More than a thousand foreigners
were victims of crime in five years

A total of 1,056 foreigners were victims of assaults and robberies in Costa Rica during the last 5 years.

The figures come from the Criminal Analysis Unit of the Office of Plans and Operations of the Judicial Investigation Organization (OIJ). On average, 200 foreign tourists per year file complaints as victims of crime.

“2015 was the year with the lowest number of cases, but since then there has been an upward trend," said David Pérez, a criminal analyst of the OIJ.

The judicial police say that in most cases the crimes were committed with a firearm or use of a knife.

"For us, as the police, a single attack that occurs in any modality is a topic to be addressed. It does not matter if we are talking about 200, 50 or 10, it is a topic of interest, "said Juan José Andrade, director of the Fuerza Pública, the state's police

Last week, the National Chamber of Tourism (Canatur) announced that the Costa Rican Association of Auto Renters reached a historic record of thefts from tourists by "pinchonazos."  “Pinchazos” are thieves who damage the tires of the rental cars and wait for the drivers to exit the vehicles. Once the car door is open, the “pinchazo” robs the driver. 

"We must have a greater awareness at the level of public officials and private entrepreneurs and we must apply preventive and corrective actions to improve the safety of tourists in the country," said Isabel Vargas, president of Canatur.

However, for Víctor Ramírez, head of Tourist Service of the Costa Rican Tourism Institute (ICT), Costa Rica continues to be a safe destination and in the last 11 years a coordinated effort has been made to reduce crime.

During 2017 there were 204 robberies. From highest to lowest, the cantons with more cases are Cahuita: 37, Merced: 21, Quepos 21; Bahía Ballena: 14; Cathedral: 14; Carmen: 12; San Pedro; 8; Cóbano: 6; Hospital: 6.

More Costa Ricans are becoming
disenchanted with democracy

Ticos have decreased their love of democracy as form of government, according to a study conducted by the Latinobarómetro corporation. The study was conducted in 2015 in cooperation with the United Nations Development Program and the Inter-American Development Bank.

According to the research, support for democracy fell from 80.3% in 1996, to 56.8%, in 2015.

This result challenges the fact that Costa Rica is positioned as the most democratic nation in Latin America, according to a 2015 report by The Economist Intelligence Unit (EUI) and carried out for the BBC.

The Latinobarometro document stressed that Latin America is, "incapable," of progressing in democratization, with only two countries being able to achieve this goal: Uruguay and Costa Rica, which qualify as full democracies.

In spite of this, Costa Ricans have reduced support for democracy.

Regarding the upcoming electoral process, the latest survey by Opol Consultores for the Spanish paper El Mundo, showed that 28.2% of those interviewed remain undecided as to whether they will vote and what candidate they will support.

Another 18.3% have completely discarded the idea of participating in the presidential and legislative elections of February 4.

Despite having a strong democratic institutionality, one-fifth of Ticos indifferent to their form of government, the study says.


The Latinobarómetro data also highlights the idea that the Costa Rican population is indifferent to whether it has a democratic government regime or an authoritarian regime. That lack of interest grew from 8% in 1996 to 20.2%  in  2015.

Meanwhile, the degree of dissatisfaction with democracy went from 43.7% in 1996 to 51.5% in 2015.

Guanacaste: the first province to set up
electric car charging stations

Guanacaste already has its first electric station or recharging center for electric vehicles, Coopeguanacaste announced.

The rural electrification cooperative installed the service in Santa Cruz in front of the offices of the cooperative, in a strategic place of high traffic, on the main road from Nicoya.

The cooperative joins the national effort to encourage the use of this type of vehicle and will have a total of four recharging centers. The other three will be located outside the cooperative's branches in Huacas de Santa Cruz, Nicoya Centro, and Sardinal de Carrillo.

The authorization for these other recharging centers will be made in the coming weeks, so that those who live or pass by these various sites of Guanacaste and have an electric vehicle can charge it freely and safely because it will have a blue space exclusively for this purpose.

"For Coopeguanacaste, R.L. joining in this effort to create the facilities for the use of this type of vehicle, one that uses renewable sources, shows the commitment to change towards the implementation of more responsible and sustainable ways of mobilizing ourselves and reducing our dependence on fossil fuels," explained Miguel Gómez, general manager.

This is a project promoted by the Consortium of Rural Electrification Cooperatives of Costa Rica, R.L.

"During this year our goal is to place 10 more stations that would be located in San Carlos, Zarcero, Los Santos area and, of course, in Guanacaste,” said Erick Rojas, manager of the consortium.

The approval of the Law of Incentives and Promotion for Electric Transport (Law 19, 744) establishes a legal framework that allows the importation of electric vehicles with tax exemptions that will benefit to users and those who bet on this type of transportation. The law was approved in Dec. 2017
.

Recent changes in the law allow importers of electric cars to benefit from important tax cuts.

Costa Rica is internationally recognized for its efforts in generating electricity from renewable sources, however, in terms of transportation, the country has a large debt given its high consumption of hydrocarbons.

The country's electricity generation in the last three years has been with clean sources between 98.2% and 99% of the time, but the consumption of fossil fuels increased by 7% from 2014 to 2015 due to the growth in the number of vehicles in the country, according to the 22 report on the State of the Nation.

The growth of the automotive fleet is 6.5%, reaching 1,489,699 units, most of them private vehicles and light loads trucks.

The Ministry of Environment and Energy (MINAE) through the National Electric Transportation Plan 2018-2030 estimates that the transport sector is responsible for 83% of hydrocarbon consumption and that it generates 54% of the country's CO2 emissions. Out of that percentage, 41% comes from cars meant for individuals or families.


Experts gather in Costa Rica to discuss youth and technology

Technology and youth experts from more than 15 countries gathered yesterday and today to discuss the challenges for the inclusion of children and teenagers in the digital world, organizers said.

The objective of this meeting is to analyze the state of research, the political implications, and the progress of technology in the context of the relationship between adolescence and technology, in order to promote their inclusion and participation.

The activity called "Connected to the South: Costa Rica" is organized by the University of Costa Rica (UCR), the Institute of Communication and Image of the University of Chile, Faro Digital de Argentina, the Berkman Klein Center for Internet and Society of the Harvard University and the United Nations Children's Fund (Unicef).

"This is a symposium that aims to engage participants in three transversal thematic axes: digital citizenship, artificial intelligence, and digital economy,” explained Lorna Chacón, Director of the School of Communication Sciences of the University of Costa Rica.

In addition, this meeting will serve as a space for the exchange of ideas and initiatives in order to encourage collaboration among the various countries of the region.

This is the third regional symposium. The first was held in Argentina (2014) and later in Chile (2016). They bring together over a hundred academics, activists, philanthropists, government officials, members of civil society, and representatives of technology companies.

The symposium emphasizes digital citizenship, artificial intelligence and the digital economy.

The activity will be focused on new methodologies which include youth, design, participatory research, the construction of narratives, content in digital media and information visualization.

There is a focus on the use and adaptation of the Internet and mobile technologies by young people in Latin America and the Caribbean.

"The closing of the digital gap and the improvement in access and positive use of digital technologies is vital to achieving greater inclusion of children and teenagers in different areas such as education, civic participation and employment, always aware of the urgency of guaranteeing a safe and protected navigation,” said the representative of Unicef  Costa Rica, Gordon Jonathan Lewis.

Sansa airlines would fill in the gap left by closure of Nature Air

National Air Services S.A. (SANSA) will multiply the number of local flights it carries out if the suspension of operations of Nature Air, its main competitor  in the domestic transport market, allows it.

This was stated on Saturday by the general manager of Sansa, Mario Zamora, one day after the Directorate General of Civil Aviation (DGAC) ordered Nature Air to stop its services due to the vacancy of three important posts.  Nature Air was involved in the accident that caused the death of 12 people on December 31, 2017.

"There is still the opportunity to be able to take on and provide new services, we have our market and the need is quite high, but there is always an opportunity to serve it," Zamora said.

The increase in the number of flights will depend on the demand of passengers and destinations.

Currently, the company has nine Cessna Grand Caravans, each with a capacity of 10 passengers and two crew members, which are used to transport tourists to 10 destinations in Costa Rica and one in Nicaragua.

The most recent statistical summary of Civil Aviation shows that SANSA transported 54.9 % of the 149,470 people who used local air services in the first half of 2017, followed by Nature Air, with a 30.6% of the market, while 14 other air taxi companies shared 14.5% of the demand.

The indefinite suspension of Nature Air opens up the possibility of dividing or appropriating an approximate market of 8,000 passengers per month, a calculation based on the statistics of local passengers provided to civil aviation.

However, Zamora strongly denied that SANSA absorbed the market share that Nature Air had since their strategy has been to redirect its customers to smaller companies with Cessna-type aircraft, among others, whenever it has had problems with its transport units.

Sansa and Nature Air are the two main providers of domestic flights in Costa Rica.


Friday the regulatory authority suspension of  Nature Air services until it proves that it has enough personnel and equipment to provide its service, since the company's head of training, Juan Manuel Retana, lost his life while piloting the IT ship -BEI that crashed in Punta Islita, Guanacaste. In addition, the Director of Operations, Jorge Valverde, submitted his resignation to the post, leaving two positions vacant for the approval of permits by Civil Aviation.

The company now has 80 workers.

The general manager of Nature Air, Nelson Vega, said in a statement they have already proposed the possible replacements before Aviation authorities.

Nature air said about three 3,000 users of the service were affected by the suspension of flights this past weekend. They have been contacted by airline agents to get the refunds, although most agreed to reschedule the trip.

Uruguayan director will lead
the National Symphonic Orchestra

Uruguayan director José Serebrier, with the violinist Nigel Armstrong as guest soloist, will begin the official season of the National Symphony Orchestra of Costa Rica (OSN) on March 16 and 18, at the National Theater of Costa Rica (TNCR).

Serebrier is a multiple Grammy award winner and has extensive experience leading the most important orchestras in the world. The director will make two presentations here in Costa Rica, interpreting music by Italian composers Giacomo Puccini, Niccolò Paganini and Ottorino Respighi.

The national ensemble was recognized as the winner of the Latin Grammy in 2017. This year it  will perform a total of 12 double concerts as part of the official season. Performances will include renowned directors such as James Judd, Irwin Hoffman, Carlos Spierer, Andrés Cárdenes and Mark Laycock; In addition, the OSN will feature world-class soloists, cellist Gary Hoffmann, soprano Celene Shafer, and pianist Markus Groh, among others.

The OSN's principal director, Carl St. Clair, will assume his fifth season under the OSN. There will be a total of six concerts under his baton, including music by Mozart, Strauss, Bernstein, Chopin and Brahms, both with national and foreign soloists.

The talent of the Costa Rican artists will be present in eight of the orchestra's presentations. Participating will be soprano Gloriela Villalobos, who debuted in this type of concert with the ensemble, pianist Manuel Matarrita, the SONSAX Group, the pianist Sergio Sandí and the National Symphonic Choir.

"We ended 2017 with many victories for the National Symphony Orchestra, awarded with a Latin Grammy and as Marshals of the Festival of Light. This year we have prepared for the Official Season, a series of works and soloists of the highest artistic level in the world. We have opted to present and support national artists in the field of solo performance, a field that was little supported in previous years by focusing more on musical composition," explained Gabriel Goñi, general director of the National Music Center (CNM).

In the coming days, the CNM will announce the start date of ticket sales for the Official Season 2018 and the annual concert schedule of the OSN, which starts on February 9 with a tour of free presentations in different communities in the country.

First families moved to shelters due to cold front

The National Commission of Emergencies (CNE) quickly opened three emergency shelters to house 40 people whose homes were flooded in Limón and Guatuso de Alajuela.

The Agrodisa Community Hall was set up in the community of Estrada, where five families of the area are housed, while in Sixaola at the Catarina school 7 members of the same family were housed.

In the case of Guatuso, those affected are from the community of El Silencio where four families were evacuated.

The province of Limón has been the most affected as a result of the cold front that plagues the country. Authorities have reported falling trees, floods, and closed areas, among other things.

According to the National Meteorological Institute (IMN), the influence of the cold front will remain through Tuesday, so strong winds, rains and low temperatures are expected on Monday.

Country attracted more than $2 billion
in foreign investment in 2017

Between January 1 and September 30, 2017, Costa Rica received $2,165.6 million in foreign direct investment (FDI), a figure that exceeds the goal established by the Ministry of Foreign Trade (COMEX) by 8.3%.

The National Development Plan for 2017 had calculated the country would receive $2,000 million in investment.

According to Comex, the goal was achieved and then surpassed in the first nine months of 2017.

The data was recently published by the Central Bank of Costa Rica (BCCR). Due to the methodology used for creating the report, it is expected that the final figures including the whole 2017 will be available at the end of March.

The Minister of Foreign Trade, Alexander Mora, pointed out that this is a very significant result in a highly challenging international context.

"When, in November 2014, the National Development Plan was published and we set the goal of attracting US $2 billion of FDI for 2017, we received signs of concern and even some criticism, because we were labeled as overly optimistic.

However, the results show that our confidence in the institutional capacities and the credibility of international markets in Costa Rica paid off," said Mora.

“I welcome the confidence of investors who continue to regard Costa Rica as a competitive and safe destination for their productive projects, and I am sure that, when the Central Bank publishes the full data for 2017 at the end of March, we will see a figure that will make us even happier," Mora added.

The details on the composition, the number of new investment projects established, the reinvestment, and the jobs generated by the FDI the previous year, will be published by COMEX and CINDE at a press conference in the next days and will emphasize the sectors in the country that are attractive.

The final goal for the four-year period from 2015 to 2018, proposed in the National Development Plan, consists of attracting productive investments to the country for a total of US $8,200 million. According to the official and updated figures of the BCCR, between January 1, 2015, and September 30, 2017, a total of US $7,436.1 million had been attracted, which represented 90.7% of the established goal. This did not take the last three months of 2017 or the projections for 2018 into consideration.

4.3 Richter scale earthquake hit the country

On Monday, the National Seismological Network (RSN) of Costa Rica registered an earthquake of magnitude 4.3 on the Richter scale. The quake was located in the Pacific Ocean near the border with Nicaragua and caused no damage to people or property.

The earthquake occurred at 08:47 local time (14:47 GMT) with an epicenter in the Pacific Ocean, 90 kilometers northwest of Conchal Beach, province of Guanacaste (northwest), says the report of the RSN.

The movement originated at a depth of 15 kilometers and was caused by the subduction of the Coconut Land Plate.

Costa Rica experiences frequent seismic activity and its inhabitants feel dozens of tremors every year, most of them without serious consequences.
