Construction industry decreased in 2017

The construction industry had a negative performance during 2017, with a decrease of 10.4% compared to 2016.

According to data from the Central Bank, the main decrease occurred in the second half of the year.

In the first six months of 2017, construction grew 2.7%. In the second half of the year, construction dropped by 21.6%, as consequence of weather conditions generated by Storm Nate, lower bank financing and what the construction industry calls excessive construction procedures.

The decrease observed is consistent with the decline in construction intentions, which according to Central Bank records, showed a contraction of  6.5%  for 2017.

In the last quarter of 2017, there was less non-residential construction (commercial and industrial property down 5.1%) and residential buildings (middle and upper class housing down 15.1%).  Construction of infrastructure works presented a growth of 3.4%.

The middle-class homes represent the greatest amount of the total of residential buildings. Next in importance are upper class housing, social interest housing, and finally residential buildings, according to the report Construction with Private Destination prepared by the Central Bank,

Business construction also fell.

The construction of non-residential buildings showed growth in the area of commercial premises (12.8%), industrial buildings (10%) and warehouses (18.1%).

  Tropical Storm Nate, which hit the country at the beginning of October, negatively impacted the construction industry.


In contrast, the construction of commercial spaces grew 54.3%, mainly due to the construction of a cinema hall in Curridabat, San José.

Commercial places increased their participation by 7.3% when compared to the fourth quarter of 2016, placing them as the third type of non-residential construction in importance, surpassed by office and industrial buildings.

18 suppliers authorized to provide digital invoice services

A total of 18 suppliers are authorized by the Ministry of Finance to offer the leasing of systems for the digital invoicing, which is in the process of implementation for all business activities.

An expert of the Association of Public Accountants of Costa Rica, Dunia Zamora, said that the suppliers offer platforms that provide the service for free and others that charge depending on the support they give to customers.

Zamora said that liberal professionals or legal entities must first define whether they will lease the system or have one of their own before registering through Form D-140.

According to Dunia, if you decide on the first option, you should find the provider that best suits the needs of the business. For instance, if the service is provided 24 hours or on weekends, the company selected should have technicians who take care of any emergency that should arise during that time.

She also reminded users that the platforms that offer the private service only keep the information for a month, but tax policies require taxpayers to keep digital documents for at least five years.

This new model, implemented by the Ministry of Finance since 2017, seeks to connect financial records directly with the Ministry.

The process is being implemented gradually, first with big corporate taxpayers (many of whom already implemented this system). Subsequently, the different sectors of economy must join the system according to a specific deadline.

On January 15, health related services should provide the digital invoice service, February 1 is the deadline for the financial accounting sector, followed by March 1 for the legal sector, while engineering, architecture and information technologies should apply the system by April 2. May 1 is the deadline for the rest of the businesses.

Evangelical legislator wants the country
to withdraw from OAS

The presidential candidate of National Restoration (PRN), Fabricio Alvarado, would be willing to leave the Inter-American Court of Human Rights (CIDH) and the Organization of American States (OAS) so that they do not impose an LGTBI agenda.

Alvarado, who assured the people that everything was a plot between the government of President Luis Guillermo Solís and the international organizations. He insisted that the advisory opinion that allows gay marriage is not legally binding.

"I have nothing to abide by because it is not a ruling or a resolution, nor is it a judgment, it is an opinion provoked by this government represented today by Carlos Alvarado (presidential candidate of the PAC), who sent the advisory opinion to the Court knowing in advance what was going to be the response of the Inter-American Court On Human Rights," Alvarado said.

According to the Christian candidate, Solis ignored the people who attended the Life and March held on December 3, 2017 by the Catholic Church. The march was against the current sexual guides of the Ministry of Public Education (MEP) and against gender ideology.

Fabricio Alvarado and other evangelical candidates oppose the legalization of same-sex marriage.

These statements were made in the debate organized by the Catholic Church which was attended by other presidential candidates who mostly were against marriage between people of the same sex.

Alvarado took the opportunity to make a call to the nation so that on election day (February 4), voters will choose the "right" people.

"If we put back a PAC government, what follows is the legalization of abortion," said the lawmaker and presidential candidate.

Electronic bus payment, a closer reality

On Thursday, the authorities of the transportation and banking sectors and the representatives of the chambers of Transportation signed an agreement that will allow the development and implementation of a single electronic payment system in public commuter systems.

This is an initiative promoted by the Ministry of Public Works and Transportation (MOPT), the Public Services Regulatory Authority (Aresep), the Costa Rican Railway Institute (Incofer), the Central Bank of Costa Rica (BCCR) and the chambers of public transportation of the country, and seeks to develop a national system for transportation.

The agreement signed  will start the design and construction of a national standardized platform that will eventually be used in trains as well.

The system would use cards and mobile phones. The agreement also says there will be a permanent committee responsible for the implementation of this project.

The Minister of Transport, Germán Valverde, said that this agreement boosts the process of modernization of public transport.

The president of the Central Bank, Olivier Castro, said the joint efforts between the banking industry and public transportation will allow the use of the National System of Electronic Payments (Sinpe) to carry out transactions.

Boarding times on buses would be reduced with the new system.



The presidents of the chambers representing the transport sector operators said the system benefits the users, reduces boarding times, facilitates the work of the drivers and contributes to the institutional controls.

More details of this agreement will be released next Monday.

Two men robbed bank in Santa Cruz, Guanacaste

At least two armed individuals robbed the local branch of Banco Popular in Huacas, in Santa Cruz de Guanacaste on Wednesday morning.

So far, authorities do not know the amount stolen, however the robbers could have taken all the money in the safety boxes.

"Two people on a blue motorcycle, with black helmets, entered and robbed the bank and took money away.  It is believed they used firearms," said Carlos Hidalgo, spokesman for the Public Ministry.

According to the report of the Red Cross, the paramedics had to take care of two people who suffered nervous collapses as a result of the robbery.

The police are still working to locate the suspects the suspects.

Changes in color at Río Celeste alarm authorities

The National System of Conservation Areas (Sinac) will request an urgent inspection after the color changes in Celeste River, in Guatuso de Alajuela, according to a press statement.

A seismic chain of events that began Tuesday could have caused landslides in areas near the Tenorio volcano. Streams from the slopes of that volcano converge on the famous river.

The 7.6-magnitude earthquake that hit the Atlantic coast of Honduras on Tuesday night is believed to have precipitated the activity at Tenorio.

"We are going to request an urgent inspection. Río Celeste River is located in the Tenorio Volcano National Park and remains closed until further notice," said the Sinac.
 
On Thursday afternoon, the Volcanological and Seismological Observatory of Costa Rica (Ovsicori) reported that the seismic chain began on January 9 at 8:56 p.m.

Since that time, there have been at least 10 earthquakes with magnitudes ranging from 2 to 5 degrees on the Richter scale, which have been felt very strongly by the inhabitants of nearby areas and slightly in the Central Valley, according to Floribeth Vega, a seismologist at the Observatory.

Volcán Tenorio National Park will be closed until further notice

A chain of earthquakes that occurred on Wednesday in the northwestern area of the country has forced the closure of Tenorio Volcano National Park for the safety of visitors.

This was confirmed by the Arenal Tempisque Conservation Area. Reopening of the park will depend on reviews by specialists.

The earthquakes generated a series of landslides that affected Río Celeste, which completely changed color. This prompted an inspection by the National Emergency Commission (CNE).

The Tenorio Volcano is located near Bagaces, Upala, Cañas and Tilarán, a region where at least six earthquakes were felt on Thursday, one of them with a magnitude of 5.1 degrees on the Richter scale.

Human connection - What we all need

I received several responses to my last article. I was touched by the expressed longing for intimate connection, going beyond what we think of as friendship. People need someone they can honestly talk to about their feelings, someone they trust to be confidential and non-judgmental. This is what close friendships and primary relationships offer.

There is a way of building real intimate connection.  It is called Focusing. I have been practicing and teaching it for 30 years and I am a coordinator in the International Focusing Institute. The Focusing community is worldwide, although it began in the US. Check out www.Focusing.org  for more information.

I have witnessed and experienced Focusing sessions thousands of times. And it still seems to me that the way of listening in Focusing is almost magical. When we listen this way we take an attitude of honoring the other person. We agree on a time limit, say ½ hour. During this time your job as a listener begins as simply as just saying back what your partner says. But you don’t say everything back, just things that you don’t fully understand or seem to point to uncertainty. We follow this with a pause which allows and invites your partner to check inside.

Focusing is a partnership in listening and disclosing. It teaches a special nonjudgmental way of listening that invites the focuser to look within and go deeper into what they are feeling to discover more. In this Focusing partnership there are basic rules. You take turns being the listener and the focuser and you agree on total confidentiality. The listener does not offer his or her opinion. We never offer a way of “fixing the problem”.

We accept that each person is the expert on him or herself, so we don’t interpret what the Focuser is saying.  Because each of us is so unique we trust that the process will reveal your own personal solution. Sometimes the nature of the issue evolves and there is no longer a problem at all.

This is based on a foundational principal that all your feelings are valid. There is a reason you feel as you do, even if you don’t know exactly why you feel that way, or think you shouldn’t have that feeling.

Focusing is a process for discovering why you feel as you do about a problem or decision. You might think of it as an advanced practice for going beyond intuition to reach a bodily carried knowing.

The body carries another powerful resource, it is being able to know how something feels or will feel. Without this bodily carried knowing you are left to guide your life by thinking. Thinking is great, especially in solving problems in the material world and data analyses but it is not very good with solving emotional problems, issues and choices. With both body and brain online you are ready to build a good life.

Both body and mind are needed in order to get the whole sense of what is true for you, your personal reality. The body is the source of sensations and emotions, a vast store house of memories and feelings. Memories are stored in language as well as in the body except for earliest preverbal feelings and reactions to parents and to the world, which are stored in body sensation.

It is the merging of body and mind that we need to fully understand what is true for us. Focusing brings together these two sources and helps us make them conscious. Through experience in Focusing you learn to rely on that wisdom.

In Focusing training you are taught a specific process of connecting to that inner knowing. And it can be learned by almost everyone. It starts with a six step process you can use to ask inside and discover personal truth.

Many people already naturally do this process of checking within. Focusing was developed as a way of teaching it to those who don’t. Focusing can be taught one on one with a Focusing teacher, or in a group, or simply informally by a friend who already knows it.

Focusing relies upon the body’s natural drive for health—its need to return to homeostasis, which in medicine they refer to as balance. In Focusing it is a condition of comfort that comes when inner conflict or dis-ease is resolved. This is a body experience of relaxation and relief, what we can think of as a step forward in emotional healing.

Usually the Focuser moves forward by discovering deeper meaning. The Focuser feels free to explore wherever there is uncertainty or conflict by sitting with the feeling. So there is a slowing down and pondering that goes on.

This special listening doesn’t seem to happen in ordinary conversation because we want so badly to help the other that we offer “fixes” or advice.  Being listened to in this Focusing way feels wonderful to the discloser. It is deeply satisfying and it feels like receiving a great gift being given by the listener. It is the gift of intimacy. It is actually a gift by the Focuser too because deep disclosure makes your partner feel closer to you, and invites him or her to disclose more deeply when it is their turn.

In therapy we teach proactive self-care depending on needs. Lots of people don’t come to therapy with these skills because of childhood issues.  Therapists advise a wide range of self-care skills starting with simple things like daily showers for folks who are seriously depressed and meeting new people for folks who are lonely.

Focusing is an advanced self-care practice for building intimate relationships. I believe that it is the great pleasure and joy of self-discovery and intimate connection that is driving Focusing to spread rapidly all over the world. It is even being taught in China where it is a stealth weapon for democracy because it values each person’s unique truth. People learn that freedom feels good and repression feels bad.

With Focusing when facing a fork in the road, you choose a path that feels good rather than bad. And then at the next crossroads you can again choose a way that feels good, and then again choose feeling good and in this way build a life that feels good rather than bad.

Because of life circumstances we can’t all have a loving marriage or long term partner. However, I believe that you can maintain mental health have a sense of wellbeing and live alone.

Understanding the solidarity tax

If you are the owner of a residential house and this house, "without taking into consideration” the value of the land, is worth more than ¢129,000,000 then "you have to pay the solidarity tax".

If the house is used for recreational purposes or it is seldom used, you still have to pay the tax.

If you own a house but you have rented it, the property owner is the one who has to pay the tax.

If you have a farm, a hotel, a commercial establishment or an office building then you “don’t have" to pay the tax, because they are not for residential use.

Properties in contract with Costa Rica government:

If you have a property in the maritime-land area or any other property granted by the State of Costa Rica or its institutions, you must pay the tax for this property even if it is a non-residence purpose property.

How to know if your house without counting the value of the land is worth more than ¢129,000,000?

To calculate this figure, you must know the value of the main construction and add up the accessory constructions such as pools, walls, internal streets, courts, etc.

However, how do I set a value if I am not an expert?

According to article 4 of law 8683, you can establish the value of the main and accessory construction with the software called "Solidarity Help Program 2018", which can be found clicking here.

After making the evaluation, if the result is lower than ¢129,000,000 then your house is exempt from paying the solidarity tax.

Importance notice: If the result is greater than ¢129,000,000 then you must pay the solidarity tax and at this moment you must add the value of the land to establish the total amount on which the tax will finally be calculated.

How can I establish the value of the land if I am not an expert?

To establish the value of the land, the Tax Department has “the Map of land values” available for you to obtain the value per square meter of the land, according to the province and district where your land is located.

We have reached a point where you have the value of the main construction, the value of the accessory construction and the value of the land, and then with the sum of these amounts, you can calculate the tax with the following tax bracket:

From ¢129,000,000.00 to ¢323,000,000.00, you pay 0.25% (multiply value x 0.0025)


From ¢323,000,000.00 and up to ¢647,000,000.00, you pay 0.30% (multiply value x 0.0030)


From ¢647,000,000.00 and up to ¢970,000,000.00, you pay 0.35% (multiply value x 0.0035)


From ¢970,000,000.00 and up to ¢1,295,000,000.00, you pay 0.40% (multiply value x 0.004)


From ¢1,295,000,000.00 and up to ¢1,617,000,000.00, you pay 0.45% (multiply value x 0.0045)


From ¢1,617,000,000.00 and up to ¢1,943,000,000.00, you pay 0.50% (multiply value x 0.005)


From ¢1,943,000,000.00 and more, you pay 0.55% (multiply value x 0.0055)

With this, you can understand how the tax is calculated and who has to pay it, but we will explain now how it has to be presented at the tax department and where it can be paid.

First, you must register the property with the special tax identification number (NITE) or immigration identification document for foreigners (DIMEX), click here.

To register the land you must have handy the "land number" that comes in the National Registry layout of your property.

Then you must declare the value of the construction, the accessories and the land in the form D179.

The D 179 is valid for three years: 2016-2017-2018 is a three-year period then, if you declared in 2015 you must declare again in 2016

If you declared in 2016 or 2017, you must declare again in 2019.

In the years that are not D179 tax statement, the amount paid is determined by the Tax Department since they will be based on the calculation of the tax according to the statement you make every three years to make the annual payment.

Bottom line, the value statement is made every three years but the payment is made annually.

Where and when is it to be paid?

The payment of this tax is annual and it has must be paid before January 15 of each year and can be paid online at any bank exactly like paying any utility bill online with your NITE or DIMEX, click in the payment services and select "Ministerio de Hacienda" then select “Impuesto Solidario”.

These are the places to pay online or physically:

BAC San José, Bank of Costa Rica, Bank BCT, Davivienda, National Bank, Desifyn Bank, Lafise Bank, Scotiabank, Promerica, Improsa, Cathay, General Bank, Prival Bank, Teledolar, Mutual Alajuela, Costa Rican Red Cross, Ekono Stores, Servimas , BN Services.

Note:
Owners of property in condominium must add to the value of their subsidiary, the value that corresponds, proportionally, on condominium common areas.

In the case of a residence building or apartment complex, these will be valued and declared independently for each existing housing unit. The Tax Administration will define the form, means and conditions of presentation of the corresponding declaration in such cases.

In case of a conflict, due to an inheritance or any dispute of the property, the tax obligation will be required of the subject who, according to the National Registry, keeps the usufruct of the real estate.

Land and empty vacant lots should not pay this tax.

The money collected from this tax will be used exclusively to finance public programs aimed at providing decent housing for people and families living in poverty and extreme poverty.
