US experts: Americans should refrain from
taking small planes

The accident, in which 12 people died on December 31 in Guanacaste, set off the alarms to those who travel on private tourist flights.

James Hall, former head of the National Transportation Safety Board (NTSB) of the United States, recommended that people not use these services during an interview with Fox News.

"These private tourist flights do not have the kind of supervision and regulation we have with commercial aviation in the United States. The average tourist cannot determine the safety of these flights," said the specialist.

But Hall was not the only one who spoke about it. Deborah Hersman, a former board member, believes it is difficult for tourists to know the quality of the services they use.

"When we go to other countries, there is very little transparency as regards the type of service we receive and it is really difficult for anyone in that country to do an investigation. The statement that ignorance is happiness, does not apply here," said the woman.

According to the publication, the Nature Air flight was booked by a travel company called Backroads, based in California, but Backroads is not the only group to use the flights. The company Austin Adventures also uses Nature Air for vacation packages, according to the Fox report.

The experience of the pilots, the maintenance of the aircraft and the safety record of the company are other concerns raised by the expert, who also spoke of the importance of training.

The specialists also stated in the interview that it is necessary for the engines to be dismantled, inspected and replaced after 3,600 hours of operation, since the main faults are there.

Ladd Sanger, a lawyer for several families involved in air accidents, said that in his experience, he has seen aircraft of this type collapse with 5,400 and 6,000 miles of operation.

  Back in September 5, 2017  a Cessna plane crashed in Rio Torres near Tobias Bolaños airport.

The NTSB is an independent organization of the United States Government that is dedicated to the investigation of accidents involving civil aviation, highways, waterways, pipelines and railways of that country. Experts from the agency are supporting Costa Rican specialists in determining the causes of the crash of the Cessna C-208B plane.


At the moment, the authorities have 3 hypotheses: the influence of strong winds, a mechanical failure or a human error.

The aircraft, flight 5C144 of Nature Air, traveled between Nandayure and Juan Santamaría international airport. However, for reasons still unknown, it crashed around noon on the Bejuco hill, near the runway where it took off killing the Costa Rican pilot and copilot and the 10 passengers who were all US citizens.

The plane was a Cessna 208B Grand Caravan, which had been in the country for 1 month and had passed all the necessary inspections.

Back in September 5, 2017,  two U.S. citizens (Keith Putbrese and Randall Lindner), were involved in a plane crash in Rio Torres, near Tobias Bolaños airport. A Costa Rican woman, María Elena Umaña  and one of the U.S. citizen, Randall Lindner died.

Airlines demand an urgent intervention
at airports due to long lines

The Association of International Airlines is questioning the new revenue system of the General Directorate of Migration and Aliens (DGME) due to delays in flights at the Daniel Oduber Airport and the long lines the system has caused.

In a statement issued on Tuesday, the airlines expressed a, "deep concern" about the delays which they see as due to an inadequate number of staff members available to oversee the new controls systems placed in effect last year.

"The management of these crisis situations, with the established contingency measure, has not been the best, denying the existence of the problem does not contribute in any way to its solution," says the association's announcement.

The solution proposed by the airlines is the additional hiring of personnel in order to expedite the process.

The airline companies added that they had sent the request for urgent changes so that delays to incoming and departing flights could be avoided.  

The requests were sent to DGME as well as the director of Civil Aviation, Enio Cubillo, and the Minister of Tourism, Mauricio Ventura.

"We require actions and immediate decision-making by the authorities responsible for the proper functioning of the airports in Costa Rica, in order to ensure proper fluidity in the transit of passengers to their entry or exit from the country," says the association.

"A country with such a high dependency on tourism cannot afford to receive and dismiss tourists with long lines, the responsibility is enormous, the image of the country is at stake," the statement said.

On January 3, the day on which the largest lines happened in the Alajuela terminal, Migración clarified that the new control was not the cause of the problems, because the service capacity and the airport infrastructure was exceeded.

"It is important to clarify that the Institution has focused on finding viable solutions and effective improvements," the spokesman stated.

New project to provide Internet access
to indigenous communities

The Superintendent of Telecommunications (SUTEL) has launched a project seeking to provide internet and telephone to the 24 indigenous territories in Costa Rica.

The SUTEL will receive technical and economic offers from the telecommunications companies interested in developing the project until May 31, after which they will analyze and award the project within 45 business days.

This project, aside from granting access to telecommunications services, will provide free connection to schools and high schools, health centers and smart community centers.

"It will provide new opportunities to the indigenous populations, that for many years were forgotten, to be part of a single Costa Rica that enjoys the benefits of the information and knowledge society," said the SUTEL Council member, Manuel Emilio Ruiz.

In Costa Rica, 2.4% of the population is indigenous. The last census (2011) recorded 104,143 inhabitants identified as indigenous, of which 35% live within their territories, while 65% are outside.

Providing indigenous communities access to the information society is one of the goals of SUTEL.

According to official data, this population group is distributed in eight large towns: Bribís, Cabécares, Malekus, Chorotegas, Huetares, Teribes, Bruncas and Ngäbe, in which high levels of poverty are present.

Program to promote work options among youth is ineffective

The Empléate program, implemented by the Government to combat youth unemployment, does not have market studies that support the effectiveness of the training provided.

This initiative was implemented since 2011, and grants a subsidy of ¢100,000 to the beneficiaries so that they can attend training in public centers; and ¢ 200,000 to those who go to private ones. .

The manager of the Social Services Inspection Area of ​​the Comptroller General of the Republic (CGR), Manuel Corrales, said that there are no criteria that technically support the amount of money that is given to young people.

Data from the Office of the Comptroller indicate that the Empléate program has increased the number of beneficiaries and therefore the amount of money invested. For example, in 2012, ¢ 946 million was allocated for this plan, while for 2017 the figure increased to ¢ 29 billion.

The program provides unemployed young people up to $400 to get training and find a job.
The Comptroller's office also detected weaknesses in regards the procedures used to select the beneficiaries. As part of the analysis, the comptroller requested that the Ministry of Labor implement mechanisms to solve the problems that were identified.

300,000 Ticos will learn English,
presidential candidate promises

On Wednesday, the candidate for the Christian Social Unity Party, Rodolfo Piza Rocafort, said that under his administration, at least 300,000 people would become bilingual. He made his statement while surrounded by close friends and relatives.

Piza, as he explained, will bet strongly on education, and work to strengthen bilingual and even trilingual education. He wants to strengthen the National Learning Institute but also support regional polytechnic educational centers.

The former president of the Costa Rican Social Security Fund insists that in order to attract investment it is necessary to improve training for workers in different areas and stresses that adults should not be exempt from having a better education

In education, Piza supports the idea of ​​giving more power to teachers and less to the Ministry of Education.

He also supports a law of civil union and a guarantee of equality of property and personal rights for same-sex couples but his position is against homosexual marriage.

The cancellation of the right to carry out work

The Comptroller General of the Republic (CGR) has finally forced the United Nations Office for Project Services (UNOPS) to disclose its hiring processes.

Through a press release, the UN body said it agreed to open the dossiers of the companies bidding for the work, after a consultation of the National Road Council (CONAVI), a counterpart of the project.

The disclosure was sought, "In order to guarantee transparency and accountability, and above all to be able to move forward faster so that people can see the works entrusted to them," said the director of UNOPS in Costa Rica, Alejandro Rossi.

Disclosure could only be made with the consent of the participants.

Last month, the comptroller informed project participants about its decision to cancel the approval granted by CONAVI because the bidders were prevented from having access to the some files.

"For the CGR it is of absolute relevance to have access to the file to guarantee not only the transparency in the public funds invested but to enforce the right to challenge of the bidders, who could not review the technical studies carried out or the rest of the offers presented,” said the Comptroller at that time.

Local legislation forced the UN to disclose information on the Saprissa Bridge Project.


UNOPS said that, in order to avoid this type of situation for future bidding processes, it will request beforehand that the bidders sign a declaration in which they express their consent that the files can be opened to other participants of the contest.

The canceled contract in the case of the Saprissa bridge had been awarded to the Consortium Virilla 32 for  ¢22,369,087.

Farmers find high-powered explosives
buried 20 years ago in Moravia

A group of farmers who were cleaning a piece of land in Moravia found a buried sack with four Claymore antipersonnel mines, designed between 1952 and 1956.

The authorities came to the aid of those who found the powerful explosives which were identified by personnel of the Police Intervention Unit (UIE), the Judicial Investigation Agency (OIJ) and the Directorate of Intelligence and National Security (DIS) .

The director of the DIS, Mariano Figueres, said that the mines could have been buried for at least 20 years.

Claymore mines devices used by the armed forces of the United States since the Vietnam War, according to the DIS.

According to Figueres, this type of explosive is activated by remote control and, when detonated, propels a shower of metal fragments towards a specific area.

The OIJ will continue its investigations to determine the origin of the mines can be found.

Legislators seek to change the way magistrates are elected

The Frente Amplio (FA) law-maker, Jorge Arguedas, asked President Luis Guillermo Solís, to assemble a bill that would modify the way in which the magistrates are elected.

The file #20.472, would be a constitutional reform that would change the election format to one based on the Italian model, which has been cataloged internationally as successful in the fight against corruption.

"The draft will strengthen the judiciary and decrease corporatism at the top of the judiciary," said Arguedas.

The Congress was not coming back from vacation until February 5, but, at the request of several political parties, the Executive Branch called for four bills so that the Assembly could hold sessions. The Government has the power to extend that call and send more projects to legislative discussion.

Arguedas says this is the moment to discuss that proposal of law, mainly because there are only four projects on the agenda.

The legislator and presidential candidate of the FA, Edgardo Araya, also mentioned that, "it is urgent that the Cement Case Report also serves to to open discussion of the major issues that citizens demand and about which the Frente Amplio has serious proposals such as the election of Magistrates.”

Edgardo's statement responds to the statement of the Investigating Commission of Bank Credits, which on page 238 of its final report states: "We consider it essential to request the Executive Branch to call extraordinary sessions of bills on reforms to the Judiciary and election of Magistrates."

New light plane incident

A Cessna-type plane slid from the runway during landing at about 10:00 am Wednesday morning in Punta Banco de Pavón, in the southern part of the country.

Apparently, the pilot lost control of the aircraft as it was landing.

According to Leonel Jiménez, supervisor of the Fire Department, five people were traveling on the aircraft, three passengers and the crew, all of whom were evaluated by the paramedics. So far they are reported in stable condition without serious injuries.

On December 31, a tragic plane crash occurred, which took the lives of 12 people in Nandayure, Guanacaste.
