Environmentalists alarmed after
presidential candidate called for oil extraction

Environmental leaders ignited the alarms after the declarations of Juan Diego Castro, who's running as a president for the National Integration Party.

He said his government would be open to the idea of oil exploration and gold mining.

"We are not going to hide from the trickery, business and whims of the eco-terrorist groups, as well the development and production of this country.

I know them, I have confronted them and I have stopped them," said Castro, who later said that the first world countries do things that, "scare us here, like mining."

"If we live on a gold or oil treasure, we will exploit it properly," Castro said. Given these statements, Mauricio Álvarez, president of the Costa Rican Ecological Federation (Fecon), said that Castro's speech legitimizes a violent discourse about environmentalists that in the past claimed lives like Jairo Mora's.

"Now, to say that his government would allow the exploitation of gold and oil is to return us to the Stone Age in a country where gold is in our biodiversity. This gentleman is talking nonsense," said Sagot.


Costa Rica to hold 60 international congresses
during next five years

Between 2017 and 2021, Costa Rica will serve as the cradle for a total of 60 international congresses, said  the Costa Rican Institute of Tourism (ICT) after a visit to the New Convention Center.

The Center is 80% complete and the plan is to inaugurate it in April. According to ICT data, the Center, will serve 32,000 participants in 5 years and will generate a revenue of $ 180 million.

"When we think of expanding the country's tourism offerings, we seek to enter into highly positioned industries.  Spending habits of entrepreneurial visitors is greater than that of the vacation tourist. That is how we ventured into wellness tourism and, of course, meeting tourism, with planned strategies that are clearly generating very positive results for the country," said Minister Mauricio Ventura.

In the world, meeting and conventions tourism represents 22% of the industry and generates around $ 11,000 million a year.

14 cantons stand out as the least dangerous in the country

Only 14 cantons escaped the wave of homicides the country has been going through since the beginning of 2017.  For the third consecutive year, homicides have been over 10 per 100,000 people, a situation that the UN calls a “murder pandemic.” Last year’s death rate was 12/100,000.

The Judicial Investigation Organization (OIJ), describes the problem as a social issue. OIJ indicated that the current number of security teams is insufficient.

Wálter Espinoza, Director of OIJ explained that increased protection should come from different fields that include security, but also employment sector, education, economic and social integration.

"The wave of violence is affecting virtually the entire country. We have noticed manifestations of this nature in all the cantons," he said.

The cantons with the most homicides were San José, Limón, Pococí, Alajuela and Desamparados.

Those with the lowest index are: Acosta, Dota, León Cortéz, Puriscal, Turrubares, Alajuela, Atenas, Valverde Vega, Cartago, and Jiménez de Cartago. San Pablo and Santo Domingo de Heredia, Montes de Oro, Osa, Hojancha y Nandayure also made it to the list.

The judicial police say the phenomenon used to occur in exclusive areas: the Barrio del Sur and Pavas in San José or the Atlantic region. However, the authorities recognize that areas that were not violent now register a large number of cases.

Osa is one of the cantons that show less prevalence

As of January 16, the OIJ counted 30 homicides. The figures show that almost 2 homicides are reported daily. Compared with the year 2017 -when the country's historical record reached 604 cases- this year already adds 3 more cases for the same time period.

So far, only two of the 30 cases were double homicides while the rest resulted in a single death.

Costa Rican Red Cross facing financial hardship

According to the Ministry of Health, the situation at the Red Cross -due to the scarcity of volunteers and the lack of financial resources to hire staff- is becoming unbearable.

An anonymous report filed in June 2017 caused the health authorities to create a commission to propose plans and regulations to solve the problems they are facing.

Allan Varela, head of the Health Services Unit, said the solutions will be arriving in stages with the commission evaluating each problem and working on a solution. He recognized that the Red Cross provides essential services, mostly to people of middle or lower classes.

The Red Cross workers’ union still complains of the lack of personnel and resources in the institution, a year and a half after the approval of a law that should have provided those resources. The Red Cross currently faces deficit of approximately ¢3 billion.

Recently a complaint on a social network put the issue on the table again.

A family asked if a man’s death could have been avoided if the ambulance had both a driver and a caregiver. The ambulance arrived with just a driver. Jim Batres, director of Operations of the Red Cross, accepted that they have problems with complying with the law which states that each ambulance must carry a driver and the emergency medical assistant.

"When it is an essential service we must resort to a remedial plan. The situation is already suffocating," said Dr. Varela.

"The commission analyzes the situation of the Red Cross, and started by focusing on equipment and human resources at headquarters. Subsequently, the commission is working on where the institution commits to resolve the problems found," said Varela.

The lack of volunteers and inability to hire new staff keeps the Costa Rican Red Cross struggling.

The assessment carried out so far between the Red Cross and the Ministry of Health shows that it is necessary to make changes regarding mobile teams, taking into account the needs of each committee.

"For example, there are several types of ambulances: basic, medium and advanced support and we were interested in distributing these units, based on evidence. For example, the areas that are close to motorways should have advanced support, rather than a rural area where statistics say that the use of ambulances is more for taking patients to their appointments," said Varela.

Regarding human resources, it was confirmed that there are no volunteers and little money to pay staff in some areas.

According to Varela, with this remedial plan the Red Cross committed itself to the Ministry of Health to catch up. "When a service is essential you should resort to a remedial plan, because otherwise the alternative would be to immobilize those ambulances, but it would mean a big effect on the community," he said.

by electoral authorities

The director and news anchor of Telenoticias, Ignacio Santos, showed his satisfaction with the decision of the Supreme Electoral Tribunal (TSE), which condemned Teletica and Repretel for censoring an advertisement for the Frente Amplio presidential candidate, Edgardo Araya.

"I talked about the issue with the Frente Amplio candidate for weeks and I told him that it was very positive for me to present the appeal to the TSE so that the rules would be established once and for all. I appreciate the Frente Amplio's decision to file the appeal. And, of course, I also congratulate the Court's decision," Santos said.

Santos said he thinks it is, "extremely positive" that the TSE also explained that media outlets do not have to be responsible for the content sent by political parties during the electoral campaign, as long as they do not contain profane insults.

"The channel's lawyer will ask the Court to expand and clarify what the criteria are to determine the definition of the term, "gross insult. In future we will be able to work in strict accordance what the Court considers right and desirable," Santos added.

Fernando Contreras, president of Repretel, expressed the same feeling and celebrated the clarification of the rules. 

"This new resolution clarifies the scope of the responsibility of the media in electoral matters, which will allow us to exercise our commercial activity during political campaigns, without risking being sued for the contents of the political parties' announcements," said Contreras.

The advertisement was considered libelous and dangerous by the TV channels that refused to air it.



The Frente Amplio hired Teletica for an amount of 13.3 million colones, to air the commercial between December 2 and 9, 2017, during the "Dancing with the Stars" and "7 Días" programs, as well as in different Telenoticias editions.

On the same dates, they hired Repretel for 8.6 million colones, in order to reproduce the spot during the transmission of the football match between Herediano and Saprissa, the soap opera "La Rosa de Guadalupe", as well as in news editions.

Social Security Fund to protect immigrant ethnic coffee pickers

Every year, from September to March, the region of Los Santos and some districts  of the canton of Desamparados, see the arrival of immigrant coffee pickers belonging to the ethnic community Ngöbe Bugle a group indigenous to Panama.

With the help of the Foreign Ministry, these workers will have regular access to health services, starting with the 2018 harvest.

The services will be provided by the Costa Rican Social Security Fund (CCSS) and will be funded provided by the Ministry of Finance and the Costa Rican Coffee Institute (Icafé).

This new insurance method will cover all coffee collectors, and establishes specific conditions for the Ngöbe Buglé community so that they can have access to the health centers of the CCSS, regardless of the area where their work activities are carried out.

The agreement aims to regulate the labor, economic and migratory situation of this population, and is the result of the inter-institutional work that has been carried out since 2007, between the Ministry of Foreign Affairs and Worship in conjunction with the CCSS, Icafé, the cooperatives of coffee and the municipalities of the Los Santos area.

Foreign Minister Manuel González Sanz said that, "the scope of this initiative dignifies workers and their families, also allows for greater compliance with labor rights and greater legal security for workers and businessmen who work in coffee production and harvesting activities."

Treating victims of accidents is becoming more expensive

The medical treatment of victims of traffic accidents has generated an increase in the operational costs of the Costa Rican Social Security Fund (CCSS) and the National Insurance Institute (INS).

On Wednesday, the CCSS officials said that every 12 minutes, emergency services treats a person due to a traffic accident.

Between 2015 and 2017, both the staff and the expenses generated by the service have been increasing.

According to the institution, 571 cases seen at the main hospitals in 2017 required medical attention that exceeded the ¢12 million.

The insurance policy offered by the INS has a limit of ¢6 million, so the remaining cost should be covered by the CCSS.

In some cases, the cost of treatment was over ¢14 million, of which the CCSS can only recover ¢2,830 million.

Elian Villegas, INS president, said that they have identified an increase since 2017.

On the subject of the coverage of the policy, he explained that in 2015 the coverage was ¢3.5 million and then it was raised to ¢6 million.

This increase in cost is attributed to the number of motorcyclists who arrive poly-traumatized and in a very critical condition.

"We are faced with problems of people who exhaust the policy so we send them to the CCSS but they do not accept it," said Villegas.

According to INS data there were 12,028 accidents in 2015 and 16,317 in 2016.

These left a large number of injuries: 50,566 in 2015 and 62,376 in 2016, that is, an increase of 35% in accidents and 23% in the number of injuries.

Although the numbers are alarming, there have been positive results in the work they have been doing on prevention, according to Cindy Coto, Executive Director of the Road Safety Council (Cosevi).

"We have seen that the numbers are alarming, but we have worked and had positive feedback on what we are doing regarding prevention," said Coto. "We work in prevention, education centers, in companies to teach people what is safe mobility, and also with the municipalities to plan police operations at places where there are more accidents."

Cold front is gone, but rainy conditions will persist

As of Wednesday night the effects of the cold front began to dissipate in the country, however, a high pressure system will cause moderate winds throughout the territory and rains in the Caribbean area.

The meteorologist of the National Meteorological Institute (IMN), Daniel Poleo, explained that this new phenomenon will affect the country this week.

However, it is expected that the winds will not reach speeds such as those presented during the cold front, which in some cases reached 100 kilometers per hour.

The Institute said that, at the moment there, is no forecast of a new cold front, so temperatures will return to normal.

Limón communities continued to be affected by the floods on Wednesday, mainly in Pococí, Matina Talamanca and Guácimo.

The National Emergency Commission (CNE) reported 143 weather related incidents.

The rains caused significant damage to homes and kept 476 people in nine shelters distributed in the Caribbean province and North Zone.

More moderate wind gusts and rain will continue
to affect the country the rest of the week.


The Chief of Operations of the CNE, Sigifredo Pérez, said they continue to provide attention to those affected.

The local emergency committees are active. There is a particular vigilance on the Sarapiquí River that has caused flooding in the neighboring towns.

The North Zone and the Caribbean keep the yellow alert while the rest of the country, except South Zone, is on green alert.

Finance authorities should keep a tighter watch
over tax benefits

The Office of the Comptroller General of the Republic (CGR) requested that the Ministry of Finance provide an appropriate follow-up and analysis of the tax benefits it provides, both to companies and individuals.

Between 2010 and 2017, the Treasury stopped receiving more than ¢65 billion for exempting machinery, equipment, and raw materials for agriculture and livestock from tax payments; rural electrification cooperatives, tourist incentives, regulation of the rational use of energy and vehicles for people with disabilities.

The manager of the Financial Administration Services Inspection Area of ​​the comptroller entity, Julissa Saenz, commented that during this period the Directorate General of Finance performed six evaluations and issued 20 recommendations on the delivery of these benefits.

However, they are not given appropriate follow-up, according to Saenz.

The situation is important because of the difficult fiscal situation facing the country, which is why the Comptroller General insisted that tax expenditures should be taken care of as soon as possible.
