in the country in the coming months and be used to combat trafficking.

Mata said that the most important approach for the coming months is the prevention of drug use as it has a strong link with waves of violence.

On Thursday, president Luis Guillermo Solís signed the Law of Incentives and Promotion of Electric Transport, which will benefit users and importers of these vehicles.

This legislation establishes incentives of an economic nature, privileges in circulation, and easy access to credit lines in order to encourage their use.

Some other benefits are the tax exemption of spare parts, assembly equipment, and production.

The car property tax is also eliminated and the vehicles will not be subject to vehicular restriction.

"We are breaking paradigms. Costa Rica is positioned in the world because today begins the era of electric mobility," said legislator Franklin Corella, one of the supporters of the project, along with lawmakers Marcela Guerrero and Silvia Sánchez.

The use of the electric technology in the transportation system seeks the reduction of greenhouse gas emissions and, little by little, to replace the fossil fuels cars.

Currently, there are already 20 electric recharging stations installed in the country and, according to the Minister of Environment and Energy, Edgar Gutiérrez, in 2018 another 41 will be installed.

Drivers can now profit from the benefits of owning electric vehicles.


The Costa Rican Electricity Institute, the National Company of Power and Light and the Company of Public Services of Heredia are in charge of placing and managing the recharging stations.

The same duty has been assigned to the Rural Electrification Cooperative, which has already placed four stations in San Ramón, San Carlos, Guanacaste, and the Zona de Los Santos. This year they will place 10 more stations.

TV station excludes government party's candidate from debate

Carlos Alvarado, presidential candidate of the Citizen Action Party (PAC), was not invited by the Repretel company to participate in a nationally broadcasted presidential debate.

Repretel owns a network of open signal television channels in the country. The two most  important are Channel 6 and Channel 11.

On Thursday, the television network confirmed that the candidate of the government party is not invited to the debate on February 1, the last face-off between the candidates before voting, which takes place on Sunday, February 4.

According to Alvarado's campaign manager, Camilo Saldarriaga, Repretel said their decision was based on the results of the latest CID-Gallup poll. Since the candidate was not one of the leading candidates, they decided to exclude him.

Alvarado claimed last week that a debate without the PAC was an opposition debate and demanded to be made part of it.

Channel 7, which belongs to Teletica did invite him to the event of January 30.

According to the company, Carlos Alvarado was excluded from the national debate at Repretel due to the small percentage of voters supporting him.

"We are respectful, but we would like to participate. We would hope to have the opportunity to be present," said Saldarriaga.

High-pressure system from the north
will cause gusts of wind here

The transit of a high-pressure system over the southern United States to the Atlantic Ocean will maintain high atmospheric pressure over the Central American region, creating moderate to strong winds in the country.

According to the National Meteorological Institute (IMN), this situation will lead to the entry of humidity and cloudiness to the province of Limón and the North Zone causing precipitation in most of the days this weekend.

It is expected that part of the cloud cover may extend to the mountains of the Central Valley and generate drizzle.

In the Pacific, mornings with a few clouds are expected, followed by afternoon partial cloudiness and some showers in the central and southern part of the country.

Economy will show slow growth, according to forecast

The growth of economic production during the first quarter of the year will be below 3.5%, according to the Performance Forecast of the Costa Rican Economy carried out by the Research Institute of Economic Sciences of the University of Costa Rica (UCR).

This growth is lower than that expected one year earlier when it was 4.18% during the same period.

According to Rudolf Lücke, a researcher at the Institute, such a low growth figure has not been seen since the beginning of 2015.

"The pace of growth of private consumption has weakened; the consumer is showing more caution. The weight of growth lies with exporters, although consumption is still important," said the specialist.

Lücke added that the expectation of higher prices and interest rates negatively influence spending.

Inflation, on the other hand, is projected to start the year growing at a faster pace than the previous year.

While the increase in the general level of prices was 1.58% during the first quarter of 2017, for the period between January and March 2018 it is expected to be between 2.5% and 3.5%.

Among the factors that explain the changes in the rhythm of year-on-year inflation is the drastic volatility in the domestic price of fuels and the increase in the price of food and raw materials.

The analysts of the UCR estimate that the passive basic rate could grow in the first months of this year reaching 6.5%. A year ago it was around 4.50%.

On Thursday the quarterly survey on business opinion and expectations for the first quarter was also presented. The results highlight less optimism among entrepreneurs.

The possible results on the presidential elections keep businessmen from showing excessive optimism.

The result of the Global Index of business expectations weakened by 2.4% from the previous quarter, standing at 53.6% and matches the second lowest value of the last 7 years in the same period.

The most striking downturns occurred in the agricultural, construction, manufacturing and other services sectors. Only trade showed more optimism due to the payments of school salaries in the public sector.

Regarding employment, 7 out of 10 companies expect to keep their current employment levels. Trade and manufacturing indicate that they may hire additional staff.

Despite this, many businessmen prefer to wait for the election results before making investment decisions, explained Gabriela González, one of the researchers.

The survey was conducted with a sample of 500 businessmen from all over the country during the month of November 2017.

Only 5% of elementary school students get music lessons

Only 5% of the 4,048 elementary schools in the country provide two weekly music education lessons.

The Ministry of Public Education (MEP) said the complete curriculum cannot be offered throughout the country due to the capacity and educational infrastructure of public schools.

Schools located in rural and single-teacher areas are those that are mostly forgotten in regard to the subject.

According to Rosa Carranza, director of Curriculum Development of the MEP, musical activity represents a pillar in the integral education of students and thinks that not enough effort is made to provide musical education.

In December, the MEP issued a memo establishing the new guidelines for the assignment of lessons in this subject, which is part of the mandatory curriculum.

"Music education must be a vital part of the development of children and young people, so it will be sought to reach the total coverage of I and II Basic Education General Cycle - including the teaching of music – for the youngest possible students and according to the possibilities of infrastructure and hourly capacity," says the document.

The lack of music education affects elementary school students from rural areas above all.


However, the MEP emphasized that changes should be made gradually and progressively.

During the period 2014-2017, 52 institutions were incorporated on a regular schedule and began to implement the complete curriculum, for a total of 1,943 places created for teachers of music education.

The U.S. donates armored vehicle to police forces

By A.M. Costa Rica staff

On Thursday, the Embassy of the United States of America gave the Ministry of Security an armored vehicle to be used by the police force.

It is one of three vehicles delivered to different police forces in the country. They are four-wheel transports that were equipped in the United States with state-of-the-art technology, special external lights, infrared cameras, navigation systems, armored glass, and tires that allow the entry to any type of terrain.

Each of these vehicles is valued at $208,221 so the total donation amounts to $624,663.

The Ministry of Security will designate this vehicle to special forces staff members who have received prior training for its proper functioning.

The Deputy Minister of Public Security, Bernadette Marín thanked the United States for its support in the name of Ambassador Sharon Day and emphasized the  two nations joint efforts in fighting crime.

NO REGRETS (second part)

This is about the regrets that too often come out of choices we made in the past. Getting married and getting divorced are two of the most consequential choices you will ever make. And they are inherently stressful, which makes it more difficult to think clearly about what you really want.

Getting Married: I am speaking now partly from my own experience. I was single 15 years before meeting my husband David. During that time I set out to discover all I could about men. I dated a lot.

Being a psychologist I couldn’t help being a researcher (smile) as well as a woman looking for that mysterious “fit” with another human being. I have learned a lot from working with clients, and from research on what makes relationships work. I always read compulsively from psychologists writings on couples and couple therapy.

Sometimes what to do seems so very clear to us. I’m in love so I’m getting married. But he old saying “love is blind” has some truth to it. When we are in love we have a tendency to imagine this is the dream prince/ princess we always wanted. He/she seems surrounded by the glow of love. The glow is magnified by the bonding power of sexual ecstasy.

Deep inside we have always carried an imago, Carl Jung’s term. An imago is more than an image. It is an image that is emotionally powerful because of the deep feelings it carries.

Getting to know the depth of another person is a long term process. But in the first months or even years it is difficult to see beyond the qualities and the feelings/hormones that draw us so relentlessly. There are other qualities we don’t notice, or things that we think won’t bother us. We are “blind” to the dark spots in him that we may later find problematic or even repulsive.

I recommend dating. Dating a number of men or women gives you a chance to discover the kind of behaviors that you can’t stand, as well as the qualities you value. In dating you aren’t constantly with the person. You can experience him/her in contrast with others and in contrast with being by yourself and notice how you feel.

What does that person bring out in you? Do you like the you that you are with him/her? Do you feel comfortable and relaxed? Tense and irritable? Do you feel like talking and sharing or holding back? The feelings you have will be subtle and nuanced. It may take several dates before you have a sense of how this person acts and thinks and what he values.

Sex is very important of course. The language of the body is the most intimate human way of communicating. This is why the Bible uses the term “Knowing” in regard to having sexual relations.

In sex we begin to get a glimpse of another in the most elemental and profound way. You may recall my discussion of the powerful hormonal bonding that happens through sex. Many couples have trouble handling the uncertainty of early relationship.

They hurry to have sex in order to reduce their anxiety. This is dangerous because you can become bonded before you have a chance to get familiar with the persons character. Early bonding is why I recommend waiting until you know each other.

From the woman’s point of view everything a man does and says provides clues to his nature. Often I found that the man said or did something early on that foreshadowed how the relationship would unfold.

When the first date ends does the man, or woman for that matter, ask when he will see you again? Does the person have good table manners? Do they speak good English or Spanish, do they treat you with respect?

After a while you run into other clues to his/her character. Suppose you have a heated argument with your boyfriend and in his frustration he rams his fist into the wall. You think of the incident as a fluke rather than a sign of a serious problem. The importance of his intense reaction is lost in the glow of love.

You go ahead and get married. You love the person for other reasons. Later on you realize that this incident was only a foretaste of the violence in him that grew more extreme as time passed.

I knew a guy who married a drop-dead gorgeous model. He was consumed with passion. She made him wait a half hour or so while she finished getting ready for dates. After they were married this problem got worse.

She spent many hours and a lot of money maintaining her beauty. Her need to be beautiful undermined her parenting of their little girl. She needed a lot of reassurance of her attractiveness, so she flirted with other men at parties.

Both of these examples are situations where the negatives visible before the marriage loomed larger over time. The positive reasons for the marriage were not enough to overcome the negatives, and finally the man or woman was regretting the marriage. Now what?

It is possible to love someone and yet not be able to stand living with him/her. There were good reasons not to marry this man/woman. I just didn’t want to pay too much attention to them because I felt so much love.

Now I am faced with what I once hoped and believed would never happen. I keep pushing the problem aside as long as I can. But it won’t go away. Nothing changes except that my unhappiness grows. The more time passes the more resentful and angry I become.

I try talking to my mate about my feelings but it tends to come out in angry outbursts. Of course this doesn’t work. No one can listen to you if you are screaming in rage. Your partner doesn’t want to listen anyway. He or she only gets more defensive and the two of you get more stuck. We try couple therapy, but after a few sessions it gets heated and my partner refuses to continue.

Finally, feeling despair and defeat I give up and move out. Nothing is worse than being lonely, except being lonely in a relationship.

I fall into self-blame and depression. What a painful decision! I still love him. He was the prince of my girlish dreams: tall, good looking, brilliant, and well-educated. He made plenty of money. I wish I had never married him. How could I have been so blind? How stupid of me. I am a total failure. I couldn’t make the relationship work. It must be my fault that it didn’t work out. Now I am breaking my vow before God.

How can this be healed? Our subject for next week.

10 employers on trial for not paying the Christmas bonus

The Ministry of Labor and Social Security (MTSS) sent 10 employers before the courts for failing to pay the 2017 Christmas bonus.

On Thursday at a press conference, the MTSS informed the public that between December and January there were 179 complaints of non-payment of this labor right.

Nancy Marín, Deputy Minister of Labor, explained that after the intervention of the ministry, 2,500 families finally got the bonus, locally known as Aguinaldo.

Marín said that the sectors where most of the infractions occurred where retail businesses, with 53% of the cases, and private security companies, with 24 complaints.

She added that the province of Cartago concentrates 50% of the cases taken before the court.

According to data from the Ministry of Labor, 34 people are still waiting to get their payment.
