Evangelical candidate raises, Costa Rican bonds plummet

On Tuesday, the financial information platform Bloomberg confirmed the "bonds in dollars of Costa Rica had their biggest collapse in 8 months," after the results of a survey that places the legislator Fabricio Alvarado as the potential next president in the February 4th elections.

Bloomberg provides specialized financial information through its international payment platform.

According to a statement from the company, the yields on dollar bonds due in 2023 rose 14 points to 4.88% at 11:08 am in New York, the largest gain in one single day since May 2017.

A rise in yields demanded by investors implies a fall in the prices of these bonds, according to the Spanish outlet crhoy.com

The note adds that the candidate of the National Liberation Party is the one who generates greater empathy among investors.

"There was some optimism that Álvarez [the candidate of the National Liberation Party] could approve a comprehensive fiscal reform, but that is much less true now," Eurasia Group analyst Risa Grais-Targow told Bloomberg.

The platform highlights that Alvarado, "has been imprecise in his economic policy plans" and that it is "an additional element of uncertainty.”

According to the report, the stock market is beginning to lose hope that there will be fiscal reform and with that comes greater pressure on the bonds and the local currency.

According to the latest survey, the evangelical candidate Fabricio Alvarado is ahead in the race for the presidency, grouping 17% of those who have made their voting decisions.

The race has been marked by volatility and there is a good probability that there will be a second round of voting according to the Center for Research and Political Studies (CIEP) of the State University of Costa Rica (UCR).

Alvarado, of the evangelical conservative National Restoration Party, had a rise of 14 points in a month, which could be explained by his promise to ignore the advisory opinion of the Inter-American Court of Human Rights in favor of gay marriage.

The voter survey was conducted with 1,013 interviews through mobile phone calls between January 15 and 17, a few days after the Inter-American Court issued its advisory opinion.

Alvarado, a journalist and Christian music singer, announced that he is against equal marriage and that if he were president, he would take Costa Rica off the Inter-American Human Rights System, since he believes that the Court is attempting to interfere with the internal affairs of the country.

  His message of non-compliance with the advisory decision of the Interamerican Court on Human Rights about gay marriage has placed Fabricio Alvarado in first place.

In second place, in a technical tie with Alvarado, is the controversial lawyer Juan Diego Castro, of the National Integration Party with 16%. Rankings of the other candidates are: Antonio Álvarez, of the National Liberation Party (PLN) with 11%; Rodolfo Piza, from the Social Christian Unity Party (PUSC) with 9% and Carlos Alvarado, from the official Partido Acción Ciudadana (PAC) with 6%.

Of those interviewees determined to vote, 27% label themselves as undecided which "keeps competition open,” the survey says.

The study details that there has been some volatility among voters with a great deal of attention being paid to hot issues.

For example, Juan Diego Castro, with his strong-arm speech against corruption, was first in the CIEP survey in November when public opinion focused on discussing the "Cementazo," a case of alleged corruption in the government.

Currently, the issue of equal marriage and the defense of the traditional family by the conservative sectors have monopolized the discussion in the country.

People who say they will definitely not vote will reach 39%, says the CIEP study.

No candidate is close to the 40% of the votes, the support needed to win in the first round on February 4, so it is very likely that a second round between the two candidates with the most votes will take place on April first.


Finance authorities do not give up on imposing tax
on Uber and Airbnb

In the latest version of the legislative bill on the value-added tax (VAT) sent to the Legislative Assembly in December, is a proposal to collect a tax when credit cards are used as payment for services such as Uber, Airbnb and the like.

This was reported by the Ministry of Finance in a statement sent Tuesday, addressed to the taxi drivers union.

Actions to establish the tax liabilities of the Uber company for its operations in Costa Rica began in October 2015.

Helio Fallas, first vice president, and finance minister answered to a complaint made by the Red Trade Union Force (Furosin), a group that claims unresponsiveness to the complaints filed by the taxi drivers' association.

"Since we learned about the operation of this platform in the country, thanks to information disseminated in the media, queries from third parties and complaints received directly, our General Directorate of Taxation has been following up on the issue," said Fallas.

"Proof of this is the attention to the representatives of the workers, and the responses to the letters they have sent," he added.

The General Director of Taxation, Carlos Vargas, reported that a legal criterion was was established in September of 2016 supporting the economic activity of Uber at the national level, and making it clear that it is eventually subject to tax regulations, a reason why information from companies related to this activity in the country has been requested.

Taxi drivers still want Hacienda to tax the earnings the Uber company makes in Costa Rica.


Among the most recent steps are the requests of information to the Dutch tax administration in relation to the parent company operating in the Netherlands.

"We have always attended the meeting requests of the representatives of the taxi drivers' association.

Since mid-2017 they were told that without the list of people who provide this service in the country the process is more difficult, especially because of the way in which the companies have linked," Vargas said.

Fiesta de Los Diablitos kicks off tomorrow

The Fiesta de Los Diablitos (game of the little devils) is a representation of the struggle between natives and Spaniards in dance.

Recently declared an Intangible Cultural Heritage of the country, the tradition will revive once again at midnight on Thursday, when the players begin their ritual on a hill, in the town of Rey Curré.

The Fiesta will continue between January 25 and 28 that the Boruca indigenous community of Rey Curré, located in Buenos Aires of Puntarenas.

The practice, which has a long history, occurs annually in Boruca, between December 30 and January 2.

In Rey Curré it has beeb performed the last weekend of January or the first of February since 1979.

The Indigenous Development Association (ADI) of Rey Curré said that during the celebration, funds will be raised by local vendors of food and beverages, and from the sale of fruits, vegetables and handicrafts.

The money raised will be used for the reconstruction of classrooms at the Liceo de Rey Curré, for the school year 2018.

Costa Rica gets an award for its fight against malaria

The Strategy for the Elimination of Malaria in Mesoamerica and the Island of Hispaniola (EMMIE) granted Costa Rica a prize of $1,200,000 as a result of the achievements made in the process of eliminating malaria in the country.

The verification of these achievements was made through a study of indigenous cases of malaria carried out by the World Health Organization in 2014 and 2015.

The Strategy for the Elimination of Malaria in Mesoamerica and the Spanish Island is a regional initiative financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria, through an innovative model of, "Reward Funds", which are granted if the Ministries of Health achieve the proposed elimination objectives.

The grant began in January 2014 and the first phase ended in June 2017.

The acknowledgment was given to the Minister of Health, Dr. Karen Mayorga, within the framework of the XLVII Meeting of the Council of Ministers of Health of Central America and the Dominican Republic (COMISCA), held in December in Panama.

In June 2013, the same Council issued the Declaration for the Elimination of Malaria in Mesoamerica and La Isla Española in 2020.

Costa Rica launched in 2015 the "Plan for the Elimination of Malaria in Costa Rica, 2015-2020", whose objectives are to eliminate the autochthonous transmission of the disease in the country by 2020, through the implementation of six strategic areas: Epidemiological Surveillance, Laboratory-based surveillance, Integrated vector management, Social communication and social participation, Medical care and environmental management.

Dr. Mayorga stressed that the country's challenge not only depends on the Ministry of Health but also on the support of other institutions such as the Costa Rican Social Security Fund, the business sector and the private sector. He called for teamwork, especially with the private sector, and urged everyone to report it when a worker falls ill.

The country investigates and provides supervised treatment for all confirmed cases and applies the focus classification according to the "Reference Framework for the Elimination of Malaria" of the Global Malaria Program of the World Health Organization.

In the "Forum of Malaria in the Americas" held in Washington on November 3, 2016, Costa Rica was distinguished as "Champion against Malaria in the Americas,” especially for the presentation of the Malaria Elimination Plan 2015- 2020

Ombudsman office received over 24,000 complaints last year

During 2017 the Office of the Ombudsman received 24,004 requests for intervention in cases where there might be a violations of rights by a state department.

The inefficiency in public services continues to be the main complaint made by individuals.

Last year this situation generated 4,881 complaints related to delay or unjustified refusal of service by employees in public positions.

In addition, the Ombudsman's Office received a total of 3,277 requests for intervention (SI) related to the ‘right to health.’

These included denial of or deficiency in services or bad poor treatment of health problems. People reported situations related to the delay in appointments, delays in surgeries, lack of medical instruments, or medical personnel, etc.

Restricting or preventing access to social security led to 1,281 complaints filed with the Ombudsman's Office Those complaints included, among other things:  non-conformities in process, non-resolution of complaints or denial of pensions under the non-contributory regime, rejection of requests and delay in resolving appeals.

Most of the complaints received by the Ombudsman's office have to do with poor access to public services. 


It should be noted that the central office received 13,528 and the regional offices of the Ombudsman's Office received the rest of the complaints.

For example, the regional headquarters of Pérez Zeledón received a total of 3,362, the Liberia office (2,404), San Carlos (1,802), Limón (1,155), Puntarenas (1,103) and Ciudad Neilly (650).

Taxi drivers filed charges against vice presidents and Minister

On  Tuesday, a group of taxi drivers gathered in front of the Public Ministry to file a criminal complaint against the vice presidents of the Republic, Helio Fallas and Ana Helena Chacón, and the Minister of Foreign Trade, Alexander Mora.

The complaint will be filed for alleged breach of duties. This is related to the executive decree that allows the operation in Costa Rica of a service center belonging to the Uber platform for Latin America, under the free zone regime, where companies are granted special tax statuses.

Drivers have carried out multiple actions to fight the operation of Uber.

In August 2015, several strikes took place and there were judicial claims made. Despite the actions, Uber remains in operation and has around 15, 000 drivers.

According to Gilbert Ureña, a leader of the taxi union, this commercial activity generates money that comes in and out of the country without any control from the Ministry of Finance.

Taxi drivers’ unions filed a penal accusation against the government officials due to inaction on complaints against Uber operations. 


Currently, taxi drivers have pending appeals against the application before the Constitutional Chamber of the Supreme Court and some others in the Administrative Contentious Court.

ICE buys broadband capacity from international carrier

Given the growing demand for services and projecting its expansion in Central America, the Costa Rican Electricity Institute (ICE) increased the capacity its broadband network capacity 52.75% by contracting 100 gigabits per second from Telia Carrier, an international leader in telecommunications with more than 230 connection points around the world.

This extension of the network occurs through the IP ports that are hosted in the main link of the Submarine Cable Maya 1 in Miami, where the largest amount of data for our country transits.

The alliance with Telia Carrier will make it easier for ICE to guarantee the continuity of the service with respect to the demands and projections related to international projects in which it could participate.

In addition, it will meet the telecommunication needs of its current customers in a timely and efficient manner.

"By working with a supplier of the size of Telia Carrier, we assure our customers a direct connection to the Internet with less delay, greater access security, more speed in data transfer and flexibility to provide more capacity according to their needs," said German Sánchez, head of the Infrastructure Division of ICE.

Telia Carrier's solution consists in providing redundant coverage in its backbone network (one of the main internet connections in the world), in order to provide ICE's final clients with the highest protection standards.

In addition, it improves traffic recovery strategies in the event of breakdowns, facilitates the operational management of the network and prepares the network infrastructure to support the growth of traffic.

Jaime Palermo, Manager of Telecommunications at ICE, said this acquisition is in line with the projected growth for 2018 since there is currently a high demand for services as a result of projects such as the expansion of the 4G LTE and 3G network, Fiber Optics and the recent announcement of the 4.5G mobile network. "Our strategy is to prepare networks to respond to the needs of new services with cutting-edge technology," he said.

The transnational Telia Carrier, a prestigious Level 1 telecommunications company, was the first to have a global IP backbone capable of successfully transmitting 1 terabit per second in the United States.

Today, according to Dyn Research, this network is positioned as number one in the world.

"ICE has risen to the next level in the market by connecting its internet network to the services of Telia Carrier. This capacity marks an important step in satisfying the growth demanded and guarantees the development of telecommunications in Costa Rica," said Edison De León, regional director of Latin America and the Caribbean for Telia Carrier.

Too soon to marry same-sex couples, notaries say

Although the Minister of Justice and Peace, Marco Feoli, was emphatic that there is no doubt about the obligation to comply with the advisory opinion of the Inter-American Court of Human Rights (Court HR), which states that the country should guarantee the right to marry to gay couples, the directors of the Superior Council of Notaries insist that, as of now, it is not possible for notaries to facilitate the unions.

Feoli met Monday afternoon with the representatives of Justice before the Notarial Council, Juan Carlos Montero and Óscar Rodríguez, who presented him with a brief explaining the reasons for which they voted for the 2018-002-024 agreement which says that notaries cannot marry same sex couples until the current regulations are modified.

According to Montero, the Notarial Council understands that the advisory opinion is "valid and must be brought to the country" but for now "it cannot be met".

"At this moment, the mechanisms of registration of a marriage are only for those that previously existed in the law. There is no procedure that can be used for new registrations and if the act cannot be registered, the notary is exposed to sanctions," said Montero.

Montero explained that notaries are subject to sanctions if they fail to properly register a marriage.

"Every act must be registrable and we must not perform an action when there is any doubt that the registration is calm and orderly. This means that we cannot proceed until all the rest of the Costa Rican legal system tells us what to do," he said.

Notaries refuse to perform same-sex marriage until legal rules become more clear.


He added that changes in regulations may depend on different institutions, whether by the Supreme Electoral Tribunal (TSE), Legislative Assembly or a decree, among others.

Tomorrow, the High Council of Notaries will meet again. The agreement is now firm; however, the issue will be addressed again.

Drug prices should be state-controlled,
says presidential candidate

The Broad Front Party presidential candidate, Edgardo Araya, intends to lower drug prices and stop abusive costs through reordering the market and eradicating monopolistic practices that interfere with the right to health.

This is how the proposal appears in its 2018-2022 government plan section "Brake to the excessive increase in the cost of living.”

The section specifies that the party will continue to promote the legislation draft they have already filed with the Legislative Assembly.

The same document also reflects on issues such as "establishing greater controls and more effective regulations to avoid speculative practices and excessive increases in the prices of essential foods and basic food products, through the coordinated intervention of the Ministry of Industry and Commerce and the Ministry of Agriculture."
