Billions in uncollected taxes due to special regimes

Financial authorities missed collecting more than ¢62 billion in the last seven years due to tax exemption regimes that benefit sectors such as agriculture, electricity generation, tourism and vehicles for people with disabilities, according to a study carried out by the Comptroller General of the Republic (CGR).

The Fiscal Incentives Division of the Ministry of Finance reported that there are 195 laws that create national tax exemptions, and there are 264 legal grounds that support these laws.

The CGR carried out six evaluations of tax exemption regimes for private parties with the Fiscal Policy Division, which identified the sectors where most of the tax benefits apply.

Some of them are machinery, equipment, and supplies for agricultural activity, raw materials for agricultural activity, rural electrification cooperatives, tourist incentive regulations, and vehicles for people with disabilities.

In total, these regimes accounted for ¢62,544 million from 2010 to 2017. This means that annually ¢8.934 million did make it into the state's account.

The document orders Leonardo Salas, Vice Minister of Revenue, to submit statistics on the amounts of authorized exemptions by April 18.

  The Finance Ministry seeks to better measure the benefits of the tax exemption regimes, like electric vehicles.

The study also orders Priscilla Piedra, General Director of the Treasury, to evaluate the results of the reports and the cost-benefits of the exemptions and share conclusions with beneficiaries, the public and political bodies.

Piedra must deliver said report before the Comptroller's Office by July 31.

Costa Rica is experiencing moments where the need for a fiscal reform is discussed, according to government sources. However, there are sectors that oppose the regulation of these types of exemptions.

Coast Guard personnel get training in the U.S.

Two teams of the National Coast Guard Service traveled to Baltimore in the United States a few weeks ago to train in the management and direction of two patrol boats that will be on duty in the waters of the Pacific to fight drug trafficking.

The boats were donated by the U.S. government and will become the largest in the country. They measure 110 feet each.

After completing the training, which lasts 3 months, the officers will be responsible for bringing the two patrol boats to the country. They should reach Caldera in the first days of April.

Last year, a group of engineers and technicians traveled to train on these boats and now it is the officers who learn how to use them.

"I am happy that these Costa Rican officers are being trained in Baltimore to operate the Libertador-class vessels donated by the US. They will be the most capable in Costa Rica's service and for the first time they will allow them to monitor the sea,” said Sharon Day, Ambassador of the United States on Twitter.

Government under utilizes public purchases platform

Only 35.8% of public units complete their purchases of goods and services through the Unified System of Public Procurement (Sicop), although that system was supposed to be used in all transactions as of September 13, 2017.

This was made public in a study carried out by the Comptroller General of the Republic (CGR), which states that the process of implementing this system is slow and inefficient.

"There is a low level of progress in the use of the Sicop public procurement platform by Public Sector institutions," says the report. They add that "the use of the CompraRed platform persists, which does not allow for a single centralized system of public purchases."

Out of the remaining percentage of institutions, 40% do not use the system, 15% continue negotiating the contractual conditions, and 9% are in the process of implementation.

The Sicop platform allows citizens and residents to sell their goods and services to the state.

The comptroller also found that there is no monitoring of possible risks that the implementation of this system may face.

After the report was issued, the Ministry of Finance and the Director of Property Administration and Contracting were instructed to correct the identified weaknesses.

Arab university signs agreement
with the University of Costa Rica

The American University of Sharjah, headquartered in the United Arab Emirates, and the University of Costa Rica (UCR) signed a Memorandum of Understanding to facilitate cooperation between institutions in the area of research.

The rector of the American University of Sharjah, Bjorn Kjerfve; and the rector of the University of Costa Rica, Henning Jensen, signed the Memorandum that includes the exchange of students and university graduates, as well as the facilitation, coordination and funding of  research and joint projects between research centers.

During the signing, the Chancellor of the Republic, Manuel González, who participated as a witness of honor, pointed out the intense and dynamic relationship developed between the nations in a short period of time.

"Costa Rica wants to be a strategic partner in this part of the world and we also hope that the United Arab Emirates can be our gateway to other countries in the Middle East."

In addition, he recalled the recent visit that President Luis Guillermo Solis made to the UAE, in which he had the opportunity to tour the American University Sharjah.

"As a country, we are very interested in exchanging students and teachers and fostering a much closer relationship in cultural terms. I am sure that this Memorandum of Understanding is a fundamental way to achieve those goals between these two prestigious institutions," González added.

Henning Jensen, rector of the University of Costa Rica, pointed out the qualities of the institution which "leads the field of research, and collaborates with many universities in the world, both in Asia and Europe. So it has been one of our wishes to extend cooperation with the Arab countries and we hope to give this agreement a very active life, which will be based on the confidence we will develop over time."
 
The rector of the American University of Sharjah, Bjorn Kjerfve, confirmed the expectations of the agreement and the exchange with UCR scientists and engineers.

Student exchange and research cooperation are two of the main objectives of the agreement.


He also highlighted the intercultural nature of his university, which he said is the best university in the nation. "We have students from 102 countries, which has earned us the classification of the most international university in the world," he added.

After the signing, which was held in the auditorium of the Faculty of Agronomy, the delegation visited part of the facilities of the UCR.
 
Among the delegation were: the President of the Chamber of Commerce and Industry of Sharjah, Abdalla Sultan Al Owais, the Second Vice President, Waleed Abdel Rahman BuKhatir, the General Director, Khaled Bin Butti Al Hajeri, the Rector of the American University of Sharjah, Dr. Bjorn Kjerfve, the Director of International Affairs, Omer Ali Saleh, the Head of International Cooperation, Fatema Al Muqarrab and the Investment Promotion Manager of the Investment and Development Authority-Shurooq of Sharjah, Marwan Saleh Alichla.
 
The American University of Sharjah was founded in 1997 and has almost 5,500 students.

Red Cross will provide psychological support in emergencies

The Red Cross has carried out the first National Workshop of Psychological First Aid with a total of 35 participants.

The idea of the institution is to strengthen the knowledge of its collaborators in the attention to emergencies and provide psychological assistance to patients and volunteers.

"We will have focal points within the regions that can work as a liaison in situations of a psychological nature," said José Matamoros, National Head of Health of the Red Cross.

This activity was developed under the Nate Project Framework, with the objective of training personnel from the bigger regions so the new trainees work in their own communities.

"The psychological part is often not taken into account when we have serious incidents. However, we know it greatly influences the physical and the social part of the population in a situation of crisis," said Kattia Fernández, a female paramedic from Guácimo, Limón.

Turrialba volcano increases activity

On Monday, the Volcanological and Seismological Observatory of Costa Rica (Ovsicori) reported that the Turrialba volcano had made a new eruption of ash and gases that caused a column of ash to tower 500 meters above the peak.

"A massive emission was recorded for most of the night and the seismic signal remains low. The column rises to 500 meters above the height of the crater," says the Ovsicori report.

The Turrialba volcano, located about 70 kilometers east of San José, entered into a greater active phase on Oct. 2014 and since then it has had several eruptions of ash, gases and incandescent material.

The volcano has generated ash columns of up to 4,000 meters above the crater and affected populations of the Central Valley with a fall of ash.

Ovsicori has been evaluating the seismic potential of the South Pacific for several years, specifically in the area that includes the Golfo Dulce and Punta Burica.

In this region, there is an energy release every 40 years, as occurred in the Nicoya area. Ovsicori geologists insist that the purpose of their warnings is not to create alarm among the local population but rather to warn of possible events and prevent loss of life and property.

The volcano increased its activities on Oct. 2014.


The last earthquake in the area was on Holy Saturday in 1983, with an epicenter in Golfito and a magnitude of 7.2 degrees on the Richter scale. It is currently impossible to predict the when an earthquake will occur.

The National Emergency Commission, in cooperation with municipal emergency committees, has begun programs of risk mitigation.

The South Pacific area is seismically active and can produce strong releases of energy. A serious earthquake can be expected to take place in the next decade.

Alajuelita gets a new park to foster cultural development

The Human Development Park of Alajuelita takes as its mission, the stimulation of the canton’s population, encouraging people to participate in cultural and educational activities.

The park will house dance classrooms, a theater, areas for music, an auditorium, gymnasium, conventional classrooms, offices, swimming pool, courts and trails.

According to the Ministry of Culture and Youth (MCJ), there has been an investment of over   ¢1,147,000,000 for the purchase of the land and another ¢11,300 million for infrastructure.

The park will be located in San Felipe, one of the most densely populated districts of the canton of Alajuelita and close to Tejarcillos and Jazmin which are considered places of great social vulnerability.

It will also be near educational centers, where enrollment is one of the highest in the district.

"It is a project of great complexity that involves the development of recreational spaces, sports, training, coexisting; it has implied a very strong coordination and institutional articulation, but precisely that is the fundamental basis of the Tejiendo Desarrollo program," said Mercedes Peñas, First Lady of the Republic.

in a population at social risk.


Another objective of the project is to involve the community in the process of formulating proposals for the park and encourage them to feel the space as theirs.

In addition, regular meetings are held with development associations neighboring the project: Jasmine, Tejarcillos, Palo Campana, Juan Rafael Mora Porras, Geraniums, Los Pinos and García Monge.

Requirements to validate a foreign driver's license

The Ministry of Public Works and Transports has listed the requirements that foreigners living in the country must meet if they wish to use a driver’s license from their country of origin.

Requirements include: proof of legal stay in Costa Rica including residence card, refugee card or work permit, currently valid and in good condition.

- Valid identity card in good condition.

- The driver's license that is intended to be approved must be valid and in good condition.

- Proof of residence in Costa Rica, at some point, for a period of more than three months and one day consecutively (this only for foreigners and Costa Ricans with dual citizenship). Time living in Costa Rica must be recorded in the passport or via a certification of entries and exits issued by the General Directorate of Migration.

- For Costa Ricans or foreigners who have a driver's license from another country that is not their country of origin or birth must demonstrate their legal status in the country where they obtained their driver's license (residence, identity card, work permit, refuge application or social security).

- They must bring a medical evaluation for a valid license (180 days of validity max).

- In case the driver's license is in a language other than Spanish and English, interested parties must bring an official translation from the Ministry of Foreign Affairs.

- In case there is doubt about the legitimacy of the license or a question about whether or not it complies with the licensing standards of the country of origin, a certification from the country of origin, the Ministry of Transport or the embassy must be presented.

- In case of difference of surnames by marriage, drivers must present the original marriage certificate and two copies.

No relatives can be hired at the Legislative Assembly

The Legislative Assembly unanimously approved, in a first vote, the plan that prohibits lawmakers from appointing family members in Congress.

The File 19.587 against Nepotism in the Legislative Assembly establishes that this restriction includes up to the second degree of consanguinity.

The representative of the Frente Amplio Party and proponent of the initiative, Gerardo Vargas, said that if approved on the second vote, it would be in force for the new congressmen arriving on May 1.

"It is customary for legislators to name family members but it is a bad habit. I think that this law will end that," the legislator said.

The initiative was sent to consultation for review and it is expected that it will be ready for a vote in one month.
