Investigators find turbine of crashed plane

Finding the turbine of the Cessna 208B Grand Caravan plane, which crashed in Nandayure de Guanacaste on Sunday, could be the key to determining the causes of the fatal accident that ended the lives of 12 people.
 
The aircraft, which covered flight 5C144 of Nature Air, traveled between Punta Islita and Juan Santamaría international airport.
 
For reasons still unknown, the plane crashed on the Bejuco Hill, very close to where it took off.
 
Enio Cubillo, general director of Civil Aviation, confirmed that the turbine will be packed and sent to the United States to be analyzed by the manufacturer (Cessna). The objective is to rule out if the crash took place due to a mechanical failure.
 
The 208B Grand Caravans are turboprop models with a gas turbine that drives a propeller. They have the capacity to carry up to 14 passengers and are designed to cover regional routes.
 
Apart from mechanical failure, Civil Aviation and the Judicial Investigation Organization (OIJ), have two additional hypotheses for the crash: the influence of strong winds and human failure.
 
The authorities do not have many mechanical elements to investigate, because the plane was destroyed and burned almost in its entirety.
 
International guidelines do not require these aircraft models to have flight recorders – the “black box” - that capture conversations between crew members.
 
“During the research phases, the planimetric analysis of the aerodrome, the atmospheric conditions and the configuration of the aircraft, and the remains could give us a more accurate scenario," said Cubillo.

On Wednesday, the representatives of the Federal Aviation Administration (FAA) said they will participate in the investigation of the event.

 
Experts in Cessna accidents will also be collaborating.
 
Aside from the complexity involved in clarifying the causes of the accident, OIJ acknowledged that the conditions in which the bodies were left, almost totally burned, make identification work difficult.
 
A group of forensic anthropologists and odontologists are part of the team in charge of analyzing the remains found. To identify the victims, two paths will be taken: use of dental records and DNA tests. The latter, in the worst case scenario, would take up to 2 months to be ready.
 
"It is not a simple process. If we get the samples of all the bodies, the forensic science laboratory will determine if they are not suitable. If it's positive, we need family samples to get a result," said Michael Soto, head of the Office of Plans and Operations (OPO) of the judicial police.




Six municipalities established child
care centers without much research

Six municipalities did not carry out reports or studies that determined the technical, financial and administrative viability for the establishment of child care and development centers (Cecudi). This was determined by an audit report from the Comptroller General of the Republic.
 
The Municipalities involved are Bagaces: Cañas, Cartago, Los Chiles, Tilarán and Upala.
 
The comptroller determined that none of these municipalities incorporated supporting data to conclude that there was a real need to have this alternative care in their cantons.
 
At the time the report was presented on December 21st, it was determined that Los Chiles and Tilarán, "have not started the provision of child care and development despite having had the infrastructure for five and three years respectively,” said the Comptroller.
 
In the case of Bagaces and Upala, the service was offered until a year and a half after the centers were built.
 
Another finding made by the Comptroller is that in some cases the municipalities do not verify the state of the infrastructure and assets that were purchased for these centers.

As for the staff members, some of the files for them are incomplete. There are also flaws in the attendance records of the minors.

 
The study was prepared by Aldemar Argüello, Lucía del Carmen Zúñiga and Marley Fernández, of the Division of Operational and Evaluative Auditing.
 
They established that information such as attendance records are required to justify the funding received by the centers. For example, if you add the budget for the municipalities of Cañas, Cartago and Upala, the figure exceeds ¢1,246 million.

Senior citizens abandoned between
Christmas and New Year's Eve

This year, 13 senior citizens were abandoned between December 24 and 31, according to preliminary data from the National Council of the Elderly (Conapam).
 
Zulema Villalta, Executive President of Conapam, said that figure is far below those registered in previous years and far from the forecast of 200 older adults abandoned by 2017.
 
The goal, said Villalta, is that no person should suffer neglect either in hospitals or in their own homes.
 
"The ideal would be to not have to relocate anyone.  But 13 people were referred as abandoned, of them, 4 are still hospitalized and the rest were already welcomed by a shelter," said the president of Conapam.
 
These older adults were referred from the Calderón Guardia hospital, San Juan de Dios, the Atlantic zone and Guanacaste, said Villalta.
 
She said that most people who come to hospitals do so alone. "They usually arrive by consultation and alone. Within the abandoned people we have two from Cañas who were referred by neighbors," added Villalta.
 
21,900 people aged 60 or older, went to Conapam throughout the previous year, for one reason or another.
 
"The consultations for welfare assistance (1169), physical and patrimonial type abuses (782), legal consultations (574), and in the abandoned star program we relocated a total of 415 people stand out," said Villalta. She stressed that there has been a decrease in cases of hospital abandonment.
 
Marcela Bolaños, director of del Blanco Cervantes, commented that this year only one older adult arrived in the month of December, due to abandonment, but she was referred by a court order for a situation of domestic violence.

Every year,  some families neglect
the care of seniors.


The cases of abandonment in hospitals during the month of December have been decreasing since 2014, authorities said.

But a new problem arose, according to Bolaños.
 
"What has been happening is that, although they are not brought to the hospital, the health of these elderly people has been deteriorating, in January they are very sick with diabetes-related illnesses and high blood pressure because they do not get their medicines," said Bolaños.
 
Emergency services remain alert of possible the arrivals of senior citizens in the coming weeks, as a result of the carelessness they suffered in December

University students join the fight against climate change

The National University (UNA) has launched the Costa Rican network of local governments in the face of climate action, a project that seeks to reclaim local climate initiatives.
 
The Paris agreement as well as initiatives within the National Development Plan 2015-2018, motivated the UNA students, along with other institutions such as the Municipal Development and Advisory Institute (IFAM), to join efforts and work toward transform changes in local development, taking into account the effects of climate change.
 
"From the academy, at the request of local governments, we want to promote the creation of a network and extend the experience to the other municipalities of the country, where they can also participate with all those organizations, institutions and people interested in strengthening climate management at the municipal level ,“ said Vanesa Valerio, an academic from the School of Environmental Sciences of UNA.
 
The group has started the process of collecting signatures to identify the municipalities and organizations that will support the initiative. "Subsequently, a formal note will be sent to local governments for the affiliation of Mayors to the Network, which must be approved by their respective Municipal Councils," concluded Valerio.

A step further into the OECD

Nine of the 22 committees established to evaluate the country's policies and determine if they match the levels of the Organization for Economic Cooperation and Development (OECD) have approved the inclusion of Costa Rica.
 
Trade, health, agriculture, education, science and technology, work and social affairs, consumer protection, regulatory policy and policies for the digital economy are the nine areas that received the endorsement.
 
These favorable responses were obtained after a thorough analysis by the OECD experts and the member countries, about the willingness and ability of Costa Rica to apply the legal instruments, as well as the policies and practices of the OECD.
 
The Minister of Foreign Trade and coordinator of the Costa Rica admission process to OECD, Alexander Mora, highlighted the commitment and teamwork of more than 30 public institutions that participate in this project
 
"Joining the OECD is a task that involves practically the entire Costa Rican state in a systemic way. It allows identifying the existing challenges and defining the ways to approach them in an integral way, guided by the successful experiences of other countries and by the highest international standards and good practices.

Radial Pirro will be closed for 48 hours as of today

As from today, the Municipality of Heredia will make a closure for over 48 hours at the Pirro Radial, according to the Heredia´s mayor Jose Ulate.

"Since 2016 we have been investing in a special cement in the railway line, because the Incofer had to place a type of stones that can be detached and have causes accidents.

We started last year with an investment of ¢145 million and in 2018 we are going to invest ¢249 million, to give special support to the railway line, "explained Ulate.

The construction works of the concrete plate in the section that includes the railway, will start today at 8:00 p.m. and it will continue until Sunday at 6:00 a.m., because the drying process takes 48 hours.

The works seek improvement in the railway lines.
Given this situation, it is important drivers to take the proper measures. Some of the alternate routes are El Guayabal Street, Barreal de Heredia towards General Cañas highway. And those in Guararí, may exit Los Lagos, in the National Route 3.

Bacterium  still halts maternity services

The Calderón Guardia Hospital decided to extend the closure of its maternity services after the reappearance of a bacterium known as Serrata liquefaciens in its facilities, reported the Costa Rican Social Security Fund (CCSS).
 
This is the second time that the medical center has extended the disqualification of delivery rooms which have now been out of operation since the second half of December.
 
The director of the Calderón Guardia, Taciano Lemos, said on December 20 that the outbreak is under control, however, the closure is due to specialized technical aspects.

The measures that were being executed were the change of the ceiling and the application of new antibacterial paint.

 
Specialists at the medical center are investigating whether the presence of Serrata liquefaciens had to do with the death of six premature children, who were born with less than 33 weeks gestation.
 
While the disinfection measures are carried out in the medical center, low-risk deliveries will be referred to the Health Care Center (CAIS) of Desamparados and those at higher risk to other hospitals in the network.

Underarm hair removal would come in the shape of a deodorant

With the goal of simplifying the daily life for thousands of women in the country, Maria Fernanda Chacon Vargas, Gabriela Hidalgo Carrillo, Sofia Valenciano Fernandez and Priscilla Paniagua Cervantes have created create a deodorant capable of slowing the growth of hair in the armpits.
 
These four young women, who are enrolled in the third year of pharmacy education at the University of Costa Rica (UCR), set out to design an antiperspirant that, when used in the long term, weakens the hair follicle, which is the area of ​​the skin in charge of hair growth.
 
Nuvelo, the name of the product, is also characterized by being composed of natural extracts that are moisturizing for the skin, leaving the areas of application soft.
 
The project is one of the five inventions made by 16 students of the Innovation Management course, taught at the institution. The objective of these is for students to analyze a problem or a current consumer need.
 
As part of the program, the young women began an investigation that resulted in an interesting finding -95 percent of Costa Rican women between 16 and 24 years old shave their underarms, so our product offers a solution that is also natural.
 
"The fact of knowing the high number of women who shave their underarms was what inspired them to make a product in the form of a roll-on for its easy application."  “With the help of the teachers, we had to vary the proportions and weights of each one of the components until you get one that really achieved a nice and good viscosity to pack in.

Latam Airlines delivers new direct flight to Peru

By A.M. Costa Rica staff

For the first time, Latam Airlines, a Chilean and Brazilian capital company, will provide a direct flight between Costa Rica and Peru.

The route will be served by an Airbus A319 and will have three weekly flights (Tuesdays, Fridays and Sundays) departing from San José on flight LA2409 at 5:15 p.m. Starting in March, an additional service will be added and 4 weekly flights will be operated on Tuesday, Friday, Saturday and Sunday. This means 66,144 seats available.

The flight from Lima to San Jose will last 3.5 hours and will connect quickly with flights from Santiago, Buenos Aires, Mendoza, São Paulo, Rosario, Salta, Tucumán, Córdoba, La Paz, Antofagasta, Santa Cruz, Montevideo and Assumption. On the way back, the flight from San José will connect with the same destinations.

"This new route is excellent news for tourism and connectivity in Latin America, strengthening our unique network of destinations. Costa Rica is a destination recognized worldwide for its nature and outdoor activities," said Enrique Cueto, executive director of Latam Airlines Group.

The new company is offering Chileans who wish to visit Costa Rica a ticket price of $728.


According to the company, more than 2,000 Chileans have already purchased tickets to fly to Costa Rica. Latam offers tickets from $728.

The airline was created by the union of Lan Airlines of Chile and Tam of Brazil, a merger that took place in May 2016.
