San Ramón Highway stagnates one more time

Expansion of the San José - San Ramón highway has been stalled since 1994 and, without proper feasibility studies it is impossible to determine construction time and factors such as toll amounts that the road would generate. 

The project manager, Ada Muñoz, recently presented the financing status for the pre-operational phase of the project to various government, authorities and engineers.

Muñoz said that $ 34.5 million is needed to start this phase, which will be used to finance technical, economic and financial feasibility studies, as well as to process permits and expropriations.

After this, a financial structure will be created and financing contracts will be formalized. Banks  have requested detailed information on the preliminary draft, definition of construction costs, operation and maintenance before the start of this phase.

Banks have also requested that the technical, environmental, economic and financial feasibility of the project be demonstrated. They have also asked about completed evictions, environmental permits and insurance. All this has complicated project funding.

  The project has faced problems due to bureaucratic procedures.

Currently, only Banco Popular shows interest in lending the $34.5 million that the project needs to start the pre-operational phase.
 
It is estimated that the first stage will take about three years, although this depends on the number of expropriations that must be carried out. The execution stage of the works would take at least two and a half years. The road to San Ramón was also problematic for the administration of Laura Chinchilla, which had to stop a concession to the Brazilian company, OAS, due to a series of questions about the project.


22 bus travelers suffer accident in San Ramón

A driver of a sightseeing bus with tourists on board lost control of the vehicle which rolled over, leaving eight injured people.

The injured were transferred to the San Ramón Hospital. The incident occurred in Bajo Los Rodríguez between San Ramón and San Carlos.


According to the communications department of the Fire Department, 19 of the passengers were tourists.

"After the accident, the passengers were taken first to the Red Cross located in the San Luis Canopy, where the injured people were stabilized.

From there,  they moved to the medical center in the area," they said.


At the moment, the identity of the injured and the possible causes of the accident are unknown.

Authorities seek to reduce traffic jams
near Juan Santamaría Airport

The Ministry of Public Works and Transportation (MOPT) has launched a series of works at the Juan Santamaría Airport crossing. The projects are expected to reduce vehicle waiting time by 33 minutes during the peak hours of the day and about nine minutes during other hours.

"In the current situation during the morning peak period, the average delay at that site is more than 50 minutes per vehicle, trying to cross the intersections at the airport. With the solution, time is reduced to just 16.5 minutes per vehicle.”

To expedite the passage through this area, two traffic lights will be eliminated, lanes will be widened and a new access will be built between the General Cañas and Rio Segundo roads, as a complement to the San José - San Ramón project.

The plan will be executed by the MOPT, the National Road Council, and the Municipality of Alajuela. Valverde said that these works will begin soon, given that they already have the rights of way and the collaboration of the local government.

January, the month when the cold fronts arrive

Of the total of 40 cold fronts registered by the Department of Climatology of the National Meteorological Institute (IMN) from the year 2000 to date, 20 events have occurred in January.

The first month of the year is the most active for the “cold fronts season” that lasts for four months, from November to February.

The current (2017-2018) is still far from the worst season. In 1979-1980 when there were three cold fronts while during the peak of the series (in the period 2009-2010)  there were 7. By comparison, the season of 2002-2003 had zero events.

The current cold front reached its highest intensity on Monday. According to information from the IMN, it rained intensely and throughout the day in the Caribbean and the North Zone, while in the mountainous areas of the Central Valley there was drizzle and light rain. Cartago and the Heredia areas had temperatures ranging between 16°C and 18°C.

The winds reached speeds between 90 and 110 km/h in the mountains and 80-90 km / h in the low areas.

Citizen challenges the use of religion in politics

A citizen named Brenes Rodríguez went to the Constitutional Chamber of the Supreme Court to file an appeal against the candidate of National Restoration (PRN), Fabricio Alvarado.

According to the allegation, Alvarado violates the Political Constitution and the Electoral Code by using religion to expose opponent’s positions and seek votes in the electoral contest.

Vanlly Cantillo, a spokeswoman of the Chamber, confirmed the filing of the appeal on Sunday and added that it remains under study.

Alvarado is accused of not complying with Article 136 of the Electoral Code which states:

"Any form of propaganda is prohibited in which, using the religious beliefs of the people or invoking religious reasons, citizens, in general, or citizens, in particular, are encouraged to adhere to or separate from parties or certain candidatures."

The presidential candidate sees this as an attack due to his rise in the polls, which place him as the fifth place in the preference of the electorate.

In addition, he denied that he uses religious beliefs to campaign.

The evangelical candidate has spoken out against the "gender ideology" and the sexual guides of the Ministry of Public Education (MEP).

He also announced that if he were elected president of Costa Rica, he would take the country out of the Inter-American Court of Human Rights (Corte IDH), the organization that endorsed homosexual marriage in the country.


Matina and Talamanca are
the two cantons most affected by floods

Some 400 people remained in shelters since yesterday, both in the North Zone and in the Caribbean.

The last report of the National Commission of Emergencies (CNE) says that in Siquirres and Matina, as well as in some indigenous localities of Grano de Oro and Alta Talamanca there are still isolated regions.

The director of prevention of the CNE, Lidier Esquivel, said that the number of evacuees can grow because there are areas not yet reached.

At this time the main problems are concentrated in Matina and Talamanca.

The specialist of the National Meteorological Institute, Eladio Solano, explained that during the remainder of January and February it is expected that phenomena such as thrusts and cold fronts will reappear.

Electoral authorities rule against political censorship

The Supreme Electoral Tribunal (TSE) issued a resolution in favor of the Broad Front candidate, Edgardo Araya, because that Teletica and Repretel censored an advertisement for his campaign.

In the advertisement, Araya appears with a snake in a box, and then, instead of the snake, images of politicians of the National Liberation Party, such as Johnny Araya and Antonio Álvarez Desanti, as well as the candidate of the National Integration Party and ex PLN minister, Juan Diego Castro appear. The television stations refused to show these images.

Frente Amplio hired Teletica for 13.3 million to publicize the commercial between December 2 and 9, 2017 during "Dancing with the Stars" and "7 Días", as well as in different Telenoticias editions.

On the same dates, the party hired Repretel for 8.6 million colones, in order to reproduce the spot during the transmission of the football match between Herediano and Saprissa, the soap opera "La Rosa de Guadalupe", as well as in news editions. Repretel justified the measure because the publication, "could bring criminal lawsuits."

The Court ordered the television companies to pay the costs and damages caused to the plaintiffs, "those that will be settled by way of execution of the contentious administrative judgment," the TSE said. "The radio and television media cannot censor those messages that political groups contract for their diffusion through advertising and paid during the electoral processes," the TSE said in a press release.

The electoral judges said that the refusals damaged the freedom of expression without prior censorship.

Edgardo Araya celebrated this sentence. "Today is a historic achievement for the country, it is a triumph for freedom of expression. We have shown that the two great channels of the country censured us, something they would have not done to another political party. The country has a voice and it cannot be silenced," said Araya.

The TSE was based on Article 28 of the Political Constitution, Article 13 of the American Convention on Human Rights (ACHR) and Article 19 of the International Covenant on Civil and Political Rights.

If it hurts parties, the TSE ruled that the radio and television media will not be liable for the possible effects caused by the publications.

Teachers promoting human rights
will be subject of a new award

Next year and then biennially, a teacher will be awarded the Carmen Lyra Award for contributions to the promotion and defense of human rights in the education system.

This was announced on Monday by the Ministry of Public Education (MEP), which, along with the Inter-American Institute of Human Rights (IIDH) and the National Council of Rectors (Conare), is part of the committee created, via executive decree, to select the winner of the award.

According to Sonia Marta Mora, Minister of Public Education, this type of initiative is a great encouragement for teachers. It is also part of the Ministry’s commitment to eradicate violence and discrimination.

"This is a historic step, for the first time there will be an award that bears the name of a woman. This award is dedicated to safeguarding human rights even from the classroom," she said.

Mora said the first prize will be awarded the week of January 15, 2019, and will continue to be delivered every two years.

The award seeks to encourage teachers to include human rights topics in their classes.


The winner will have a paid one-year leave so that he/she can devote time to strengthening personal human rights training and generate initiatives and share personal experiences.

The educator will be offered the possibility of making a publication with the MEP editorial stamp, on a topic related to the prize awarded.

Group organizes march in favor of state laicicity

A group made up of students from public universities and activists will march next Saturday to demand that Costa Rica become a state that has no official religion.

The initiative arises because activists believe that after, the resolution of the Inter-American Court of Human Rights (Corte IDH) that endorses marriage between same-sex couples, machista and discriminatory speeches against the LGBTI population have been fueled by Christian political parties, conservative sectors and the Catholic Church.

The objective of the march, in part, is to press for the deputies to push a bill that allows modification the wording of two articles in the Political Constitution, and that way no religious creed would be part of political decisions.

One of the organizers is Zulay Martínez, who said that current circumstances prevent the rights of the sexually diverse population from being respected.

Saturday's march will begin at noon in the Central Park of San José and from there it will go to the outskirts of the Legislative Assembly.

The order to legalize same sex marriages has sparked debate across the country.

According to Martinez, the demonstration will take place during the weekend due to the availability of participants. Although they are clear that the deputies will not be in the Congress, they consider that the movement will allow initiation of the discussion at national level on the subject.

Finance Ministry creates its own free digital invoice platform

The Ministry of Finance presented a free software that will be available to liberal professionals to use to issue invoices.

The tool is already available on the platform of Virtual Tax Administration (ATV), where tax returns are also made.

The electronic invoice is a voucher that supports the sale of goods and services, which must be generated digitally at the time of sale or provision of the service.

Consumers, for their part, can provide an email to receive the voucher, or ask it to be printed. This document can be used for claims in shops.

"We developed a free system, so that it can be used by any taxpayer who is a liberal professional," said Juan Carlos Gomez, acting director of taxation.

To issue electronic receipts, the taxpayer must have a security mechanism. It can be a cryptographic key issued by the Treasury, or by digital signature.

The use of electronic invoicing seeks to improve collection and reduce tax evasion.

It was established with the approval of the Law to Improve the Fight against Tax Fraud.

All health services must issue electronic invoices as of this Monday.

The obligatory nature of this document began on Monday for the health sector (hospitals, laboratories, doctors, eye doctors, psychologists, dentists, nutritionists, physical therapists, pharmacists, alternative medicine and other activities related to human health).

The offer of the Minister of Finance will compete with other 18 companies offering the service.


On February 1st it will be the turn of the administrative services sector; on March 1, the legal sector; on April 2, engineering sector; On May 1, all other professionals.


The electronic invoice began to be discussed since 2008 and was first implemented with large taxpayers in 2016. As of this year, it is mandatory for all taxpayers.

In recent years, the Treasury has digitized many of the collection processes, such as the creation of the Unique Tax Registry, the Virtual Tax Administration (ATV) platform, the Large Taxpayer Analysis Model, the Consultation platform for defaulters and omissions and Electronic vouchers.
